Of the 63 arrests, 62 were made in Italy, with 1 in France. The Italian organised criminal group mainly based in Naples, Italy, was involved in the distribution of high-quality counterfeited banknotes in several denominations across Europe.

In law enforcement circles, the intricate fakes were referred to as β€œNapoli Group” banknotes, characterised by a high level of sophistication.

The forged security features displayed on the fake banknotes were of high quality, as confirmed by the European Central Bank’s analysis. Leading up to the action day, the Carabinieri had already traced 83 sales activities, arrested 7 couriers and seized up to EUR 200 000 in counterfeit notes in denominations of 20, 50 or 100. 

The investigation was initiated by Carabinieri anti-counterfeiting investigators in January 2023, who received support from Europol.

The aim of the investigation was to take down the Naples-based criminal group. The group was mostly active in France, Spain, Germany, Belgium and the Netherlands, but they sold their counterfeit banknotes across Europe.

Europol facilitated the information exchange and financed and coordinated several operational activities.

Europol also provided analytical support to identify countries in which the banknotes were distributed. During the action day, Europol deployed an expert to Italy to provide technical support and cross-check the operational information against Europol’s databases and the European Central Bank’s systems.

Officers attached to South West Metropolitan Region and North West Metropolitan Operation Support Group (OSG) executed a search warrant at a home in Power Street, Doonside, about 5.40pm (Wednesday 17 April 2024).

They arrested a 19-year-old man who has been taken to Blacktown Police Station.

Just before 11 am on Friday (12 April 2024), officers attached to Eastern Suburbs Police Area Command were called to Roscoe Street, Bondi Beach, after reports of a stabbing NSW Ambulance paramedics treated a 36-year-old woman for a head injury before she was taken to hospital in a stable condition.

A crime scene was established, and officers attached to Eastern Suburbs Police Area Command commenced an investigation into the circumstances surrounding the incident.

Following inquiries, a 43-year-old man was arrested at Riverwood about 1.20pm the same day (Friday 12 April 2024).

He was taken to Campsie Police Station and charged with wound person with intent to cause grievous bodily harm.

The man appeared at Parramatta Local Court yesterday (Saturday 13 April 2024), where he was formally refused bail to appear at Waverley Local Court on Tuesday 11 June 2024.

Drug dealer jailed for nine years after long-running Met investigation

Lee Silvester, 41 (19.11.82), of Lullingstone Crescent, Bromley, was sentenced at Kingston Crown Court on Wednesday, 10 April after being found guilty of four counts of conspiracy to supply and four counts of possession with intent to supply class A and B drugs.

Investigating officer Detective Constable Brendan Kennedy said:

β€œSilvester’s sentence concludes a matter that has been running for several years targeting organised criminality in the drug trade. β€œ The evidence demonstrated that his offending was linked to the importation of class A drugs into the UK involving criminals based overseas. Our investigation, assisted by partners in international law enforcement agencies, has caused them significant logistical and financial disruption as a result. β€œ We want to make London a hostile place for anyone considering this kind of activity, and there is no better deterrent for anyone involved than spending years in prison.” In April 2022 officers observed a man attending a storage unit in west London, where he was stopped and arrested in the process of unloading class A drugs – later found to have a street value of Β£600k – from his vehicle. He was charged and remanded, and was later convicted and jailed for over five years for possession with intent to supply offences. Meanwhile, officers had seized and examined that man’s phone and identified Silvester as being the person directing and controlling him. 

They began an investigation into him, and he was arrested in September 2022 and when stopped found to have class A drugs valued at over Β£50k.

A search of his property uncovered a wealth of evidence, including further drugs and associated paraphernalia including heat sealing devices, packaging equipment and a β€˜burner’ phone which showed he he’d been in regular contact with the other man. It was also found that he was on the contract for the storage unit alongside the other man.

Silvester was later charged.

He went on trial at Kingstown Crown Court, and was found guilty by unanimous verdict by a jury who deliberated for fewer than three hours.

400 people charged in Operation Whiskey Legion’s first deployment

Operation Whiskey LegionΒ commenced on April 2 with specialist police from Highway Patrol, Crime and Intelligence Command, Rail Squad, Water Police, Dog Squad and Crime Prevention joining forces with local police to target high-risk crime in the area.

