#AceBreakingNews says Interfax (UKRAINE) News Report: The banking system of Ukraine remains stable and liquid, Governor of the National Bank of Ukraine (NBU) Kyrylo Shevchenko has said.

“The banking system remains stable and liquid even under martial law. From the beginning of the war until February 28, the volume of household funds in the accounts of the largest banks increased, in particular due to the receipt of salaries,” he said in his video message on Thursday.

According to him, the outflow of deposits is hindered by the availability of noncash transactions and the limited work of banks in a number of regions.

“In addition, banks have a reserve of highly liquid assets to ensure all noncash settlements and settlements on deposits of the population, even in the current difficult conditions,” the governor of the National Bank said.

He said that additional support for banks is the conventional collateral, as well as blank refinancing introduced by the NBU for up to one year.

In addition, the NBU supports banks with cash without restrictions, Shevchenko said.

Mr Speaker,

We have entered the 8th day of Ukraine’s fight for survival, and in the week since Vladimir Putin launched his unprovoked, premeditated and barbaric attack on a free and peaceful neighbour.

The UK has led a united Western response to his brutality.

We are working with allies around the world on multiple fronts, to ensure the Russian dictator feels the full cost of his invasion.

On the military front, we’ve provided Ukraine with the weaponry to inflict significant losses on the invading Russian forces. On the economic front, we’ve worked with international partners to cripple the Russian economy.

But as history has shown us, there are other powerful ways of isolating rogue regimes. Culture and sport can be equally as effective as economic sanctions if used in the right way.

And so in the last week I’ve been working to mobilise the full might of the UK’s soft power against the Russian state, and applying pressure – both publicly and privately – across the sectors, to use every lever at their disposal to entrench Putin’s position as an international pariah.

Culture is the third front in the Ukrainian war.

Earlier this week I brought together governing bodies from across sport, and I made the UK’s position clear: Russia should be stripped of hosting international sporting events, and Russian teams should not be allowed to compete abroad.

Across sport, across the arts and entertainment, we’re ostracising Putin on the global stage. The upcoming Champions League Final and Formula 1 Grand Prix will no longer be held in Russia. Likewise, Russia has been banned by UEFA, by FIFA, by World Rugby, by the International Tennis Federation, and the International Olympic Committee.

Venues across the country have cancelled upcoming performances by the Bolshoi and Siberian Ballets.

Disney and Warner have pulled their films from Russia. Netflix has stopped its projects there; BBC Studios and ITV Studios have stopped trading with Russia too. And Russia has been banned from taking part in the Eurovision Song Contest.

Mr Speaker, Putin is now suffering a sporting and cultural Siberia of his own making, and it will be causing the Russian leader real pain.

Ask Ukrainian tennis player Sergiy Stakhovsky, who gave a very moving interview on the radio earlier this week. A few weeks ago, he was playing at the Australian Open. Now he’s back in Ukraine, preparing to fight for his country’s survival. He said that Putin loves nothing better than watching Russia’s sports teams glory on the world stage, his athletes draped in the Russian flag.

Putin needs the kudos of these global events to conceal his illegitimacy and the hideous acts he is perpetrating in Ukraine. The Russian despot is desperately trying to hide the grim extent of his invasion from his own people.

It’s why I strongly support, and continue to encourage, the kind of emotional displays of solidarity we’ve seen across sporting events in the last week, including the Carabao Cup Final and the Six Nations.

Lights and symbols cannot stop bullets and bombs, but when Russians see their favourite footballers wearing shirts emblazoned with the bright blue and yellow of the Ukrainian flag, it helps open their eyes to the cold reality of Putin’s actions.

Likewise, every time an international organisation or figure publicly stands up against what he is doing in Ukraine, they chip away at Putin’s wall of lies.

So I thank and applaud all those – in this country and internationally – that have done so, and I continue to push for organisations to exile Putin’s Russia from their ranks.

