FEATURED U.K NCA REPORT: Agents Working with Belgium to Track-Down ‘ Organised Crime Boss Nicknamed Scorpion’

#AceNewsDesk – National Crime Agency investigators are working with partners in Belgium to help track down the head of an organised crime group that attempted to smuggle more than 100 migrants to the UK in small boats and lorries.

Iraqi national Barzan Kamal Majeed, nicknamed โ€œScorpionโ€ after his WhatsApp avatar, was sentenced to 10 years in prison for people smuggling offences in his absence at a court in Bruges last month.

A warrant has been issued for his arrest, and investigators on both sides of the channel are now appealing for information regarding his whereabouts.

Majeed moved to the UK in 2013 and lived in the Hucknall area of Nottingham, where he is understood to still have connections. He was deported from the UK in 2015 to the Kurdistan region of Northern Iraq.

The Belgian prosecution followed a joint investigation involving the NCA, Belgian, Dutch and French law enforcement into 31 separate attempts to smuggle migrants into the UK between July 2018 and November 2019 using small boats, lorries and shipping containers.

Many of the migrants encountered had Majeedโ€™s number stored in their mobile phone under the name โ€œScorpionโ€.

The investigation had already resulted in the UK conviction of fellow crime group member Nzar Jabar Mohamad, 35, last year.

Mohamad was jailed for 10 years at Hull Crown Court in October 2021 after admitting attempting to bring 21 migrants to the UK using lorries and small boats. He also boasted of smuggling hundreds of women using the same method.

A further 23 people were charged by the Belgian authorities this year, including three who were arrested in the UK by the NCA and extradited to Belgium.

Seventeen were convicted and jailed for a total of 32 years during the same hearing as Majeedโ€™s. Six were given suspended prison sentences. Mohamad was also given an additional two-year sentence and fined 272,000 Euros by the Belgian court.

NCA Branch Commander Martin Clarke said:

Iraqi national Barzan Kamal Majeed, nicknamed โ€œScorpionโ€ after his WhatsApp avatar, was sentenced to 10 years in prison for people smuggling offences in his absence at a court in Bruges last month.

โ€œThese convictions represent the destruction of the UK and international arms of this organised crime group, which preyed on the desperation of migrants seeking to cross the channel.

โ€œThe information we gathered following Mohamadโ€™s arrest was crucial to the success of the Belgian investigation. It shows that organised immigration crime networks usually cross international boundaries, meaning international cooperation is essential to tackling them.

โ€œI would appeal to anyone, anywhere who has information about where Barzan Kamal Majeed might be to contact us or the Belgian authorities immediately. Although he was sentenced in his absence, true justice will only be achieved when he is back on Belgian soil to serve his jail term.โ€

Anyone with information about Majeedโ€™s whereabouts can contact the NCA control centre on 0370 496 7622.

Further 16 activists arrested as police tackle unacceptable motorway disruption

Further 16 activists arrested as police tackle unacceptable motorway disruption

Officers from the Met and neighbouring forces have arrested 16 activists as part of an ongoing proactive operation to tackle efforts to seriously disrupt the M25.

At 08:00hrs on Tuesday, a man climbed onto the overhead gantry at junction 14 of the M25. This reckless action led to the road being closed, interrupting traffic and causing significant disruption around Heathrow.

Officers responded quickly, arriving on the scene at 08:10hrs.

By 08:30hrs, the man was removed and arrested. He was taken into custody at a south London police station. By 08:46hrs, the road was reopened and traffic was moving.

Assistant Commissioner Matt Twist said:

A total of 16 activists were arrested on Tuesday as part of the joint operation with neighbouring forces including Essex Police, Surrey Police and Kent Police.

The Met, in a joint operation with neighbouring police forces, has again responded swiftly and robustly to todayโ€™s attempts by Just Stop Oil activists to disrupt the M25.

โ€œWe are all absolutely committed to providing a quick and effective response to those activists who continue to significantly disrupt peopleโ€™s daily lives.

โ€œOperations like these come at a cost. Since the start of October we have used more than 11,000 officer shifts to police Just Stop Oil protests. These are officers who would otherwise be dealing with issues that matter to local communities such as knife crime, safeguarding and responding to burglaries.

โ€œWe are determined to bring to justice all those who conspire to cause significant and unreasonable disruption to London and the motorway network and we’ll work closely with the Crown Prosecution Service and the courts to make sure this happens.โ€

22 people have already been charged as part of this ongoing operation.

#AceNewsDesk – A man wanted by the National Crime Agency for eight years has admitted his part in a large-scale international drug trafficking plot.

Michael Paul Moogan, 36, from Croxteth, Liverpool, went on the run in October 2013 after a raid on a cafe suspected of being a front for meetings between drug traffickers and cartels.

