They have arrested 37 people worldwide and are contacting victims.

Officers say younger people who grew up with the internet were the most likely to fall for the “phishing” scam. The technology allowed scammers without technical skills to bombard victims with messages designed to trick them into making payments online.  Police targeted the gang’s site, LabHost, which helped criminals send the messages and direct victims to fake websites appearing to be legitimate online payment or shopping services. It had enabled the criminals to steal identity information, including 480,000 card numbers and 64,000 Pin codes, known in criminal slang as “fullz data”, the police said.  Detectives do not know how much money was stolen but estimate the LabHost site made nearly Β£1m ($1.25m) in profits. 

Metropolitan Police Deputy Commissioner Dame Lynne Owens said: “You are more likely to be a victim of fraud than any other crime.

“Our approach is to be more precise and targeted, with a clear focus on those enabling online fraud to be carried out on an international scale.”

National Economic Crime Centre director Adrian Searle said:

β€œ Technology is enabling crime to be delivered at scale in an almost industrial fashion.” And LabHost had given criminals without technical skills the opportunity to “buy them off the shelf online and use them against victims in the UK and elsewhere”. The arrests were the result of a two-year operation involving the Metropolitan Police, National Crime Agency, City of London Police and law-enforcement bodies in 17 countries.  In the UK, 24 suspects were taken into custody, with arrests at Luton and Manchester airports. Worldwide, 70 properties were searched and one British man charged. 

Text messages

In the UK, 70,000 victims are believed to have been tricked into giving their details online.  About 25,000, who have been identified, will be sent text messages warning them which fake online payment services and shopping sites could have taken their money.  They will be advised to go to a Metropolitan Police website for advice. Their cases have been reported to fraud investigators. And officers say their personal details found in a dump of data, obtained from LabHost, have been “secured”.

Personalised videos

Investigators also seized the email addresses of 800 criminals paying up to Β£300 a month to use the LabHost service.  And they will be sent personalised videos making clear police know who they are and what they have been doing.  The strategy, which follows advice from behavioural psychologists, is designed to undermine criminal confidence in the security of scam services. 

Metropolitan Police Law-enforcement agencies have taken control of the site

The gang’s activities were discovered in 2022 by the Cyber Defence Alliance, a small team of investigators funded by UK financial bodies to infiltrate criminal networks.

An alliance official said:

β€œ Unless we build a network to defeat a criminal network, we are going to be overwhelmed.” This investigation is an example of a new approach involving police, the National Crime Agency and banking security experts to target criminals offering services to other criminals. 

In November 2022, police took down iSpoof,Β another “crime as a service” operation, which allowed criminals to cold-call victims to take their money.Β 

Tejay Fletcher, 35, who founded the service, responsible for fraud totalling Β£100m, was jailed for 13 years in 2023. 

And in February 2024, the National Crime Agency took down LockBit, “the world’s most harmful cyber-crime group”, which had used ransomware attacks costing victims billions of pounds.

A Victorian man has been charged for his alleged involvement in a criminal syndicate that imported 289kg of cocaine into Queensland from Papua New Guinea and impersonated a legitimate company to try to avoid detection.

Investigators from Taskforce Venator, which comprises the AFP and Queensland Police Service (QPS), arrested and charged the man, 20, on Friday (12 April, 2024) as part of a joint investigation with the Australian Border Force (ABF).

The investigation began on 9 April, 2024, after the ABF identified an air cargo consignment arriving on a flight into Brisbane which was suspected to have used the altered details of a legitimate company, a practice known as β€˜piggybacking’.

ABF and Taskforce Venator investigators examined the two pallets of cargo after its arrival and located dozens of rectangular solid blocks, which returned a presumptive positive result for cocaine.

The cargo was described as gravel mix water purifier and drill bits, but the boxes contained only 248 packages of cocaine stacked among shredded paper and bubble wrap. Police seized the cocaine and replaced it with a harmless substance before allowing the consignment to be collected. It was taken to a freight warehouse, where the man, from Cranbourne West, allegedly collected it on Friday (12 April), and took it to a short-term rental property in Strathpine.

Police allege the man opened one of the boxes at the house and was arrested as he left the property a short time later.

He has been charged with one count of attempting to possess a commercial quantity of an unlawfully imported border controlled drug, contrary to sections 11.1 and 307.5(1) of the Criminal Code 1995 (Cth). If convicted, he faces a maximum penalty of life imprisonment.

