#AceNewsDesk – A senior ABC manager says the broadcaster had to ask for a “please explain” from the Bureau of Meteorology after changes to forecasting started to affect radio programs.

The bureau is moving away from having meteorologists provide weather crosses to the ABC and commercial radio programs in favour of using less qualified “community information officers”.

Hugh Martin, head of Regional, Rural and Emergency at the ABC, said he had concerns including further centralisation of bureau staff presenting weather crosses to ABC programs. 

“There had been some concerns in some of our regional stations that they were getting crosses from [interstate] locations,” Mr Martin said.

“But there wasn’t anything official so we had a meeting with the bureau in late October and they told us they wanted their meteorologists to concentrate on the science.

“And they would be creating a central communications team to manage radio crosses, that would be based in an east coast capital city.”

Mr Martin said changes to the quality of radio weather forecasts began showing in September, when Northern Territory program makers complained to ABC management.

“In early October in Queensland some of our radio teams were calling their regular BOM contacts for radio crosses and were told to contact a phone number in Melbourne instead,” he said.

“That was a change that wasn’t communicated [to the ABC] prior to those on-air teams being told to call a different number.”

Mr Martin said he understood the financial pressures the bureau was facing as a government-funded organisation.

But he said a lack of communication had resulted in inaccuracies going to air, with communications officers on occasion being referred to as qualified meteorologists.

“That communication process is not where we want it to be,” he said.

“We actually don’t know who the communication experts are at the other end often.

“Whereas through years of interaction we’ve come to know these senior meteorologists and form that relationship with them, which is really important.”People in regional Victoria have voiced concerns about changes in forecast radio broadcasting.(ABC News: Evelyn Leckie)none

Mr Martin said with time the confidence in community information officers could increase.

“But that’s not where we are at, at the moment, and this is the problem,” he said.

He said he was keen to work with the BOM to understand how the arrangement could work for both parties and for audiences.

“Australian taxpayers and audiences are the reason that we do this, so it’s really important that we get it right,” he said.

“It is something that is crucial to how we operate and I’m very keen to make sure we get it back on track.”

The Bureau of Meteorology said in a statement that community information officers would have “relevant qualifications in meteorology, climatology, hydrology, communications, environmental science and/or engineering from an Australian educational institution” or “comparable overseas qualifications”.The bureau says its information officers will have relevant qualifications.(Supplied)none

“Wherever possible, the community information officers are based in the region of the broadcast, however the bureau’s priority remains on providing accurate and timely information to enable better decision making by the community,” a bureau spokesperson said.

“Everyone delivering radio crosses draws on local information and is fully briefed on local weather issues.”

The spokesperson said the radio crosses were shared across the national community information officer team and the local team to ensure availability of staff at the hours requested by the radio stations.

“Currently, the bureau has approximately 90 staff around Australia who deliver radio crosses, including community information officers.”

Senior federal government ministers were contacted but declined to comment.

#AceHistoryDesk – Today in History – On December 6, 1884, workers placed the 3,300-pound marble capstone on the Washington Monument and topped it with a nine-inch pyramid of cast aluminum, completing construction of the 555-foot Egyptian obelisk.

Nearly fifty years earlier, the Washington National Monument Society chose Robert Mills‘ design to honor first American president and founding father George Washington. The privately funded organization laid the monument’s cornerstone on Independence Day, 1848, in Washington, D.C.

For twenty years, lack of funds and loss of support for the Washington National Monument Society left the obelisk incomplete at a height of about 156 feet. Finally, in 1876, President Ulysses Grant authorized the federal government to finish construction. The U.S. Army Corps of Engineers took over the project two years later.

Day and night, spring through winter, the Washington Monument is a focal point of the National Mall and a center of celebrations including concerts and the annual Independence Day fireworks display. The observation deck affords spectacular panoramic views of the nation’s capital.

