The mortgage guarantee scheme was introduced by the Conservatives in 2021 when Rishi Sunak was chancellor of the Exchequer.

It was extended until July next year by current Chancellor Jeremy Hunt.

Labour leader Sir Keir Starmer said he wanted to “turn the dream of owning a home into a reality”.

The measure sees the government act as guarantor for part of a home loan – to encourage lenders to offer low-deposit deals.

The Labour Party says its plan will help more than 80,000 young people get on to the housing ladder over the next five years. 

But according to the Office for National Statistics, some 40% of 16.5 million people aged 15 to 34 in the UK were living with their parents in 2022 – about 6.7 million people.

‘Locked out of homeownership’

Labour says making the scheme permanent will mean young people facing tough conditions in the private rented sector or struggling to save will not be “locked out of homeownership”.

It would be known as “Freedom to Buy”, the party says.

In a statement, Sir Keir said that Labour would be “on the side of the builders, not the blockers”, announcing the plans around home ownership.

The party leader said: “A generation face becoming renters for life.”

“My parents’ home gave them security and was a foundation for our family.

“As prime minister, I will turn the dream of owning a home into a reality,” he added.

The existing scheme allows lenders to purchase a guarantee on part of mortgages, so if a bank decides to repossess a house, the government could compensate some of its losses.

The Treasury has designed its existing programme “to increase the appetite of mortgage lenders for high loan-to-value lending” – so buyers face paying smaller deposits for their mortgage.

Brokers have pointed out though that borrowers still have to pass checks to show they can afford mortgage repayments, not just raise a deposit.

Mortgage providers may only lend to those with a sufficient regular income, irrespective of any government guarantee.

This could just end up being a backstop as many lenders do not use the guarantee, as they are happy to offer deals with a 5% or 10% deposit in any case.

As part of the plans announced on Thursday evening, the Labour Party also pledged to “reintroduce housing targets”, fast-track planning permissions on brownfield land and prioritise “grey belt” building – moves which it claims could boost building by 1.5 million homes.

‘Price tension’

First-time buyers were finding the housing market “tough” Guy Gittins, chief executive at estate agents Foxtons, told the BBC Radio 4 Today programme.

“I don’t think that’s going to change in the immediate future,” he said.

He said any incoming government should try to encourage first-time buyers onto the ladder and with “a little bit of sensible policy around the help-to-buy schemes” that can happen.

That also includes reviewing stamp duty, he said.

New house price data showed that the average house price in the UK was Β£288,688 in May, according to mortgage lender Halifax.

It said prices were “largely static” after edging down by 0.1% from April. But in the year to May, prices rose by 1.5%. 

In compiling its figures, Halifax looks at its own mortgage lending and does not include cash buyers or buy-to-let deals.

Cash buyers account for about a third of housing sales.

David Sturrock, a senior research economist at the Institute for Fiscal Studies think tank said that big falls in homeownership during the 2000s meant young adults are now a third less likely to own their own home than they were 25 years ago.

He said that making the current scheme permanent had the “potential” to reduce one of the barriers to getting on the housing ladder.

“Prospective buyers also need to have a sufficiently high income to take out a (bigger) mortgage and afford the repayments,” he said.

As a result, potential buyers in their 30s and from more well-off backgrounds looking to buy outside of London and south-east England were more likely to be able to take advantage of the offer, he suggested.

For its part, the Conservative party is putting forwards its “Family Home Tax Guarantee”.

The Tories have pledged not to increase the number of council tax bands, carry out a council tax revaluation, cut council tax discounts or increase the rate or level of stamp duty which buyers pay when they purchase property.

Laura Trott, Chief Secretary to the Treasury, said: “Only Rishi Sunak and the Conservatives have a clear plan, backed by bold action, to strengthen the economy, bring mortgage costs down and help more people get on the housing ladder.”

SNP candidate for Airdrie and Shotts, Anum Qaisar, said Scottish households were “being punished by Westminster failures”, adding that “the cost of mortgages and energy bills are too high and families need help now.”

The Liberal Democrats said they would “put community need over developer greed, giving people the chance to get on the housing ladder with genuinely affordable houses.”

On Thursday the IUCN, which categorises species according to the level of risk they face in a “red list”, bumped the Iberian lynx from “endangered” to “vulnerable” after a significant surge in numbers. 

Its population grew from 62 mature individuals in 2001 to 648 in 2022. While young and mature lynx combined now have an estimated population of more than 2,000, the IUCN reports. 

As the name suggests, the wild cat species calls the Iberian region – Spain and Portugal – home. 