It’s why I’ve called on UNESCO to bar Russia from hosting its annual World Heritage conference in June. It’s absolutely inconceivable that this event could go ahead in Putin’s country, as he fires missiles at innocent civilians in neighbouring Ukraine. If it does go ahead, the UK will not be attending.

And it’s why I urged the International Paralympic Committee yesterday to urgently rethink its decision to allow athletes from Russia and Belarus to compete.

Mr Speaker, this pressure works.

The IPC’s decision was the wrong call, and I welcome the fact that overnight they have listened, and reversed that decision this morning, and I wish our athletes the best of luck in Beijing over the coming days.

Later today, I’ll be hosting a summit with countries from all over the globe to discuss how we can continue to use the power of sport to isolate Putin at home and abroad.

We have to keep ratcheting up the pressure. Putin must fail.

In my department, we’ve also been working tirelessly to use the power of tech and the media against the Russian dictator and to shut down and counter his propaganda and lies. They are key weapons in Putin’s arsenal.

And so the department’s Counter Disinformation Unit has been working to identify and remove Russian disinformation online.

Alongside the U.S. and others, we’ve also been working closely with platforms to take pre-emptive action against Putin, and to demonstrate the consequences of his brutality in real-time to the Russian people. Apple has paused all product sales in Russia. Google has added new safeguarding features to Google Maps and Search. Whatsapp is hosting a helpline for Ukraine’s State Emergency Service that sends people information and critical news about the local situation.

While Big Tech has stepped up in a really positive way, we’re also encouraging and supporting platforms to go even further to tackle certain challenges, including disinformation, service disruptions, and the humanitarian crisis triggered by the conflict.

In this digital age, the Ukrainian war is being fought on the ground and online.

And so we need to use tech wherever we can as a force for good, to counter Putin’s aggression, to expose his weaknesses and to bolster the people fighting for their survival in Ukraine.

Mr Speaker, from the moment Putin began his invasion, I was also very clear that he must not be allowed to exploit our open and free media to spread poisonous propaganda into British homes.

RT’s own Editor-in-Chief called the network an β€œinformation weapon” of the Russian state, and that’s why I wrote to Ofcom last week, urging them to examine any potential breaches of the broadcasting code. Ofcom has since opened 27 investigations into RT, and are now reviewing whether to revoke RT’s licence entirely.

In the meantime, those investigations have been taken over by events and I was very glad to see yesterday that the channel is now officially off-air on British televisions, after it was shut down on Sky, Freeview and Freesat.

In the meantime, I have written to Meta and TikTok, asking them to do everything they can to prevent access to RT in the UK, as they have done in Europe, and I’m glad that YouTube has already answered this call and done so.

Mr Speaker, we’re on the side of free media.

That’s why it was brilliant to see that the audience for the BBC’s Russian language news website has gone up from 3.1 million to 10.7 million in the last week. Despite his best efforts to censor reporting in Russia, Putin’s own citizens are turning to factual, independent information in their millions.

And at this point, I’d just like her to offer my heartfelt thanks and admiration to all those journalists, working for the BBC, ITV and other news outlets, who are risking their lives to bring us unbiased and accurate news from a live war zone.

Mr Speaker, we will keep ratcheting up the pressure on Putin. I will use all the levers in my department to ensure he is fully ostracised from the international community.

I commend this statement to the House.

Protesters gathered in Glover Park last Thursday, outside the Russian embassy, where they held flags and signs and called for the end of the Russian invasion of Ukraine.

One of the protesters’ signs read, “Putin Burn in Hell,” with another reading, “Never Again.”

Protesters also carried Ukrainian flags along with American flags.

“(Russian President Vladimir) Putin is a tyrant,” a protester told WTOP. “And the fact that he is being allowed to march into another sovereign country is absolutely disgusting. And it needs to be stopped.”

Thousands of Ukraine supporters marching to the White House

Thousands of protesters supporting Ukraine also marched to the White House on Sunday, demanding the Biden administration do more as Russian forces attempted a siege of Ukraine’s capital city of Kyiv.