The additional officers provided high police visibility with 485 extra patrols in shopping precincts, at train and transport hubs and other known hotspots across the districts.

In total, 357 adults were arrested on 643 offences and 72 juveniles were arrested on 252 offences in Ipswich and Logan.

The charges include serious offences such as armed robbery, unlawful use of a motor vehicle, burglary and Domestic and Family Violence offences.

In addition to the arrests, police conducted 1,347 street checks, 993 business walk-throughs and 2,414 Roadside Breath Tests (RBTs). Β 

Operation Whiskey Legion has achieved great results with almost 1,080 victims engaged and 31 of those referred to support services.

Acting Commissioner Steve Gollschewski said:

Operation Whiskey Legion was established to drive down crime in hotspot locations across Queensland. β€œ LegionΒ is all about ensuring the community is safe and feels safe,” Acting Commissioner Gollschewski said. β€œ The first deployment of the operation has seen a significant amount of police activity on the ground in Logan and Ipswich – not only resulting in high-risk offenders being arrested but extensive community engagement across the areas.”Our specialist police have teamed up with local officers to target those in our community doing the most harm, and we have seen substantial results in a short timeframe. β€œ We have saturated areas like shopping centres and public events, boosting the policing presence and enhancing community safety. β€œ There has also been a strong focus on keeping victims of crime updated on the progress of investigations – which we know is an important part of the process.”

South Eastern Region Acting Assistant Commissioner Mel Adams said:

Local police had received positive feedback from residents about the operation. β€œ Logan community members have noticed the extra officers and Police Liaison Officers (PLOs) in our busy areas such as shopping centres on Thursday nights, train stations and at our crime prevention pop-ups and have provided really positive feedback,”

Acting Assistant Commissioner Adams said:

β€œ We had a significant number of specialist police deployed to Logan to support our ongoing local efforts in targeting high-risk offenders and we have seen exceptional results. β€œ Even though this deployment to Logan has concluded, the community can expect to see high visibility policing with Operation Whiskey Unison and other localised operations continuing in our area.”

At about 7.10 pm on Monday, 15 April 2024, police were called to Welcome Street, Wakeley, following reports several people were stabbed.

Officers attached to Fairfield City Police Area Command, supported by multiple police resources from a number of commands and specialist units attended. A male was arrested on scene and he has been removed from the church and taken to an undisclosed location. The injured individuals suffered non-life-threatening injuries and were treated by NSW Ambulance paramedics before being conveyed to hospital. Police launched a wide-scale operation a public order incident at the location, during which two police officers were injured and a number of police vehicles sustained damage. A constable was hit with a metal object and sustained a twisted knee and a chipped tooth. Another constable sustained a broken jaw after he was hit with a brick and a fence paling.

They were both taken to hospital for treatment.

As investigations continue, any witnesses, anyone with information or mobile phone vision who has not yet spoken to police, is urged to call police or Crime Stoppers on 1800 333 000.

NSW Ambulance said three other people were also stabbed.

The attack occurred at Christ The Good Shepherd Church in Wakeley, with graphic video showing a man lunging at Bishop Mar Mari Emmanuel with something in his hand during a mass that was being broadcast online.

NSW Police said a male was arrested at the scene, and “he has been removed from the church and taken to an undisclosed location”.

They said those stabbed suffered non-life-threatening injuries and were treated by paramedics before being taken to hospital. However, a spokesperson for NSW Health said the bishop’s condition was critical but stable, and was being treated at Liverpool Hospital. The hospital went into partial lockdown but people needing immediate care were able to access services.

The public was advised to avoid the area during the large-scale police response, which started just after 7 pm.Β

The bishop was taken to Liverpool Hospital, and in a statement from NSW Health, a spokesperson saidΒ 

NSW Premier Chris Minns said he has been briefed by the Police Commissioner and NSW Health about the situation. β€œ My thoughts and prayers are with the victims and first responders who are working to keep us safe,” he said. β€œ It’s important that the community remain calm and continue to listen and act to the directions of police and emergency services. β€œ We are a strong community in NSW and it’s important that we all stick together, particularly in the face of adversity.” On Monday night, Mr Minns convened a meeting of government officials and leaders representing religious communities in Western Sydney. Mr Minns said the group of 11 “endorsed and supported a unanimous condemnation of violence in any form”.  We’re calling on everyone to act with kindness and respect for each other,” he said in a statement.