The Cafรฉ de Ketel in Rotterdam was a business not open to the public.

It could only be entered via a security system and was strictly for known faces.

Working with the Dutch National Crime Squad, the NCA became aware of information that linked Moogan and two other British men to the venue which was the hub for Mooganโ€™s conspiracy to bring hundreds of kilos of cocaine into the UK every month.

At the time of the raid, only one of the men, Robert Hamilton, 71, from Hale, Greater Manchester, could be found. He was jailed for eight years in 2014 after pleading guilty to drug charges.

The other man, Robert Gerard, 57, from Liverpool, handed himself in to the NCA after three years on the run claiming the pressure was too much. He pleaded guilty to drug trafficking charges and was jailed in 2017 for 14 years.

Moogan and his associates were involved in plans to import drugs from Latin America to the EU.

He had the ability to obtain as much as 500,000 Euros at a time to fund his cocaine deals from South American suppliers who would ship the Class A drug to Belgium. He did not need to pay for deals in instalments as is common in large scale drugs supply. Instead, he could pay in lump sums via Iraqi nationals based in the UK.

Moogan told criminal contacts that he brought cocaine into the UK concealed in meat from Argentina.

Evidence also showed he had the ability to bribe port officials to help ensure his drugs were not stopped.

As well as shipping from South America, Moogan used road transport networks stretching from Bulgaria to Latvia, Spain and Belgium to facilitate the movement of cocaine to the UK.

Moogan remained in hiding until April last year when he was arrested by Dubai Police.

NCA officers established Moogan was using numerous false identities to avoid capture.

Dubai Police believe that after entering the UAE using a different identity, he tried to avoid CCTV in an attempt to elude detectives who used their latest capabilities to track him down.

He had a German passport, and also a driverโ€™s licence and citizen card in the name of Michael Dier but displaying his own image.

Moogan was the 86th person arrested under Operation Captura โ€“ an NCA fugitive campaign run in conjunction with Crimestoppers.

After being extradited to the UK, he told the NCA arresting officer: โ€œYouโ€™re not going to have any trouble from me.

โ€œIโ€™m tired now. Get me up to Manny and get me in Cat A.

โ€œIโ€™m done now.โ€

Moogan was transported to police custody in Greater Manchester.

On Friday 4 November he appeared at Manchester Crown Court and admitted conspiring to import Class A drugs.

He will return to court to be sentenced at a date to be fixed.

NCA Senior Investigating Officer Ben Rutter said:

” Mooganโ€™s long overdue conviction is the result of years of investigation by the NCA and law enforcement partners in the UK, Europe and Middle East.

โ€œWe are particularly thankful to the Dubai Police for their hard work in tracking Moogan down and ensuring his return to the UK where he has admitted his guilt.

โ€œThis case should serve as a warning to others on the run from the NCA โ€“ we have a global reach, we never give up and they can never rest easy.

โ€œMoogan was a major figure in international drug dealing.

โ€œHis consignments of Class A drugs undoubtedly brought misery and real harm to the UK communities they reached.โ€

#OTD 1731: Largely self-taught, Banneker was one of the first African Americans to gain distinction in science.

#AceHistoryDesk – Today in History – Mathematician and astronomer Benjamin Banneker was born on November 9, 1731, in Ellicottโ€™s Mills, Maryland. Largely self-taught, Banneker was one of the first African Americans to gain distinction in science.

Benjamin Banneker to Thomas Jefferson. August 19, 1791. Founders Online. National Archives none

His significant accomplishments and correspondence with prominent political figures profoundly influenced how African Americans were viewed during the Federal period. Portrait of Benjamin Banneker from the cover of his 1795 Almanac. Courtesy of the Maryland Historical Society

I apprehend you will embrace every opportunity, to eradicate that train of absurd and false ideas and opinions, which so generally prevails with respect to us [African Americans]; and that your sentiments are concurrent with mine, which are, that one universal Father hath given being to us all; and that he hath not only made us all of one flesh, but that he hath also, without partiality, afforded us all the same sensations and endowed us all with the same facultiesโ€ฆ

Banneker spent most of his life on his familyโ€™s 100-acre farm outside Baltimore. There, he taught himself astronomy by watching the stars and learned advanced mathematics from borrowed textbooks. In 1752, Banneker garnered public acclaim by building a clock entirely out of wood. The clock, believed to be the first built in America, kept precise time for decades.

In 1789, Banneker began making astronomical calculations that enabled him to successfully forecast a solar eclipse. His estimate, made well in advance of the celestial event, contradicted predictions of better-known mathematicians and astronomers.

Bannekerโ€™s mechanical and mathematical abilities impressed many, including Thomas Jefferson, who recommended him for the surveying team that laid out Washington, D.C. In his free time, Banneker began compiling his Pennsylvania, Delaware, Maryland, and Virginia Almanack and Ephemerisโ€ฆ The almanac included information on medicines and medical treatment and listed tides, astronomical information, and eclipses that Banneker had calculated. He published the journal annually from 1791 to 1802.