“First of all, I would like that all the civilized countries unite and cut Russia from Swift,” a protester told Fox News. Secondly, “help close the sky” and thirdly, “spread the word because this is just the beginning of World War III, and we don’t want this to happen.”

#AceBreakingNews says according to Interfax News Agency – United States Secretary of State Antony Blinken will visit Moldova on March 5-6, the press service of the Moldovan Ministry of Foreign Affairs and European Integration said on Thursday.

“U.S. Secretary of State Antony Blinken will visit the republic of Moldova on March 5-6 to reaffirm support for Moldova in its efforts to provide assistance to Ukrainian refugees, as well as its democratic processes, sovereignty, and the territorial integrity of Moldova,” it said.

Blinken will meet with Moldovan President Maia Sandu, Prime Minister Natalia Gavrilita, and Foreign Minister Nicu Popescu, it said.

The Moldovan parliament has declared a state of emergency for 60 days starting February 24 over the situation in Ukraine. Since the start of the fighting in Ukraine, 136,386 Ukrainians have entered Moldova.

#AceDailyNews says here’s todays Newspaper Headlines: The Daily Telegraph leads with what it calls the “surrender of Kherson” – declaring it the first city to fall into Russian hands.

The Daily Telegraph reports that the first major Ukrainian city has fallen to the Russians, after the mayor of the strategically important city of Kherson said it was in enemy hands and Moscow planned to set up a “military administration” there. The paper says it means that Russia has now established a “bridgehead” from which its forces can cross the River Dnieper and head westwards and northwards to attack the capital Kyiv from a second direction.

“Welcome to hell” is the headline for the i, which reports that babies are being born on the floors of air raid shelters as Russia intensifies its bombing of Ukraine. The paper pictures a young woman holding what appears to be a newborn in an underground shelter, saying Ukraine’s next generation are “facing a frightening future”.

The Daily Mirror also has a picture of a baby boy born in a bomb shelter during an assault on Kyiv. “For his sake, for his future, stop,” the paper appeals.

The Metro quotes a defiant Volodymyr Zelensky as saying Russia’s invasion has united his country as “one”. Echoing the UK’s wartime leader Winston Churchill, the Ukrainian president implores his people to achieve their “finest hour”, the paper reports.

President Zelensky has accused Russia of aiming to “erase” his country, the Guardian reports. The paper says Ukraine is facing a “growing humanitarian crisis”, with the World Health Organization concerned about the provision of electricity, oxygen and medicines.

Meanwhile, Russia has acknowledged heavy causalities of its own in Ukraine, saying 498 of its troops have died, with a further 1,597 injured, the Financial Times reports. The paper notes that this death toll is almost five times higher than Moscow’s total losses in Syria – although Ukraine claims the figure is much higher.

The Daily Express reports that “broken” Russian soldiers have told their captors they had no idea they were being sent to invade their “brother nation” of Ukraine. “Even Putin’s soldiers don’t want war,” the paper claims.

The Daily Star reports that a group of “brave” men and women blocked the road to a nuclear reactor in Ukraine, branding them “heroes”. The paper says the world is praying Russian forces “don’t spark a new Chernobyl” – referring to the 1986 explosion considered to be the worst nuclear disaster in human history.

The Daily Mail says the Duchess of Cornwall was in tears during an event at the Ukrainian Catholic Cathedral in London, where she met representatives from humanitarian organisations and Ukraine’s ambassador to the UK. She told the ambassador’s wife: “We are praying for you,” the paper reports.

Roman Abramovich’s decision to put Chelsea up for sale makes the front page of the Sun. It says the Russian oligarch is “panicking” as government sanctions threaten his fortune. “Clear Offski”, is the paper’s headline.

The paper says it is a strategically important city which gives Vladimir Putin’s forces a key bridgehead to cross the river Dnieper. 

The Telegraph also reports that the southern port city of Mariupol is being flattened, with its water and electricity supplies cut off, in what are described as “classic siege tactics”. 