The wild cat used to be common across the whole of the Iberian Peninsula, but from the 1960s its numbers plummeted. 

Habitat loss, poaching and road accidents all helped to push the species to the brink of extinction. Now, the cat is coming back.

The increase is largely thanks to conservation efforts that have focused on increasing the abundance of its main food source – the also endangered wild rabbit, known as European rabbit. 

Programmes to free hundreds of captive lynxes and restoring scrublands and forests have also played an important role in ensuring the lynx is no longer endangered.

Francisco Javier Salcedo Ortiz, a coordinator responsible for leading the conservation action, described it as the “greatest recovery of a cat species ever achieved through conservation”.

Mr Ortiz said there was still “a lot of work to do” to ensure the animals survive and the species can recover.

“Looking ahead, there are plans to reintroduce the Iberian lynx to new sites in central and northern Spain,” he added.

The area the species occupies is now much larger, according to IUCN, jumping from 449 sq km (173 sq miles) in 2005 to 3,320 sq km today.

But the conservation agency has warned against complacency, as it said the gains could be reversed. Threats include diseases from domestic cats and the wild rabbits it feeds on, as well as poaching and road kill.

Established in 1964, the IUCN’s red list of threatened species has evolved to become the world’s most comprehensive information source on the global conservation status of animal, fungi and plant species.

Others targeted included the then-Conservative MP for Bosworth, Luke Evans, who said he had contacted the police after becoming “a victim of cyber-flashing and malicious communications”.

In April the Met announced it was investigating reports of unsolicited messages being sent to MPs and others.

A spokesperson for the Metropolitan Police said: β€œOn Wednesday, 26 June, police executed a warrant at an address in Islington.

“A man was arrested on suspicion of harassment and committing offences under the Online Safety Act. He was taken into custody where he remains.

“The arrest relates to an investigation being carried out by the Met’s Parliamentary Liaison and Investigation Team following reports of unsolicited messages sent to MPs and others.

The investigation remains ongoing.”

Police had first been made aware of the messages late in 2023, but news of them began to emerge publicly in April.

Following initial reports about the messages, Mr Wragg told The Times he had been chatting with someone on an app who subsequently asked him for the numbers of others.

“They had compromising things on me. They wouldn’t leave me alone… I gave them some numbers, not all of them.”

He apologised for β€œmy weakness” which he said had β€œcaused other people hurt”.

Subsequently other politicians and political journalists spoke of their own experiences of receiving unwanted messages

The following week, Luke Evans, then Conservative MP for Bosworth, said he had been a β€œvictim of cyber-flashing”.

On Wednesday morning, Daniel Kretinsky’s investment group, which wants to buy Royal Mail’s parent company,Β published its formal offer onlineΒ and sent it by post.

Mr Kretinsky can now formally start lobbying investors to accept the offer.

He needs the approval of shareholders of three quarters of the parent company, but this task will be made easier because he already owns 27.5% of it.

Big asset managers including Blackrock, UBS, Vanguard and Schroders own most of the other 72.5% of International Distribution Services (IDS) that Mr Kretinsky does not own.

Meanwhile, Royal Mail staff still collectively own 5.5% of the shares after qualifying staff received 600 shares in the company at the time of its privatisation in 2013. This offer values those staff shares at nearly Β£200m.

Mr Kretinsky made his fortune in energy companies. He also has stakes in Sainsbury’s and West Ham Football Club.

The board of IDS has already recommended that shareholders big and small accept his offer of 370p per share.

This is more than the 315p it is currently trading at and substantially above the 220p it was worth before Mr Kretinsky’s first offer to buy the company.

However, the government still has the ability to block this deal, which it may do given Royal Mail’s importance to the UK.

Mr Kretinsky’s EP Group has offered a series of time limited guarantees including the retention of the Royal Mail logo, its UK headquarters, and its UK tax base.

It also offered to honour current employment agreements with unions and promised not to split off the profitable parcels business, which IDS also owns.

Nick Pendelton, a former strategy director at Royal Mail at the time of its privatisation, told the BBC’s Today programme: “A lot of people are going to have a decision to make.”

Royal Mail has struggled with the rise of online shopping and the decline of letter deliveries, particularly as consumer habits shifted during the pandemic. 

“Things haven’t gone over the last 10 years as Royal Mail, and we all, would have liked,” he said. 

“There needs to be time, money, commitment, reform to the Universal Service Obligation to make sure the company is sustainable for another 500 years,” he said, adding that an argument could be made for private ownership.

“But of course, this is not an outcome most people in the UK would be happy with.”