He is expected to appear in Brisbane Magistrates Court on 3 May 2024 after he was refused bail when he faced court for the first time on Saturday (13 April 2024).

AFP Detective Superintendent Adrian Telfer said:

The seizure and arrest were a testament to the close working relationship between the AFP and its law enforcement partners. β€œ This criminal syndicate hoped it could fly under the radar of law enforcement and profit from the misery of drug addiction by allegedly using details of a legitimate company for the import,” Detective Superintendent Telfer said. β€œ However a vigilant border industry worker raised suspicions about the consignment and authorities were able to prevent these drugs from reaching the community. β€œ An import of this size could have accounted for at least 289,000 individual street deals of cocaine, which can cause significant havoc and harm to the Australian community. β€œ We’re now working with our law enforcement partners offshore, including in PNG, to identify all those involved in this importing plot.

β€œ The AFP and partners will continue to make Australia a hostile environment for criminal syndicates attempting to smuggle and profit from harmful drugs, at the expense of the Australian people.”

ABF Acting Commander Jim Ley said the seizure was a clear demonstration that law enforcement agencies would not only disrupt but also dismantle these criminal syndicates. β€œ The impact that we have when conducting these joint operations is significant, and the Australian community will continue to see results like this,” Acting Commander Ley said. β€œ Preventing these harmful narcotics from entering the community remains our priority and our officers are committed to working both domestically and overseas to combat those that intend to bring harm to our communities through smuggling. β€œ My message to drug traffickers is simple; this is not over. With industry support alongside law enforcement partners, we will be relentless in our pursuit of you.”

Queensland Police Service Detective Acting Superintendent Tim Leadbetter, from the QPS Organised Crime Gangs Group, said:

This was another example of cooperation with partners working on the threat of organised crime and attacking the damage that it caused our community. β€œ Through the sharing of capability, resources and knowledge, the Queensland Police Service (QPS) continues to develop partnerships to deal with syndicates that threaten the safety of our community,”

Detective Acting Superintendent Leadbetter said.

β€œThe threat posed by organised crime involves all crime classes including domestic violence, child protection, property crime and financial crime, as well as offences of violence. β€œ Operations like this have significant impact on crime and will enhance community safety.  β€œ The QPS is proud to work with our partners and will continue to do so to reach common goals.”

Royal Papua New Guinea Constabulary Commissioner David Manning acknowledged the importance of enhanced regional cooperation to combat the scourge of illicit drugs.

β€œWhile these drugs may have been destined for the Australian market, when organised criminal groups attempt to use Papua New Guinea as a transhipment point, they inflict untold misery on our people,” Commissioner Manning said. β€œ Drugs are syphoned off and sold to our people and the violence that accompanies this trade leaves its mark on our communities. β€œ We look to closer co-operation with traditional and emerging partners on these transhipment issues. We are working more broadly with our partners in the Asia-Pacific to prevent the spread of drug use in our country. β€œ We look to our partners and those end-user markets, to expand our regional capacity to detect the production and movement of drugs.” Taskforce Venator comprises the AFP and Queensland Police Service and its role is to investigate, prosecute and disrupt offending by Transnational Serious Organised Crime (TSOC) entities and Outlaw Motorcycle Gangs (OMCG) that impacts significantly on Queensland and Australian interests.

At about 3.40 pm on Friday (12 April 2024), emergency services were called following reports two teenagers had allegedly been stabbed on Power Street, Doonside.

Before police attended, two males – aged 18 and 19 – presented to Blacktown Police Station with stab wounds. They were treated by officers until the arrival of NSW Ambulance paramedics; however, the 18-year-old died at the scene. The 19-year-old was taken to Westmead Hospital where he underwent surgery and has since been discharged. Officers from Blacktown PAC with assistance from State Crime Command’s Homicide Squad commenced an investigation into the incident under Strike Force Cooey. Following inquiries, two boys – aged 16 and 17 – were charged and remain before the courts. As part of ongoing investigations, three boys – two aged 15 and a 16-year-old – were arrested after attending Blacktown Police Station about 12am today (Wednesday 17 April 2024). They have each been charged with murder and cause wounding/grievous bodily harm to person with intent to murder. They have all been refused bail to appear at a children’s court today.