The paper says it has uncovered evidence of Russian war crimes including the destruction of maternity units. The city’s mayor tells the paper “their mission is to destroy us”.

The Times says Russian President Vladimir Putin has laid waste to Ukrainian cities, shelling schools, hospitals and homes. Alongside a picture of homes destroyed in Zhytomyr, 90 miles west of Kyiv, the paper warns the invasion is threatening to escalate “into a long war of attrition”.

BBC News:

The Times uses a picture of Ukrainian houses reduced to rubble to accompany its headline: “Putin lays waste to cities”. It says Russian forces have pulverised schools, hospitals and homes across the country. 

The paper also says Mariupol came under indiscriminate shelling and describes hospitals there as “overflowing with dead and wounded”.

Kharkiv, Ukraine’s second city, is among those to be hit by heavy shelling

The growing humanitarian crisis is the focus for the Guardian, which reports the deaths of hundreds of civilians in what it describes as “relentless missile attacks”. 

A representative of the World Health Organization tells the paper that health service provisions are being moved to shelters and basements – and they are concerned about electricity supply, oxygen and medicines. 

The Daily Mail reveals that the Duchess of Cornwall has given what it says is a “substantial donation” to the paper’s refugee appeal.

The Daily Mirror and the i both carry photos of a baby born in a bomb shelter in Kyiv in recent days. The Mirror’s headline is the plea: “For his sake, for his future… stop”. The i’s headline sums up the plight of the newborn being cradled by his mum as: “Welcome to hell.”

The front page story for the Daily Express is what it calls “broken Russian soldiers” who have been captured by the Ukrainian army. It describes “weeping prisoners” who claim they were deceived into fighting President Putin’s war. 

They have told their captors they had no idea they were being sent to invade a “brother nation” and did not have the heart to fight. 

The Times describes how a captured soldier burst into tears when he was allowed to speak to his mother on the phone. The paper says he was comforted by a Ukrainian woman who told him everything would be ok, while another stroked his back.

Roman Abramovich’s decision to sell Chelsea Football Club after almost 20 years is widely discussed on the front and back pages. 

The Financial Times says the Russian oligarch has pledged to donate the proceeds to victims of the war in Ukraine and waived a loan to the club of Β£1.5bn. 

The Telegraph reports that the Swiss billionaire Hansjorg Wyss and American businessman Todd Boehly have teamed up to make an offer for the club. 

The Sun describes Mr Abramovich as a “panicking billionaire” worried about sanctions, adding that he has refused to condemn the actions of President Putin. The Sun’s emphatic headline tells him to “Clear offski”.

Its mayor, Igor Kolykhaev, said Russian troops had forced their way into the city council building and imposed a curfew on residents.

Several cities have come under intense shelling, with Wednesday one of the most destructive days of the fighting.

An investigation into possible war crimes and crimes against humanity committed in Ukraine has been launched by the International Criminal Court (ICC) in The Hague.

Russia has for the first time admitted taking heavy military casualties during its attack on Ukraine, with 498 troops killed and a further 1,597 injured. Ukraine says Russia’s losses run into the thousands.

Ukraine reports that more than 2,000 civilians have died since the invasion began last Thursday. The conflict has also caused more than a million people to flee Ukraine, according to the UN.

In a Facebook post, Mr Kolykhaev said Russian forces were in control of Kherson, a port on Ukraine’s southern Black Sea coast with a population of more than 280,000 people.

He urged Russian soldiers not to shoot at civilians, saying there were no Ukrainian forces in the city.

Mr Kolykhaev called on residents to follow conditions set by Russian forces in order to “keep the Ukrainian flag flying”. These include:

  • Observing a strict curfew from 20:00 to 06:00
  • Only going out in groups of two at most
  • Allowing only cars carrying food, medicine and other supplies to enter the city, driving at minimum speed

“The (Russian) occupiers are in all parts of the city and are very dangerous,” Gennady Lakhuta, head of the regional administration, was quoted as saying by AFP news agency.