Chancellor Jeremy Hunt has said that the deal would be subject to the normal scrutiny but he was not opposed β€œin principle”.  Shadow Business Secretary Jonathan Reynolds has written to Mr Kretinsky to seek assurances that Royal Mail will remain headquartered and tax-resident in the UK.

Mr Reynolds also wants a commitment from Mr Kretinsky to β€œwork closely with the Communication Workers Union (CWU) to build a sustainable Royal Mail”.

The CWU is pushing for β€œa new ownership and governance model that builds a postal service for the workers and customers”.

Wednesday’s formal offer confirmed that the new owners would consider a new model which involved some employee ownership or profit-share mechanism.

They made the call in an at times bad-tempered BBC Wales TV general election debate.

Lib Dem Jane Dodds said the next Conservative or Labour government should abolish the benefits cap β€œbecause that is making families poorer”.

Plaid’s Rhun ap Iorwerth said Sir Keir Starmer will be the next prime minister and he should lift the β€œcruel” policy.

Welsh Labour leader Vaughan Gething said Sir Keir would β€œreview” the benefits system and, for the Conservatives, Welsh Secretary David TC Davies said the welfare bill had β€œto come down”.

Reform UK’s Oliver Lewis said his party “won’t cut welfare”.

The two-child cap, which was introduced in 2017, restricts child tax credit and universal credit to the first two children in most households.

It means families can not claim about Β£3,200 a year per extra child, the Resolution Foundation think tank has said.

Jane Dodds is leader of the Welsh Liberal Democrats, and their sole Senedd member.

She told the studio audience, in Cardiff, that the price of fuel and food had gone up β€œtwenty-five per cent in the last two years”.

β€œOne of the big factors is that here in Wales, 29% of our children are poor, 29% child poverty.Β

“And my challenge to the Conservatives and to Labour, if they’re in power, is will you abolish the two child cap on our benefits because that is making our families poorer?”

β€œThat is shameful in 2024,” she added.

Vaughan Gething, First Minister and Welsh Labour leader, said that if Labour wins on 4 July it would review the benefits system, β€œto understand all of the different policies that have been visited on us, because we want a fairer deal for people”.

β€œI am convinced that we’ll have a fairer benefits system that will help to support families into work and that will help to lift families out of poverty,” he said.

β€œThe last UK Labour government lifted over half a million children out of poverty. That’s our record. That’s our ambition.”

There were lively exchanges between Vaughan Gething and David TC Davies

Plaid Cymru leader Rhun ap Iorwerth accused the first minister of “refusing to engage with that most fundamental of changes that I think we need to see happening, which is the lifting of the cruel two-child benefits limit”.

He said the cap had been “imposed by the Conservatives and for some reason, given the principles that Labour used to stand for, promising to be continued by Labour”.

Reform UK’s Oliver Lewis said his party “won’t cut welfare” but he was concerned that there was what he called a “culture of benefit dependency”. 

He said β€œpeople need to work we need to offer a vibrant economy”.

David TC Davies is a cabinet minister in Rishi Sunak’s government. 

As Welsh secretary he is the most senior Conservative politician in Wales, and he defended his party’s plans to cut Β£12bn from the UK’s welfare bill.

Mr Davies said there were β€œmany people” who claimed sickness benefit who were capable of working.

β€œThey are not trying to deliberately milk the system” but he said β€œthe vast majority” of them could be supported into employment.

Election betting claims

Four people linked to the prime minister are being looked into over allegations of betting on the date of the election, including the Conservative Party’s director of campaigning Tony Lee and a police officer in Mr Sunak’s close protection team.

Two Tory election candidates – Laura Saunders and Craig Williams – have confirmed they were being looked into by the Gambling Commission.

Mr Williams is a Welsh Conservative and candidate in the Montgomeryshire and Glyndwr constituency – he has apologised for what he has called β€œan error of judgment”.

In Friday’s television debate, Mr Davies said he was β€œfurious” about the election bets and insisted that he had not β€œmade any bets whatsoever, and have not done for years”.

He said that when he took over the Wales Office “I realised there was a lot of unhappiness about general standards”.

Mr Davies said he had ditched “the ministerial car” and stopped any alcohol being consumed or served on the premises.

Pressed by Jane Dodds on whether the two candidates should be suspended, Mr Davies said: “It’s not my role to suspend people.”

“This isn’t the sort of question I want, but you are right to ask it,” he added.

Both Rhun ap Iorwerth and David TC Davies referred to the row surrounding Vaughan Gething’s Β£200,000 acceptance of a Labour leadership campaign donation.