About 8.45pm yesterday (Tuesday 16 April 2024), emergency services were called to the front yard of a home in Numbaa Way, Nowra, to reports a man had been injured.

A 34-year-old man was found suffering a stab wound to the abdomen. He was reportedly injured during an altercation with a man, known to him. NSW Ambulance treated the man and he was airlifted to St George hospital in a serious but stable condition. His injuries are not considered life threatening. Officers attached to South Coast Police District established a crime scene and commenced an investigation. A short time later, a 36-year-old man was arrested, following a foot pursuit. He was taken to Nowra Police Station and charged with wound person with intent to cause grievous bodily harm. He was refused bail to appear in Nowra Local Court today (Wednesday 17 April 2024).

Of the 63 arrests, 62 were made in Italy, with 1 in France. The Italian organised criminal group mainly based in Naples, Italy, was involved in the distribution of high-quality counterfeited banknotes in several denominations across Europe.

In law enforcement circles, the intricate fakes were referred to as β€œNapoli Group” banknotes, characterised by a high level of sophistication.

The forged security features displayed on the fake banknotes were of high quality, as confirmed by the European Central Bank’s analysis. Leading up to the action day, the Carabinieri had already traced 83 sales activities, arrested 7 couriers and seized up to EUR 200 000 in counterfeit notes in denominations of 20, 50 or 100. 

The investigation was initiated by Carabinieri anti-counterfeiting investigators in January 2023, who received support from Europol.

The aim of the investigation was to take down the Naples-based criminal group. The group was mostly active in France, Spain, Germany, Belgium and the Netherlands, but they sold their counterfeit banknotes across Europe.

Europol facilitated the information exchange and financed and coordinated several operational activities.

Europol also provided analytical support to identify countries in which the banknotes were distributed. During the action day, Europol deployed an expert to Italy to provide technical support and cross-check the operational information against Europol’s databases and the European Central Bank’s systems.

Just before 11 am on Friday (12 April 2024), officers attached to Eastern Suburbs Police Area Command were called to Roscoe Street, Bondi Beach, after reports of a stabbing NSW Ambulance paramedics treated a 36-year-old woman for a head injury before she was taken to hospital in a stable condition.

A crime scene was established, and officers attached to Eastern Suburbs Police Area Command commenced an investigation into the circumstances surrounding the incident.

Following inquiries, a 43-year-old man was arrested at Riverwood about 1.20pm the same day (Friday 12 April 2024).

He was taken to Campsie Police Station and charged with wound person with intent to cause grievous bodily harm.

The man appeared at Parramatta Local Court yesterday (Saturday 13 April 2024), where he was formally refused bail to appear at Waverley Local Court on Tuesday 11 June 2024.

Drug dealer jailed for nine years after long-running Met investigation

Lee Silvester, 41 (19.11.82), of Lullingstone Crescent, Bromley, was sentenced at Kingston Crown Court on Wednesday, 10 April after being found guilty of four counts of conspiracy to supply and four counts of possession with intent to supply class A and B drugs.

Investigating officer Detective Constable Brendan Kennedy said:

β€œSilvester’s sentence concludes a matter that has been running for several years targeting organised criminality in the drug trade. β€œ The evidence demonstrated that his offending was linked to the importation of class A drugs into the UK involving criminals based overseas. Our investigation, assisted by partners in international law enforcement agencies, has caused them significant logistical and financial disruption as a result. β€œ We want to make London a hostile place for anyone considering this kind of activity, and there is no better deterrent for anyone involved than spending years in prison.” In April 2022 officers observed a man attending a storage unit in west London, where he was stopped and arrested in the process of unloading class A drugs – later found to have a street value of Β£600k – from his vehicle. He was charged and remanded, and was later convicted and jailed for over five years for possession with intent to supply offences. Meanwhile, officers had seized and examined that man’s phone and identified Silvester as being the person directing and controlling him. 

They began an investigation into him, and he was arrested in September 2022 and when stopped found to have class A drugs valued at over Β£50k.

A search of his property uncovered a wealth of evidence, including further drugs and associated paraphernalia including heat sealing devices, packaging equipment and a β€˜burner’ phone which showed he he’d been in regular contact with the other man. It was also found that he was on the contract for the storage unit alongside the other man.

Silvester was later charged.

He went on trial at Kingstown Crown Court, and was found guilty by unanimous verdict by a jury who deliberated for fewer than three hours.