When construction was completed in 1884, the Washington Monument was the world’s tallest masonry structure. Today, the approximately 36,000-stacked blocks of granite and marble compose the world’s tallest freestanding masonry structure. In a city of monuments, locals refer to the obelisk as “The Monument.” By law—District of Columbia building code–it will remain the tallest structure in Washington, D.C., dominating the skyline and accenting Pierre-Charles L’Enfant’s plan for the city.

#AceHistoryDesk – On December 6, 1864, Abraham Lincoln nominated Salmon P. Chase for chief justice of the U.S. Supreme Court; he was sworn in on December 15. A graduate of Dartmouth College, Chase studied law under Attorney General William Wirt.

He championed Sunday schools and temperance in the 1830s, and by the 1840s was an active member of the abolitionist movement. Chase defended fugitive slaves in Ohio and played a crucial role in creating the Free Soil Party, which opposed the expansion of slavery into the territories. With Free Soil support, Chase was elected to the Senate early in 1849.

Chase founded the Ohio Republican party and next served as the state’s first Republican governor from 1855 to 1859. In office, he vigorously opposed the Kansas-Nebraska Act and defended the rights of African Americans.

At the 1860 Republican convention, Chase permitted delegates pledged to support him to cast decisive votes for Abraham Lincoln. As a reward, in 1861–just two days after beginning his second term as senator, Chase left the Senate to serve as Lincoln’s secretary of the treasury.

Chase continued to support African Americans. He drafted the first two clauses of the Fourteenth Amendment. Signed into law in 1868, the amendment extended citizenship rights to all people born or naturalized in the United States.

In a letter to the Colored People’s Educational Monument Association, Chase asserted:

Our national experience has demonstrated that public order reposes most securely on the broad basis of universal suffrage. It has proved, also, that universal suffrage is the surest broad basis of universal guarantee and most powerful stimulus of individual, social, and political progress. May it not prove, moreover, in that work of re-organization which now engages the thoughts of all patriotic men, that universal suffrage is the best reconciler of the most comprehensive lenity with the most perfect public security and the most speedy and certain revival of general prosperity?

During his time as chief justice of the United States Supreme Court—where he served until his death–Chase presided over the Senate’s impeachment trial and acquittal of President Andrew Johnson. Chase suffered a stroke and died on May 7, 1873. He was honored with a formal state funeral. Originally buried in Oak Hill Cemetery in Washington, D.C., he was later reinterred in Spring Grove Cemetery in Ohio, the state that he served.

#AceWeatherDesk – The Met Office has warned severe cold weather is set to hit the UK this week, with overnight temperatures plummeting to -6C (21F) in places.

Snow is likely in northern Scotland, although temperatures will be low enough to make it a possibility anywhere in the country…………….Frost and ice are also expected

People are being urged to use their heating, despite rising energy prices, and to look out for people who are especially vulnerable.

The UK Health Security Agency (UKHSA) and Met Office have issued a level three cold weather alert between 18:00 GMT on Wednesday and 09:00 on Monday, 12 December, in most parts of England. The level also alerts social and healthcare services to take action to protect high-risk groups.

A yellow weather warning for snow is also in place for northern Scotland on Wednesday.

BBC Weather’s Simon King said that, from Tuesday night and for the rest of the week, a northerly wind from the Arctic will turn things much cooler, with temperatures nationwide ranging from highs of 1C to 4C, several degrees below the average of 6C to 9C. 

“We’re also going to see widespread hard overnight frost with temperatures dropping below freezing, hitting -2C to -6C by the end of the week,” Mr King said.

“For most parts of the UK what we’ll see is sunshine – many more of us will have those cold, crisp, sunny mornings.”

While snow is only forecast in north east Scotland, “the situation is that it will be cold enough for anywhere in the UK to see snow.”

Higher than average temperatures throughout October and much of November, combined with rising energy bills, meant that many people have put off turning the heating on to warm their homes. 

However, this could prove dangerous for vulnerable people.