We reported on this incident that comes two days after a man killed six people in a stabbing attack at Westfield Bondi JunctionΒ on Saturday afternoon.

Religious leaders express shock

Faith New South Wales CEO Murray Norman described the stabbing of Bishop Emmanuel as “horrific” and deeply shocking. β€œ Tonight, Bishop Emmanuel was stabbed, it’s a hideous thing, I can’t believe this can happen in Australia during a mass, it’s just horrible,” he told the ABC.” I haven’t heard about his condition, but the faith communities are desperately grieving and praying for the bishop, it’s just horrible that this could happen after everything that’s happened this week.”

Jewish community leader Alex Ryvchin, from the Executive Council of Australian Jewry, posted on X that he’s “horrified by the stabbing attack on a bishop at an Assyrian Church in Sydney”.

Christmas Day burglar jailed after officers arrest him following pursuit

Sergeant Adam Sparrow, investigating officer, said:

β€œ We know the damaging effect burglaries can have to individuals and communities which is why in our A New Met for London plan we’re working to reduce this type of crime across London. β€œ Veiro managed to commit the series of offences very quickly but was tracked and pursued through the streets by my officers. I commend their actions, which will mean he now spends a significant amount of time behind bars.”
Veiro’s spree began in the early hours of Christmas Day when he stole a car in Wood Lane, Dagenham. The vehicle was later found abandoned on Waterbeach Road, Dagenham.  He went on to target addresses across the Dagenham area, escaping with house keys, a bicycle, cash and a set of car keys, which he used to steal another car. Met officers received reports of the stolen car and circulated a description of it. Veiro was located in the car at midday in Redbridge, when a pursuit broke out after he failed to stop. The chase began in Ilford and went on to Essex but when Veiro drove onto the M11, specially trained Met officers were able to perform a tactical contact manoeuvre to safely stop the vehicle and prevent it from driving off. He was arrested and taken into custody. Ethan Veiro, 26 (05.07.97), of Orsett Terrace, Woodford Green, was found guilty of four counts of burglary and one count of robbery and was sentenced to six years in jail at Snaresbrook Crown Court on Tuesday, 26 March.

Some MPs were quick to point the finger at Russia, China, and other “hostile states” suspected of using nefarious tactics to obtain compromising material.

But it now looks a lot less straightforward than that. Security sources are steering us away from the hostile state theory.

So who was behind the scam (if that’s what it was)? And what did Charlie and Abi want?

Here is what we know – and, almost as importantly, what we don’t know about one of the weirdest, and most troubling, stories to hit Westminster in a long time.

It all began in Bournemouth

Thought this was a story confined to the Conservative Party and William Wragg – the MP who ended his own career after admitting he had been “scared” into sharing colleagues numbers with someone he met on a dating app? 

The honey trapper – as we shall call him, her or them – first popped up on Saturday, 23 September last year in Bournemouth, the opening day of the Liberal Democrats annual conference.Β 

We have spoken to two male conference attendees who received messages that day on the gay hook-up app Grindr from someone with the user name M-xl.  M-xl said he was 28 and interested in “chat, friends, hookups”. He used a photo of a blonde man appearing in his 20s. Grindr is a proximity-based app, meaning that you are shown the profiles of those who are nearest to you. Messages were exchanged on a gay hook-up app Falling into conversation with one of those he messaged, M-xl said he had heard about “orgy stories” from the conference. The conference attendee responded with what he said was a made up story. “Hot,” M-xl replied. 

By this point, he was in a bar with friends:

β€œ I said to the people I was with: ‘Hang on, have you had a message from this person?’ And we’d all had similar messages,” he said. β€œ They were kind of hinting they wanted to sleep with MPs,” the second attendee told us. “They were asking for gossip, if I knew of anyone that would be interested in sleeping with them.” 

His name was Charlie

Months later, people would suspect what became known as the Westminster honeytrap of being the act of anyone ranging from a lone individual seeking sexual gratification to being the actions of a hostile state. But those messaged in Bournemouth reached a different conclusion: they thought they were being targeted by a journalist seeking information. Just as a heads up to gays,” another man wrote on a group chat for some male friends at the conference, “pretty sure there’s a Journo honeytrap on Grindr”.