The capture of Kherson – located on the banks of the Dnieper River where it flows into the Black Sea – is significant because it could allow Russia to create a base for the military there as it seeks to push further inland.

Ukraine’s second-largest city, Kharkiv, came under a fierce aerial assault. Its mayor told the BBC shelling and cruise missile strikes were hitting residential areas and inflicting heavy civilian casualties.

And in the southern port of Mariupol, hundreds are feared dead following hours of sustained shelling. 

But Russian efforts to encircle the capital Kyiv have slowed, with one US official saying a huge Russian convoy to the north of the city barely moved all day on Wednesday.

Large explosions were heard in the capital overnight into Thursday, with footage showing a huge fireball lighting up the night sky.

Four blasts were heard in the city centre, near Friendship of the Peoples metro station, Ukrainian media report. 

Pictures of fighting in Ukraine have prompted international condemnation of Russia, with an overwhelming majority of UN countries calling on Moscow to immediately withdraw its troops.

Only five countries voted against the resolution, including Syria and North Korea.

The ICC said it was collecting evidence into possible violations after 39 countries called for it to open an inquiry.

They include the UK, with Prime Minister Boris Johnson personally accusing Russian President Vladimir Putin of committing “horrific” atrocities on Ukraine’s cities.

‘Hundreds dead’ in Mariupol

After more than 15 hours of continuous bombardment by Russian forces, the key Ukrainian port city of Mariupol is “near to a humanitarian catastrophe”, the city’s deputy mayor told the BBC.

“The Russian army is working through all their weapons here – artillery, multiple rocket launch systems, airplanes, tactical rockets. They are trying to destroy the city,” Serhiy Orlov said.

Mr Orlov said Russian forces were several kilometres from the city on all sides and had launched strikes on key infrastructure, cutting water and power supplies to parts of the city. One densely populated residential district on the city’s left bank had been “nearly totally destroyed”, he said.

“We cannot count the number of victims there, but we believe at least hundreds of people are dead. We cannot go in to retrieve the bodies. My father lives there, I cannot reach him, I don’t know if he is alive or dead.”

Ukraine’s army has resisted Russian forces so far in key parts of the country but the increased aerial bombardment of cities has raised fears Russia is shifting tactics.

“The Ukrainian army is very brave and they will continue to defend the city but the style of the Russian army is like pirates – they do not fight with their army, they just destroy entire districts,” Mr Orlov said.

“We believe in our Ukrainian army, but we are in a terrible situation.”

#AceDailyNews says here’s todays Newspaper Headlines: ” Pray for Kyiv” is the headline for the Daily Mail, which says Prime Minister Boris Johnson has warned that Russian President Vladimir Putin plans to reduce the Ukrainian capital to rubble. It pictures flames engulfing a TV tower in Kyiv which was hit by a Russian missile strike, killing five civilians.

The i front page is dominated by a picture of a Ukrainian street littered with debris and abandoned tanks, as it reports the capital is braced for mass bombardment. The Kremlin is now planning a “siege, starve and surrender” strategy, it quotes Ukraine’s ambassador to the UK as saying.

Moscow had warned civilians to leave Kyiv ahead of heavy aerial bombardment, the Times reports. It has raised fears the capital could come under the same “fierce assault” as the second city of Kharkiv, the paper says.

The Sun brands the attack “barbaric” and says it sparked “new outrage”. The paper highlights how the TV tower is near the site of the Babyn Yar Holocaust memorial, where 100,000 victims of the Nazis are buried.

The Telegraph says the strike sparked a plea from Ukrainian President Volodymyr Zelensky for Western intervention to stop genocide in his country. “To the world: what is the point of saying ‘never again’ for 80 years, if the world stays silent when a bomb drops on the same site of Babyn Yar,” the paper quotes President Zelensky as saying.

The Daily Mirror pictures a defiant President Zelensky with his fist in the air as he declared to the European Parliament by video call: “Nobody will break us.” He warned the Russian president that Ukrainians would fight to the death, as Moscow’s forces close in on the capital, the paper reports.