The 1.6lb (0.7kg) metal object punched a hole in the roof through two layers of ceiling in Alejandro Otero’s home in Naples, this past March.

Nasa had said the object was part of some 5,800lbs of hardware that was dumped by the International Space Station after it had new lithium-ion batteries installed. Mr Otero said his son was nearly injured by the impact.

A press release from the law firm Cranfill Summer lists damages including non-insured property damage loss, business interruption, emotional/mental anguish and the costs for assistance from third parties.

Attorney Mica Nguyen Worthy said space debris “is a real serious issue because of the increase in space traffic in recent years”. 

“My clients are seeking adequate compensation to account for the stress and impact that this event had on their lives,” she said in a statement. 

Mr Otero told CBS affiliate Wink-TV that the device created a “tremendous sound” as it blasted into his home.

“I was shaking. I was completely in disbelief. What are the chances of something landing on my house with such force to cause so much damage,” Mr Otero said.

The debris was determined to be part of a stanchion used to mount batteries on a cargo pallet.

“The hardware was expected to fully burn up during entry through Earth’s atmosphere on March 8, 2024. However, a piece of hardware survived and impacted a home in Naples, Florida,” the agency said.

The ISS will “perform a detailed investigation” on how the debris survived burn-up, according to Nasa. 

The agency has six months to respond to the Otero’s claims. 

Space junk has been a growing a problem. In April, sky watchers in California spotted mysterious golden streaks moving through the space.

US officials later determined that the light show was caused by burning debris from a Chinese rocket re-entering earth’s orbit.

In February, a Chinese satellite known as “Object K” burned up as it re-entered the atmosphere over Hawaii.

Last year, a barnacle-covered giant metal dome found on a Western Australian beach was identified as a component of an Indian rocket. There are plans to display it alongside chunks of Nasa’s Skylab, which crashed in Australia in 1979.

The Securities and Exchange Commission today charged Robert Scott Murray and Trillium Capital LLC, a private company controlled by Murray, with a fraudulent scheme to manipulate the stock price of Getty Images Holdings Inc. by announcing a phony offer by Trillium to purchase Getty Images. Murray, of Mashpee, Mass., is a former CEO and CFO of several publicly traded companies.

The SEC’s complaint, filed in U.S. District Court for the District of Massachusetts, alleges that, in early April 2023, after building a position in Getty Images stock and options, Murray and Trillium began issuing press releases calling upon Getty Images to sell itself or to add Murray to its board of directors.

The complaint alleges that Murray designed these press releases, in part, to increase Getty Images stock price, but the releases failed to have much effect on Getty Images stock. Murray thus allegedly devised what he called his β€œnew plan” to pump up the price of Getty Images stock by announcing a phony buyout offer. On the morning of April 24, 2023, Murray and Trillium Capital issued a press release announcing Trillium’s supposed proposal to buy all outstanding stock of Getty Images for $10 a share, nearly twice the prior trading day’s closing price. The supposed offer caused the company’s stock price to spike. The SEC’s complaint alleges that the buyout announcement was false and misleading because Murray and Trillium had no real intention of acquiring Getty, nor did they make a genuine effort to fund the proposed transaction. Although Murray and Trillium pledged in the press release that they would hold their shares, Murray started to liquidate his Getty Images stock within minutes after the market opened on April 24, without even waiting for Getty to respond to his announced offer.

β€œMurray claimed that his buyout proposal could create real value for Getty shareholders,” said Mark Cave, Associate Director in the SEC’s Division of Enforcement. β€œBut we allege that, in the end, Murray leveraged his professional credentials to orchestrate an old-fashioned pump-and-dump scheme, disguised as shareholder activism.”

The SEC’s complaint charges Murray and Trillium with violating the antifraud provisions of the Securities Act of 1933 and the Securities Exchange Act of 1934. To resolve the SEC’s charges, Murray and Trillium agreed to the entry of a judgment that permanently enjoins them from future violations of these provisions of the federal securities laws, enjoins them from participating or engaging in certain securities-related conduct, and bars Murray from serving as an officer or director of a public company. Defendants also agreed that the court will determine whether they will be required to pay disgorgement, prejudgment interest, and civil penalties and, if so, in what amounts.

In a parallel action, the U.S. Attorney’s Office for the District of Massachusetts today announced criminal charges against Murray.

The SEC’s investigation was conducted by Jonathan Cowen, Michael Keating, and Kevin Gershfeld and supervised by Jeffrey P. Weiss and Mr. Cave. The SEC’s litigation will be led by Zachary Avallone and supervised by Melissa Armstrong.