Others then disclosed that M-xl had asked them questions about what the worst thing they had ever heard an MP do was, and to share any compromising photos they had of others. Certainly there were plenty of journalists in Bournemouth to cover the Liberal Democrat conference. Yet despite Grindr being designed to show you men nearby, M-xl was not actually there. One of those messaging M-xl realised why he appeared keen on information but not that keen on meeting up: he was using a feature of the app where you can chat to profiles elsewhere. M-xl appeared in fact to be in north London. In one case we’re aware of, the conversation with M-xl progressed to WhatsApp. They asked what his real name was. M-xl said his name was Charlie. 

Mystery deepens at Labour gathering

Different party, different city, same approach. A few weeks later M-xl was messaging men at the Labour conference in Liverpool.  So far, several attendees, including an MP, have reported speaking to M-xl on Grindr there. One was reportedly sent explicit photos by the account.  The BBC has not been able to speak directly to those who exchanged messages with M-xl on Grindr at the Labour conference. A crucial question is whether M-xl was indeed in Liverpool or was messaging from London, as with the Liberal Democrat conference. But according to The Times, M-xl told at least one user that he worked for a lobbying organisation and had been working at a stall in the convention centre. 

Honeytrapper gets by-election fever

On 19 October, Labour overturned two vast Conservative majorities in by-elections in Mid-Bedfordshire and Tamworth. It was a big night for the honeytrapper too. As polls closed, one person working in parliament received a message from a number they did not have saved on WhatsApp asking them if they were staying up for the by-election results. They called themselves Charlie. And they used a photo of the same person as M-xl.  This was the first “out of the blue” message we are aware of – what would become Charlie and Abi’s modus operandi. The next day, as jubilant Labourites celebrated their victories, one got a message from Abi. “Long time no speak,” it said. “But think I saw you from a distance in MB yesterday…how’re you?” The activist had indeed been in mid-Bedfordshire that day. Abi claimed they knew the individual from their work on a previous political campaign. 

A missed opportunity? 

The honeytrapper seems to have simply ceased operating for several months after the by-elections. We are not aware of anybody who was in contact with them, either on Grindr or WhatsApp, between October and February. But a new disclosure by the Metropolitan Police on Thursday makes that picture less clear. William Wragg ended his career four days after his admission In response to enquiries by the BBC, the Met admitted that it had received reports from two different MPs about receiving unsolicited explicit images – in October, November and March. It’s unclear whether the October and November reports were different MPs or the same one, followed by a new MP sounding the alarm in March.  As part of their regular liaison with the Met, parliamentary security officials were informed. Was this a missed opportunity? Should MPs have been warned at this point to avoid any messages from Abi and Charlie? One MP we spoke to argued otherwise, saying that MPs received frequent general warnings about their cyber-security. β€œ We’re meant to be grown-ups. We get warnings the whole time,” they said. And the Met said there was no suggestion at this point of the scale of people being targeted.

Finally rumbled

Either way, the honeytrapper’s known actions became much more intense after the Met was first made aware of their work. From February onwards, it seems to have mainly been politicians and political journalists receiving unwanted messages, as some of us have already recounted, including details of a fractious exchange on the morning of Monday, 11 March. At one point during this exchanges Abi appeared to admit that she was indeed the same person as Charlie.  That evening the honeytrapper’s activities resumed with a passionate intensity. Last week we reported that a former MP had been messaged by Charlie just after 5pm. We now know that another man, a former Conservative MP, received a message from Charlie 15 minutes earlier that same night, to which he did not respond. A serving government minister also received a message from Charlie late that night, telling Politico that they engaged briefly before blocking that number.  It means that at least four people were targeted by the honeytrapper on just that day. As it happened, it was a heady day in Westminster too, with Rishi Sunak holding a widely-discussed meeting with the executive of the 1922 committee of Conservative backbenchers.

Tory MP Andrea Jenkyns has suggested she was also targeted

On 19 March, Conservative MP Luke Evans made a complaint to Leicestershire police about an unsolicited image he received of a naked woman. He also alerted the Conservative chief whip. The BBC is aware of another man working in Westminster who was contacted by Charlie on 22 March. Yet other than the Liberal Democrat conference attendees right back in October 2023 there is no evidence that at any point any of the many targeted realised that they were part of a broader group.  Not, that is, until a story on the Politico website, on 2 April, brought Abi and Charlie to public attention and the honeytrapper’s scheme was rumbled. 

