The Sunday front pages feature a wide variety of lead stories. Former Prime Minister Liz Truss’s “disastrous” mini-budget cost the government around Β£30bn, according to new analysis in the Observer. The estimate from the centre-left think tank the Resolution Foundation says this represents a doubling of the amount the Treasury will need to raise in increased taxes and spending cuts this week and would have been “far higher” without government U-turns, the paper reports.

Reporting on the plans to “rescue” the UK from its “ailing economy”, the Sunday Express says Prime Minister Rishi Sunak will “revive Thatcherism” by following the “Iron Lady’s playbook of tax hikes and spending cuts”. The paper says the PM will warn “there is no alternative” to what it calls an “eye-watering” combination of higher taxes and lower government budgets, which will be announced by Chancellor Jeremy Hunt next week.

The Sunday Times leads with Ukraine’s liberation of Kherson from Russian occupation, carrying a striking photo of two beaming young women draped in their now-iconic blue and yellow national flag. Crowds of “euphoric residents” lined the streets of the city in the south of the country after eight months of “brutal repression”, with some traumatised people telling the paper about torture and their fear of reprisals.

Immigration minister Robert Jenrick has written exclusively in the Sunday Telegraph calling for an end to what he calls “hotel Britain”, where asylum seekers are housed in “unsuitable” hotels to the cost of Β£5.6m a day. The minister has pledged a “10-point plan” to fix the migration system – including proposals to house people in what the paper calls “larger and less luxurious” accommodation, like disused student housing, cruise ships and underperforming holiday parks.

Charites are set to lose up to Β£500,000 this Christmas as people who normally raise money by putting on huge light shows cancel their plans over “soaring energy costs”, according to the Sunday People. One woman who raised Β£2,000 in the past, told the paper she simply can’t afford to do it again this year.

In a typically unconventional analysis of Matt Hancock’s time in the Australian jungle, the Daily Star’s Sunday edition has asked a Tarot reader to read the former health secretary’s future. Unfortunately for Mr Hancock, the analysis of his choice to go on I’m a Celebrity… doesn’t look good, with the cards suggesting he should reflect on his actions. “New adventure is of no value” is the apparent analysis offered by the “fool” card.

The Sunday Mirror leads with Mr Hancock’s local vicar in Suffolk issuing an “almighty pulpit rap” to the MP over his alleged Β£400,000 fee for appearing on reality TV. Noting in the headline that Hancock “hasn’t got a prayer”, the paper reports that the Rev Max Drinkwater told parishioners the former health secretary had “clearly neglected his constituents by going into the jungle”.

Many of the front pages consider what could be included in Chancellor Jeremy Hunt’s autumn statement on Thursday.

“Energy bills to soar for millions” is the headline in the Sunday Times, reporting that Mr Hunt will cut support for households dealing with rising gas and electricity costs by up to Β£40bn. 

According to the Mail on Sunday, the chancellor’s economic statement will also include plans to reduce the 45p income tax threshold, meaning the highest earners would start paying the top rate of tax at Β£125,000, rather than Β£150,000. But the paper says some Tory MPs fear that Prime Minister Rishi Sunak is “over-correcting and jeopardising the Conservatives’ reputation as a low tax party”.

Mr Sunak will “invoke the spirit of Margaret Thatcher” by saying “there is no alternative” to tax hikes and spending cuts, reports the Sunday Express. But in an interview with the Sunday Times, Mr Hunt insists he will “put people ahead of ideology”.

Writing in the Sun on Sunday, the chancellor says that if the government “gets this right” it can “lay the foundations of a prosperous economy”.

But in the same paper, Labour’s shadow chancellor Rachel Reeves writes that “Britain’s potential is being wasted”. She sets out her economic vision, including what she calls a “proper” windfall tax on energy firms, scrapping tax loopholes and tackling “tax-dodging by big businesses”.