On August 19, 1791, Banneker sent a copy of his first almanac to then secretary of state Thomas Jefferson. In an accompanying letter, he questioned the slaveholderโ€™s sincerity as a โ€œfriend to liberty.โ€ Banneker urged the future president to fight for the abolition of slavery. Jefferson responded by expressing his ambivalence about slavery and endorsing Bannekerโ€™s accomplishments:

โ€ฆno body [sic] wishes more sincerely than I do to see such proofs as you exhibit, that nature has given to our black brethren, talents equal to those of the other colours of men, and that the appearance of a want of them is owing merely to the degraded condition of their existence both in Africa & Americaโ€ฆ

Letter, Thomas Jefferson to Benjamin Banneker expressing his belief that blacks possess talents equal to those of โ€œother colours of men,โ€ 30 August 1791.(Thomas Jefferson Papers). Manuscript Division

Jefferson closed by informing Banneker that he had forwarded the almanac to the French philosopher the Marquis de Condorcet for the purpose of dispelling racial prejudices.

In other writings, notably Notes on the State of Virginia, Jefferson revealed conflicting perspectives on race. The notes in the record for Jeffersonโ€™s letter to Banneker include reference to correspondence with diplomat Joel Barlow and French clergyman Henri Gregoire in which Jefferson expresses less favorable attitudes toward African Americans.

Banneker died on October 25, 1806. His accomplishments continued to inspire African-Americans and provide ample evidence of African-American achievement in the sciences.

The front page of the Metro reports on both the entry of Matt Hancock into the I'm A Celebrity jungle and the sacking of government minister Gavin Williamson.
The papers are dominated by former health secretary Matt Hancock’s debut on I’m A Celebrity… Get Me Out of Here! and the resignation of cabinet minister Sir Gavin Williamson over allegations of bullying. The Metro’s front page features pictures of Mr Hancock and Sir Gavin either side of the headline: “He’s in! And he is out”.
The headline in the Mail reads: "Williamson forced out in 'cut your throat' bully row".
The Mail describes Sir Gavin, who was appointed minister without portfolio only a fortnight ago, as the first casualty of Rishi Sunak’s cabinet. It says that, as well as claims that he told a senior civil servant to “slit your throat”, he has been accused by his former deputy of behaving in a “threatening” and “intimidating” way while chief whip.
The headline in the Times reads: "Williamson quits amid new claims of bullying"
Rishi Sunak is facing questions about his judgement and his decision to appoint Sir Gavin in the first place, according to the Times. The paper also notes that Mr Sunak said he had “full confidence” in his ally when the bullying allegations emerged and quotes Labour accusing the prime minister of showing “weak leadership” over the saga.
The headline in the Guardian reads: "'Unethical, immoral' Williamson quits over claims he bullied staff"
The Guardian makes similar criticisms of the prime minister, saying Sir Gavin’s resignation “piles more pressure” on him and “raises new questions” about his judgement. It also quotes Sir Gavin in his resignation letter vowing to “clear my name of any wrongdoing”.
The headline in the Telegraph reads: "Williamson quits over bullying allegations"
Mr Sunak will face further questions about whether he was aware of the allegations against Sir Gavin before he decided to appoint him, the Telegraph says. The paper has also spoken to a number of former cabinet ministers, one of whom describes Sir Gavin as a “pretty odious” person who had a “coercive” approach while chief whip.
The headline in the i reads: "Williamson resigns amid bullying and new security risk claims".
The i reports that UK intelligence officials had been concerned about the appointment of Sir Gavin, who was sacked as defence secretary in 2019 after allegedly leaking sensitive information, to a role that gave him oversight of national security issues. One source tells the paper that the appointment “certainly posed a risk”.
The headline in the Mirror reads: "Hancock faces camp fury: rumble in the jungle".
Mr Hancock is likely to “face a grilling over his deadly pandemic blunders from furious campmates” once he enters the I’m A Celebrity… jungle, the Mirror reports. The paper says Mr Hancock hopes going on the show will allow viewers to see “me as me”, but describes him as “deluded” and says his handling of PPE procurement and care homes is “still fresh in the minds of millions”.
The front page of the Star features Matt Hancock mocked up as a clown
The Star features a mocked up picture of Mr Hancock in a jungle with added clown nose and wig. The paper says he is “petrified of all snakes” and encourages its readers to “bear this in mind when voting” for which contestant should face the Bushtucker trials.
The front page of the Sun that Love Island star Olivia Attwood had to leave the I'm A Celebrity jungle over concerns she could have been exposed to Covid during a hospital visit
Love Island star Olivia Attwood had to leave the jungle over concerns she could have been exposed to Covid during a hospital visit, the Sun reports. The paper quotes a source saying: “She could see it was an impossible situation”.
The Express leads on the news that the government is expected to preserve the triple lock on state pensions.
The Express leads with news that the government is expected to preserve the triple lock on state pensions, and says it comes after a campaign backed by 300,000 of its readers. It also reports that a minister yesterday told MPs that pensioners would not be “shortchanged”.

