Acting Superintendent Michael Fuller said police had responded to a call reporting an alleged assault but had no other details.
Police sources believe it was a domestic violence related incident and that the two men were living together in one of the apartments.
Eyewitness and local resident Cane Foster said he saw a man sitting on the side of the road before being arrested.
“There was a guy being taken by two police officers into the back of a paddy wagon, not dressed in particular clean clothes or anything like that, he looked quite dishevelled if anything,” he said.
“I’m feeling very shocked knowing what the circumstances are”.
Supt Michael Fuller has appealed for the caller and any witnesses to contact Kings Cross Police Station or Crime Stoppers.

#AceNewsReport – May.11: The two properties are in addition to five properties and multiple bank accounts restrained by ACT Policing in late March 2021.
ACT Records largest restraint under criminal assets confiscation laws: βYesterday (Monday 10 May 2021), ACT Policingβs Financial Investigations Team successfully applied to the Supreme Court for the restraint of two properties worth an estimated $2.8 millionβ
These restraints relate to ACT Policingβs Operation Goeben, an investigation which began in March 2020 after an illegal brothel was discovered during a COVID-19 compliance check by City Police Station general duties members.
It launched a broader investigation by Criminal Investigations. With the cooperation of enforcement agencies, ACT Policing was able to link this address to a number of other illegal brothels and luxury properties within the ACT, NSW and QLD. Police will allege the money used to purchase these properties is the proceeds of crime.
ACT Policing, with the assistance of Australian Border Force and New South Wales Police, executed search warrants in late March 2021 across NSW and ACT, seizing additional evidence and financial records.
The properties restrained are located in Queensland, NSW and the ACT.
Detective Superintendent Scott Moller credited the success of this operation to the Canberra community as their on-going assistance and information has proved to be crucial at all stages of the investigation.
βWe want to make it clear that assets, including houses, donβt need to be in the ACT to be restrained by ACT Policing. We have close working relationships with our partners allowing us to work cross border,β Detective Superintendent Moller said.
βThe confiscation of criminal assets is an effective tool to assist in the prevention and disruption of serious and organised crime, and prevent the reinvestment of illegally obtained wealth into criminal activity.β

Note: The restraint of accounts and assets is a civil matter between the police and the respondent. The court will determine eventual forfeiture to the government or return of assets based on the information provided by both parties.

Officers were told that the 37-year-old woman met three men at a licenced premise at Rouse Hill on Saturday 24 April 2021.
The men allegedly took the woman to a home at Riverstone, where she was sexually assaulted on several occasions by the group in the early hours of Sunday 25 April 2021.
The woman left the home and sought medical treatment at Blacktown Hospital on Monday 26 April 2021, before contacting police.
Following extensive inquiries, strike force detectives arrested a 26-year-old man at a home at Riverstone and a 35-year-old man at a home at Valley Heights about 2pm on Tuesday (4 May 2021).
The pair were charged and remain before the courts.
As part of ongoing inquiries, Child Abuse and Sex Crimes Squad detectives obtained an arrest warrant for a 31-year-old man, believed to be interstate.
Following further investigations, strike force detectives, with assistance from Queensland Police Service, arrested a 31-year-old man at Amberley, Brisbane, about 2pm on Wednesday (5 May 2021).
The man was taken to Brisbane watch house and charged with the outstanding interstate warrant.
He appeared at Brisbane Magistrates Court yesterday (Thursday 6 May 2021), where detectives applied for, and were granted, his extradition to NSW.
The man was escorted back to Sydney and taken to Mascot Police Station, where he was charged with an outstanding warrant for six counts of aggravated sexual assault β offender in company with other persons.
He was refused bail to appear at Central Local Court today (Friday 7 May 2021).
The Child Abuse and Sex Crimes Squad is comprised of detectives who are specially trained to investigate matters against children and adults, including sexual assault, serious physical abuse, and extreme cases of neglect.