In the Sunday Telegraph, Chief Secretary to the Treasury John Glen pledges to “root out” government waste. He writes that it’s “outrageous that public money is being soaked up by the system when it could be put towards areas that really need it” and suggests selling under-used government buildings, cracking down on fraud and “harnessing innovation”.

The Observer says Mr Hunt is expected to make clear that he is “in large part having to repair damage” caused by Liz Truss. The paper reports on figures from the Resolution Foundation think tank, which estimate the former prime minister’s mini-budget in September cost the UK Β£30bn – roughly half of the fiscal hole in the government’s budget the Treasury says it needs to fill. 

The front page of the Sunday Times features a photograph of two smiling women draped in Ukrainian flags as they celebrate Russia’s retreat from the city of Kherson. The paper says the withdrawal is Russian President Vladimir Putin’s most embarrassing defeat since the beginning of the war in Ukraine, adding it “is arguably the biggest personal humiliation of his 22-year rule”.

In the Sunday Telegraph, immigration minister Robert Jenrick says he wants to end the policy of housing asylum seekers in hotels

He writes that “human decency has to be accompanied by hard-headed common sense”, adding that “illegal immigrants are not entitled to luxury hotels”. Mr Jenrick says the “debate needs to shift from managing the symptoms of the problems to the cure” and insists the government is working to stop what he calls “economic migrants” from crossing the English Channel.

The Sun on Sunday reports that one in 20 nurses in England does around Β£7,000 worth of unpaid overtime every year. The research comes from a survey by NHS England – which also revealed staff worked at least 11 hours per week for free. Labour tells the paper that the health service “has become dependent on the goodwill of overworked staff”.

Health Secretary  Steve Barclay has warned in the Sunday Telegraph that the demand by striking nurses for a 17% pay rise will drive up inflation. He writes that he has “immense gratitude” for the work done by nurses, but believes their pay demands are “neither reasonable nor affordable”.

The Sunday Mirror reports that Matt Hancock has been criticised by his local vicar during a church sermon. It says the Reverend Max Drinkwater told parishioners in Haverhill in Suffolk that the former health secretary had neglected his constituents by appearing on the ITV reality show I’m A Celebrity…. Get Me Out Of Here.

#AceNewsDesk – A criminal complaint filed in the District of New Jersey was unsealed today charging a dual Russian and Canadian national for his alleged participation in the LockBit global ransomware campaign.

Mikhail Vasiliev, 33, of Bradford, Ontario, Canada, is in custody in Canada and is awaiting extradition to the United States.

β€œThis arrest is the result of over two-and-a-half-years of investigation into the LockBit ransomware group, which has harmed victims in the United States and around the world,” said Deputy Attorney General Lisa O. Monaco. β€œIt is also a result of more than a decade of experience that FBI agents, Justice Department prosecutors, and our international partners have built dismantling cyber threats. Let this be yet another warning to ransomware actors: working with partners around the world, the Department of Justice will continue to disrupt cyber threats and hold perpetrators to account. With our partners, we will use every available tool to disrupt, deter, and punish cyber criminals.”

β€œYesterday’s successful arrest demonstrates our ability to maintain and apply relentless pressure against our adversaries,” said FBI Deputy Director Paul Abbate. β€œThe FBI’s persistent investigative efforts, in close collaboration with our federal and international partners, illustrates our commitment to using all of our resources to ensure we protect the American public from these global cyber threat actors.”

According to court documents, LockBit is a ransomware variant that first appeared in or around January 2020. It has become one of the most active and destructive ransomware variants in the world. Since first appearing, LockBit has been deployed against at least as many as 1,000 victims in the United States and around the world. LockBit members have made at least $100 million in ransom demands and have extracted tens of millions of dollars in actual ransom payments from their victims. The FBI has been investigating the LockBit conspiracy since in or around March 2020.     