Many of Wednesday’s papers lead with the resignation of Cabinet Office Minister Sir Gavin Williamson after allegations of bullying.

The Guardian reports that Sir Gavin’s fate appears to have been sealed by comments from his former deputy, Anne Milton, who described his behaviour as chief whip as “unethical and immoral”. The Daily Mail saysMs Milton also accused Sir Gavin of using “salacious gossip”, including details of sexual preferences, as leverage against MPs while in the role.

The Times says Rishi Sunak is facing questions about his judgement in the light of the resignation. It adds that it is notable Sir Gavin was allowed to quit rather than be sacked, with Mr Sunak said to have been “reluctant to give in to pressure”.

The Daily Telegraph agrees, saying the development will “pile pressure” on Mr Sunak to explain both why he appointed Sir Gavin and to what extent he was aware of the bullying claims before he did so.

Gavin Williamson

In other news, there are further reports about the government’s plans to fill the black hole in the public finances, with the Times suggesting Mr Sunak and Chancellor Jeremy Hunt are “thinking the unthinkable” to balance the books.

It says they’ve “returned to discussions” about allowing local authorities to raise more in council tax, having initially rejected the plan over concerns it would hit the poorest hardest.

The Daily Telegraph claims ministers are weighing up whether to lower the threshold of ยฃ150,000 a year above which people start paying the top rate of income tax. It says the Treasury is also considering increasing the National Insurance rate paid by employers.

Despite the pressures on its finances, the Daily Express says the government “looks likely to honour” the triple lock on the state pension in the Autumn Statement next week. The paper claims credit for the decision, noting that 300,000 people backed its “crusade” to get the prime minister to maintain the policy.

#AceHistoryDesk – Enrique (Kiki) S. Camarena was born on July 26, 1947, in Mexicali, Mexico. He graduated from Calexico High School in Calexico, California in 1966, and in 1968 he joined the U.S. Marine Corps.

Kiki in his Marines Uniform

After serving in the Marine Corps for two years, Kiki was a Calexico fireman, Calexico police officer, and an Imperial County Deputy Sheriff. Kiki joined the Drug Enforcement Administration in June of 1974. His first assignment as a Special Agent with DEA was in a familiar place – Calexico, California.

In 1977, after three years in Calexico, he was reassigned to the Fresno District Office in Northern California. Four years later, Kiki received transfer orders to Mexico, where he would work out of the Guadalajara Resident Office.

For more than four years in Mexico, Kiki remained on the trail of the country’s biggest marijuana and cocaine traffickers. In early 1985, he was extremely close to unlocking a multi-billion dollar drug pipeline. However, before he was able to expose the drug trafficking operations to the public, he was kidnapped on February 7, 1985. On that fateful day, while headed to a luncheon with his wife, Mika, Kiki was surrounded by five armed men who threw him into a car and sped away. That was the last time anyone but his kidnappers would see him alive.

It is believed that Special Agent Camarena’s death actually occurred two days later, but his body was not discovered until March 5, 1985. He was 37 years old and was survived by his wife Mika and their three childrenโ€”Enrique, Daniel, and Erik.

During his 11 years with DEA, Kiki received two Sustained Superior Performance Awards, a Special Achievement Award and, posthumously, the Administratorโ€™s Award of Honor, the highest award granted by DEA.

Shortly after Kiki’s death, Congressman Duncan Hunter and high school friend Henry Lozano launched Camarena Clubs in Kiki’s hometown of Calexico, California. Hundreds of club members including Calexico High School teacher David Dhillon wore red ribbons and pledged to lead drug-free lives to honor the sacrifices made by Kiki Camarena and others on behalf of all Americans.

Red Ribbon Week eventually gained momentum throughout California and later across the United States. In 1985, club members presented the “Camarena Club Proclamation” to then First Lady Nancy Reagan, bringing it national attention. Later that summer, parent groups in California, Illinois, and Virginia began promoting the wearing of red ribbons nationwide during late October.

The campaign was then formalized in 1988 by the National Family Partnership, with President and Mrs. Reagan serving as honorary chairpersons. Today, the eight-day celebration is an annual catalyst to show intolerance for drugs in our schools, workplaces, and communities. Each year, on October 23-31, more than 80 million young people and adults show their commitment to a healthy, drug-free lifestyle by wearing or displaying the red ribbon.