“Blitzed… but never beaten” is the Daily Express’s take. It says the “menacing sight” of a column of Russian tanks approaching failed “to crush the spirit of fearless Ukrainians”.

Meanwhile, many are still trying to flee Kyiv as Russian forces edge closer to the capital, the Guardian reports. The paper’s correspondent there describes a “desperate rush” to leave by train, with a crowd of thousands on just one platform trying to secure a ride west.

The Daily Star’s front page brands President Putin a “coward” and a “war criminal”, saying he is “indiscriminately killing men, women and children” in Ukraine. Pointing to a young Ukrainian refugee, the paper says this will be the “real legacy” of the Russian president.

“Shunned by the world” is the headline for the Metro, which says United Nations diplomats showed their “contempt” for Russia by walking out of a conference as the Russian foreign minister blamed Ukraine for its invasion. More than 100 left the room as Sergei Lavrov spoke by video link at the Human Rights Council in Geneva – leaving only a handful of envoys from countries such as China, Syria and Venezuela, the paper reports.

As missile attacks on Ukrainian cities intensified, the Financial Times reports that China signalled it was ready to play a “peacemaker” role in finding a ceasefire. Beijing said it was “extremely concerned about the harm to civilians”. The FT describes this as a change of tone after China branded the US the “culprit” in the crisis ahead of the invasion.

The Telegraph says Ukraine’s president has “begged” the West to intervene to stop a genocide in his country, after a Russian missile struck a television tower close to the Holocaust memorial in Kyiv. The paper highlights a Twitter post by Volodymyr Zelensky, in which he warned of “history repeating”.

The Times says the memorial commemorates the deaths of more than 30,000 Jews who were shot by the Nazis in their assault on Kyiv in 1941. It quotes Britain’s ambassador to Ukraine, Melinda Simmons, who described the missile strike as “stark staring proof” of the “sickening hollowness” of President Putin’s claim that Russia was attempting to denazify its neighbour.

The Mail urges its readers to “pray for Kyiv” after Prime Minister Boris Johnson warned that Mr Putin planned to reduce the capital “to rubble”. It says the Kremlin issued a “chilling warning” to the city’s three million residents – ordering them to leave or face bombardment. 

The Sun focuses on what it calls a “serpent of death” – the 40-mile convoy of Russian tanks, artillery and armoured vehicles snaking through Ukraine as it advances on Kyiv. 

The paper suggests the “terrifying force” is almost certain to fan out to encircle the city in the coming days “before blasting its way through civilian neighbourhoods in a bloody final push”. 

The Guardian highlights what it calls the “desperate rush” for the last train departing from Kyiv. Its reporting conveys the sense of panic at the railway station, noting the “piercing screams” of children as thousands of people surged forward to try to secure a “prized place” on a ride to safety. 

“Look at these faces,” one woman tells the paper. “They are exactly the same as in the photographs from World War Two, and it’s just five days. Can you imagine what will happen in a month?” 

The despair of those who failed to board the train is vividly described, including a woman who “leaned against a pillar, dejected, tears falling on the cat she was cradling in her arms”.

The Financial Times says China has signalled it is ready to play a role in finding a ceasefire in Ukraine. Beijing issued a statement on Tuesday saying it was “extremely concerned about the harm to civilians” – and the FT sees this as a “change in tone” after China previously described the US as the “culprit” in the crisis. 

The Times uses its leader column to urge President Xi to do more, arguing that in a world held together by bonds of trade and finance there is nothing to be gained by a return to a geopolitical order of polarised groupings. 

“It is within Mr Xi’s power to call Mr Putin to heel,” it says. “He should do so.”

The front pages of the Express and the Mirror both feature the same image of Ukraine’s President Zelensky – raising his fist in what the Express calls “an act of strength and valour” as he addressed EU politicians via video-link yesterday. 

“Blitzed but never beaten,” says its headline. The Mirror says Mr Zelensky was “defiant” as he warned President Putin that Ukrainians would fight to the death against his forces, insisting “nobody will break us”.