According to court documents, Vasiliev allegedly participated in the LockBit campaign. He is charged with conspiracy to intentionally damage protected computers and to transmit ransom demands. If convicted, he faces a maximum of five years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Arrest in Canada of LockBit operator behind destructive ransomware attacks according to EuroPol Report: Published on: 10 Nov 2022

One of the world’s most prolific ransomware operators has been arrested on 26 October in Ontario, Canada, following a complex investigation led by the French National Gendarmerie (Gendarmerie Nationale), with the support of Europol, the US Federal Bureau of Investigation (FBI) and the Canadian Royal Canadian Mounted Police (RCMP).

A 33-year old Russian national, the suspect is believed to have deployed the LockBit ransomware to carry out attacks against critical infrastructure and large industrial groups across the world. He is known for his extortionate ransom demands ranging between €5 to €70 million.

This arrest is the follow-up of an action carried out in Ukraine in October 2021 which led to the arrests of two of his accomplices.

Facilitated by Europol, investigators across the world have since then continued to work closely together to identify the whereabouts of the main operator. This suspect was one of Europol’s high-value targets due to his involvement in numerous high-profile ransomware cases. 

Investigators from the French Gendarmerie, the US FBI and Europol’s European Cybercrime Centre (EC3) were deployed to Ontario to jointly conduct investigative measures with the Canadian law enforcement authorities.  

The following was seized at the suspect’s home:

  • 2 firearms
  • 8 computers and 32 external hard drives
  • EUR 400 000 in cryptocurrencies 

The suspect will now faces charges in the United States. 

This operation was carried out with the financial support of the European Multidisciplinary Platform Against Criminal Threats (EMPACT). 
 

A criminal complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

#AceBreakingNews – The Biden administration is about to sign a contract with Dataminr – a licensing deal for the company’s product that is used in the monitoring of social media.

This is revealed in documents published by the Defense Information Systems Agency (DISA) which will buy 30 licenses to deploy Dataminr’s First Alert V2, designed for the public sector and the scouring of 200,000 online sources and data mining, then compiling real-time news alerts for the White House, and other clients.

Dataminr is a popular tool used by news desks and others that want to monitor the internet and it’s easy to see why it would be useful to the government. Portions of the press show an unfavorable attitude towards Dataminr because it was used by police in many cities, including New York and Los Angeles, to monitor the 2020 Black Lives Matter protests and riots.

US Defense Department’s non-civilian employees already use Dataminr’s services thanks to a 2021 contract signed with the Air Force.

DISA said in June it had no plans to directly or in another way “involve” Twitter as a subcontractor. In August, this agency that handles the White House communications said it needed a contract (with Dataminr) of its own because civilians it employs cannot utilize mass surveillance of social media through that Air Force deal.

New York-based Dataminr, which is also known for its work as one of Twitter’s official partners and bills itself as an AI company, has been awarded the contract but the details, such as its duration and the overall cost of licensing have not been announced.

Meanwhile, it is speculated that Dataminr was chosen by the US administration precisely for its association with Twitter, as DISA spelled it out in the document explaining the choice of the vendor by saying it must be a certified Twitter partner.

There are 15 firms to which Twitter has granted this certified status, and the value that adds to their operations is up to five years of Twitter’s historical data and early access to the social platform’s products. DISA now wants Dataminr to provide “event detection” thanks to big data scraped from Twitter.

Nevertheless, both Twitter and Dataminr maintain that the latter is not breaking any Twitter policies. Twitter specifically claims that its developer policy prevents third parties like Dataminr from carrying out surveillance or tracking, alerting, and monitoring events deemed as sensitive – and that this is not happening in this case – while Dataminr said it does not “target, monitor or profile” people on social media, Insider reported.

Twitter also maintains that its API Policy team reviews all Dataminr government users for approval and decides “which version of First Alert they will receive based on the risk of the end user, the use case, and the product.”

Dataminr and Twitter have an interesting history that extends beyond “officially partnering” in a process that involved the use of the public sector version of First Alert. Both Twitter and CIA venture firm In-Q-Tel were early investors in Dataminr, which in late 2016 amounted to Twitter having a 5% stake in the company – although Twitter says that it no longer has any.