The unanswered questions

Let’s start with the biggest question: who is behind this? We simply don’t know, and nor do the Met as far as we know. One initial theory – that these are the actions of a hostile state – seems to have been roundly discounted. Security sources say there is no sign of the high level of sophistication or insight that would suggest a state is involved. 

So, who then? William Wragg’s statement last week may provide some clues to what is going on.

He says that he felt “threatened” into handing out the phone numbers of colleagues by somebody he had met on Grindr. Yet there is no reason why he should have had the numbers for those in other parties who were not contacted via Grindr, and they generally say they have never interacted with him. It is also unclear when Mr Wragg handed over the numbers, or indeed when he first began interacting with the honeytrapper.  As well as the who, there is the why?Some people involved, including MPs, were asked for and sent explicit photos. But we are not aware of any instances where they were specifically blackmailed or told the photos would be used in a certain way. Some of the targets believe that the motive was sexual: that the person wanted explicit photos of specific people for their own pleasure. 

How widely did this spread?

This may prove an unanswerable question. Almost every day we have reported on this story we have learnt of at least one more target. It may well be that shame or embarrassment is preventing more from coming forward, at least to journalists rather than to the police. Yet if the honeytrapper is never identified, we may never know how vulnerable Westminster’s inhabitants are to security threats. And there is no doubt that more sophisticated scams will come their way soon.

The police were first made aware of suspicious messages targeting men at Westminster late last year – but did not warn MPs, the BBC has learned.

Many of those targeted in the alleged “honeytrap” scandal did not realise others had also been receiving messages until media reports in the past week. It now emerges the Metropolitan Police began an investigation last year when Commons security staff were alerted. 

It raises questions about whether more should have been done to warn MPs.

Most of the targets the BBC is aware of – including at least one MP – did not receive messages until this year, after the Metropolitan Police were first warned about the issue. Concerns have been raised that the unsolicited, flirtatious WhatsApp messages from people calling themselves “Charlie” or “Abi” were part of an organised attempt, possibly by a hostile state, to compromise or blackmail politicians, a technique known as a honeytrap. It is understood that what was reported to the police last year was much more limited than the scale of the issue that has since come to light. 

    ‘Scared’

    Security sources have cautioned against jumping to the conclusion that another state was involved, saying that there was no sign of a high level of sophistication or insight which would require that. But in some cases explicit images were exchanged. William Wragg, an MP, has resigned the Conservative whip after saying that he gave the phone numbers of fellow MPs to a man he met on a dating app because he was “scared”.  Earlier this week, the Met confirmed that an investigation was under way following the reports of the unsolicited messages. 

    The force has now issued an update on when it was first alerted about suspicious messages.

    “The Met had previously received reports from two victims – the first in October with subsequent reports in November and March – about the unsolicited sending of explicit images to MPs,” a spokesperson said.  β€œ There was nothing to suggest that those incidents were part of a wider pattern of offending that would have necessitated any sort of warning to Parliamentarians and staff. β€œ The scale and coordinated nature of this matter became apparent following the receipt of a number of further allegations prompted by recent media reporting. 

    β€œ Our investigation is considering all reports in a coordinated way and is ongoing.”

    The Parliamentary Security Department, which is responsible for MPs’ security, was made aware of the report to the police as part of its regular liaison with the Metropolitan Police, whose officers protect the Westminster estate. The BBC can also disclose that some of those caught up in the alleged honeytrap are frustrated at the progress of the police investigation. 

    Potential risks

    One former MP who received messages via WhatsApp in March said he was “surprised” he had yet to hear from the Met, despite agreeing for his details to be passed on by the Commons authorities last week. β€œ I thought I’d have heard from them on Friday or Monday even if it was just trying to form a picture of who this person has contacted. I thought someone would have spoken to me by now,” he said.  He also called for more communication with former MPs about the potential risks they could face from unsolicited messages.  Another man targeted with messages said he had also yet to speak to the police despite sharing information with the Commons authorities.  But a third man who received messages in March said he had heard from investigating officers within half an hour of reporting concerns to staff in parliament.  Officers are now in the process of contacting all those who have made reports.  The Met said the security of MPs and security arrangements for individual MPs were “kept under continual review”.