NSW Report: Australian man who allegedly recruited for #IslamicState arrested on return from Turkey in 2013: The 30-year-old former Sydney man, who was subject to an outstanding arrest warrant in NSW, was arrested at Melbourne International Airport by members of the AFP International Counter Terrorism Investigations Response Team after arriving on a flight from Turkey about 4pm yesterday (Saturday, 8 May 2021)β
Authorities will allege the man then travelled from Turkey to Syria, where he allegedly facilitated the travel of foreign terrorist fighters to support Islamic State (IS).
The man appeared via video link before Melbourne Magistratesβ Court this morning. He was remanded in the custody of Corrections Victoria where he will undergo mandatory quarantine.
He is next scheduled to appear on Friday, 21 May 2021 for an extradition application to NSW, where he will face court on a number of Commonwealth terrorism offences, including:
One count of knowingly give support/resources to a terrorist organisation, contrary to section 102.7(1) of the Criminal Code Act 1995 (Cth). This offence is punishable by a maximum term of 25 years imprisonment.
One count of engage in a hostile activity in a foreign state, contrary to section 6(1)(a) of the Crimes (Foreign Incursions and Recruitment) Act 1978 (Cth). This offence is punishable by a maximum term of 20 years imprisonment.
Three counts of provide support for another person to engage in a hostile activity in a foreign state, contrary to section 7(1)(e) of the Crimes (Foreign Incursions and Recruitment) Act 1978 (Cth). This offence is punishable by a maximum term of 10 years imprisonment; and
One count of entering, or remaining in, declared areas contrary to section 119.2 of the Criminal Code Act 1995 (Cth). This offence is punishable by a maximum term of 10 years imprisonment.
Australian Federal Police Commander Counter Terrorism Operations Stephen Dametto said the return of the Sydney man demonstrates Australian authorities continue working with overseas counterparts to support the management of terrorist threats offshore.
βAnyone who fights with, provides material support to, or associates with terrorist groups, is committing a serious crime and will be subject to the law,β Commander Dametto said.
βIt has been an offence since 1978 to engage in hostile activity in a foreign country, unless serving in, or with the armed forces of the government of a foreign country.
βWe have a responsibility to prevent our citizens from contributing to violence and instability overseas. Our laws are aimed at discouraging Australians from fighting in overseas conflicts and endangering their lives.β
NSWPF Counter Terrorism and Special Tactics Commander, Assistant Commissioner Mark Walton, said this was another example of the strength of the partnerships and collaboration in the counter terrorism framework.
βThe diligence and dedication of the NSW JCTT investigators, was complemented by the significant work conducted by other colleagues both here and abroad, to achieve this result,β Assistant Commissioner Walton said.
βCounter terrorism investigations remain a priority in NSW, and any act or plan for an act that may impact on the safety of our community β regardless of when it occurred β will be acted on with the same tenacity.β
There is no current or impending threat to the community related to the operation.

Yirrkala is about 20 kilometres south of Nhulunbuy in remote East Arnhem Land and is home to fewer than 1,000 people.
Police said additional officers had been sent to investigate the death.

The younger man fled the scene in the Holden.
The 43-year-old was airlifted to Royal North Shore Hospital, where he remains under police guard in a serious but stable condition.
Brisbane Water Police District arrested four people a short time later β a 38-year-old man and three women aged 26, 36 and 42.
All four were taken to Gosford Police Station where the three women were released pending further inquiries.
The 38-year-old man was charged with wound with intent to cause grievous bodily harm and affray.
He was refused bail to appear at Gosford Police Station today (Wednesday 28 April 2021).
Investigations into the circumstances surrounding the incident are continuing, anyone with information is urged to come forward.

A second man has been charged with the murder of two men who were gunned down at Caboolture, north of Brisbane, last weekend.
Keera Power, 21, from Kallangur, was charged on Friday afternoon and appeared in court via video link on Saturday.Daytona James Paul was one of two people shot dead in Caboolture last weekend.
Within hours, accused gunman Adam Bird, 24, was arrested at a petrol station.
He remains in custody charged with two counts of murder and weapons offences, including possessing a shortened firearm.
The day after the shootings, detectives also arrested Mr Power, for allegedly possessing dangerous drugs at Jindalee.
He was charged with two counts of murder.
He has been remanded in custody and is due to appear in court again on May 17.