Other than these two, official investors in Dataminr are now several venture capital firms, and investment banks like Goldman Sachs, Stanley Morgan, Credit Suisse, but also Google Cloud.

First Alert’s capabilities, as per the company, allow it to alert first respondents to breaking events and provides “the fastest real-time response.” Among the hundreds of thousands of sources data-mined with the tool are not only social media, but also blogs, the dark web, and information sensors.

Dataminr’s sales pitch for its products lists them as tools beneficial to society thanks to aiding in dealing with all manner of calamities: emergency response, global health crises, escalating conflicts, climate change, and even “threats to human rights.”

In addition to the White House, other Dataminr clients are the United Nations, while the company proudly stresses its role in providing “critical intelligence on flights” during the 2021 US withdrawal from Afghanistan.

The company says it sells its products and services to more than 100 countries across six continents.

A proposed new law aiming to clamp down on multinational companies that shift their profits to tax havens is being called a model for the U.S. and EU to adopt according to ICIJ report by November 8, 2022

A proposed new law in Australia aims to force some of the world’s biggest companies to disclose their earnings and tax bills on a country-by-country basis, and could impact corporations that shift profits and avoid taxes around the globe.

The new law could require large multinational corporations to report to the Australian Tax Office their annual income and taxes paid to each country where they operate β€” even if they are headquartered in foreign jurisdictions. The requirement could strongly affect large American corporations with a presence in Australia.

The measure aims to clamp down on companies that shift their profits to tax havens in order to avoid paying taxes in the countries where they operate. Corporate profit shifting, as the practice is called, costs countries $500 billion to $650 billion in lost tax revenue annually, according to a report published last year by a high-level United Nations panel.

Transparency advocates are celebrating the advancement of the proposal, saying that the information will help investors and lawmakers alike, and empower authorities to crack down on tax dodgers. Proponents are calling on the United States and the European Union to adopt similar or stronger requirements.

β€œAustralia has taken an important first step to arm investors, policymakers, and other users of financial statements with the information necessary to invest smartly and govern better,” Ian Gary, executive director of the Financial Accountability and Corporate Transparency Coalition, said in a statement. β€œIt’s tag – you’re it, for the United States, now.”

Closing tax loopholes to boost revenue

Australia’s tax disclosure proposal is part of a wide set of measuresincluded in the country’s budget for the next year aimed at combating tax avoidance and improving transparency, according to the Australian Treasury Department.

β€œThis Budget makes our tax system more sustainable by making sure multinationals pay a fairer share of tax in Australia, by extending successful tax compliance programs, and by giving the [Australian Tax Office] the resources they need to crack down on tax dodging,” Treasurer Jim Chalmers told the Australian Parliament.

Transparency advocates are urging the Australian government to fight any attempts to water down the proposal or exclude jurisdictions from the required tax disclosures, which would yield incomplete reports.

The legislation, which is expected to win support in parliament where Australia’s current governing party has a majority, would require multinational corporations to report the tax information beginning in July 2023.

β€œIt is vital that Australia maintain its proposed definition and implement final laws that require [public country-by-country reporting] from any [multinational corporation] with established taxable contacts in Australia,” Ryan Gurule, policy director at the FACT Coalition, said in a statement. β€œDoing so will not only represent an unprecedented opportunity for investors to gain access to vital information on the material, operational, and regulatory risks facing particular large multinationals, but also set a precedent for the advancement of [public country-by-country reporting] internationally.”

The Tax Justice Network, which has advocated for country-by-country corporate profit reporting since 2003, called on the EU to follow in Australia’s footsteps and β€œraise their own forthcoming requirements for public reporting to include all countries, not only EU member states.”

TJN said the U.S. Securities and Exchange Commission, which is reportedly considering making public country-by-country reporting a requirement for all U.S. public companies, should also draw courage from the Australian example.

The Australian move comes in the wake of a new push at the United Nations to convene a global tax body to set international taxation standards, after years of faltering efforts among the world’s richest countries at the Organization for Economic Co-operation and Development.
