#AceHistoryDesk – Today in History – On September 29, 1789, the final day of its first session, the United States Congress passed “An act to recognize and adapt to the Constitution of the United States, the establishment of the troops raised under the resolves of the United States in Congress assembled.”

Although the Constitution of the United States charged Congress with raising and regulating military forces, newly elected House and Senate members delayed acting on this provision. Busy organising the federal government and debating the location of the new capital, Congress neglected dealing with the issue of military forces until prodded by President and Commander in Chief George Washington.

On August 7, Washington reminded both Houses that the provision for troops made under the Continental Congress must be superseded by action under the new Constitution. The establishment of United States troops was an issue, the president wrote:

…the national importance and necessity of which I am deeply impressed; I mean some uniform and effective system for the Militia of the United States. It is unnecessary to offer arguments in recommendation of a measure, on which the honor, safety and well being of our Country so evidently and essentially depend: But it may not be amiss to observe that I am particularly anxious it should receive an early attention as circumstances will admit; because it is now in our power to avail ourselves of the military knowledge disseminated throughout the several States by means of the many well instructed Officers and soldiers of the late Army; a resource which is daily diminishing by deaths and other causes.

This appeal, delivered by Secretary of War Henry Knox, was not immediately acted upon. Three days later, on August 10, Washington again urged Congress to address the issue. Finally, on September 29, 1789, the House of Representatives and the Senate passed the act that officially established the army under the Constitution of the United States.

Lieutenant John F. Kennedy: In October 1941, John F. Kennedy was appointed an ensign in the United States Naval Reserve, joining the staff of the Office of Naval Intelligence.

After entering the Motor Torpedo Boat Squadron Training Center in Melville, Rhode Island, he was promoted to the rank of lieutenant (junior grade) in October 1942, and shortly thereafter ordered to report for duty as commanding officer of a motor torpedo boat in Panama. Prior to his departure, playwright Clare Boothe Luce, a close friend of the Kennedy family, sent the young naval officer a good luck coin that once belonged to her mother. On September 29, 1942, Kennedy wrote to Luce thanking her for sharing such an important token with him.

I came home yesterday and Dad gave me your letter with the gold coin. The coin is now fastened to my identification tag and will be there, I hope, for the duration. I couldn’t have been more pleased. Kennedy transferred to the Pacific theater in February 1943 and became commanding officer of PT109 in April, operating against the Japanese near the island of New Georgia in the Solomon Islands. On the night of August 1-2, Kennedy’s boat was rammed and cut in two by a Japanese destroyer. Although he was injured during the attack, Kennedy managed to locate one of his injured crew and lead him to safety; most of his crew survived. He later received the Navy and Marine Corps Medal for his heroism.

A few months later, Kennedy again wrote to Luce. With his note, he enclosed a gadget, originally intended to be a letter opener, made “from a Jap 51 cal. bullet and the steel from a fitting on my boat, part of which drifted onto an island.” He concluded his message with a word of thanks for Luce’s earlier gift:

With it goes my sincere thanks for your good-luck piece, which did service above and beyond its routine duties during a rather busy period.

No stranger to the front line herself, Luce covered World War II as a journalist. She published Europe in the Spring, an anti-isolationist account of her experiences in embattled Europe, in 1940—in the early days of World War II.

#AceBreakingNews – Apple removed all apps owned by VK, a Russian tech company that owns Russia’s Facebook-like social network VKontakte, Mail.ru, Youla classifieds, and VK Music according to to Reclaim News 4

Apple confirmed that the apps were removed from the App Store to comply with new sanctions.

” These apps are being distributed by developers majority-owned or majority-controlled by one or more parties sanctioned by the UK government,” a spokesperson for Apple said:

” In order to comply with these sanctions, Apple terminated the developer accounts associated with these apps, and the apps cannot be downloaded from any App Store, regardless of location. Users who have already downloaded these apps may continue to use them.”

Earlier this week, the UK government enforced new sanctions on Russian oligarchs because of the recent referendums the Russian government held in some parts of Ukraine. The sanctions affect executives at Gazprombank, which is affiliated with VK. The company’s CEO, Vladimir Kiriyenko, was sanctioned by the US back in February for being Putin’s ally.

Google is yet to remove VK apps from the Play Store.

VK is the second-largest internet company in Russia, after Yandex, the country’s version of Google.

#AceNewsDesk – Four Nord Stream gas pipeline leaks have been uncovered, with the most recent one being pinpointed by Sweden’s coast guard

MOSCOW, September 29. /TASS/. Putting the Nord Stream and Nord – 2 gas pipelines out of operation is beneficial to the United States, as it will allow Washington to increase supplies of liquefied natural gas (LNG) to Europe, Russian Foreign Ministry Spokeswoman Maria Zakharova told a briefing on Thursday.

“There was a clear winner here – that is Washington. The shutdown of gas pipelines, to briefly summarize what has been said by US officials over the past few years, will allow the US to increase LNG supplies to the EU,” she said.

Zakharova pointed at “slogans, appeals and talking points that have been spread by both parties – by both the Republicans and the Democrats,”and also “implemented by American officials over the past years.”

After all, Mr. Blinken (US Secretary of State Antony Blinken – TASS), you never concealed that the main goal is to cut Europe off from Russian energy resources, and now you don’t know who could profit from it. This is what you are after,” she added.

Four Nord Stream gas pipeline leaks have been uncovered, with the most recent one being pinpointed by Sweden’s coast guard. Earlier, the Nord Stream AG company reported that three threads of the Nord Stream 1 and 2 offshore gas pipelines had suffered unprecedented damage on Monday. Kremlin Spokesman Dmitry Peskov stated that Moscow was “deeply concerned about the news” and did not rule out that the pipelines’ operation could have been disrupted by an act of sabotage. Swedish seismologists later reported that two explosions had been recorded along the Nord Stream pipelines on Monday. Head of the European Commission, Ursula von der Leyen, branded the incident as “sabotage,” stressing that this sort of “deliberate disruption would result in the strongest possible response.”.

What do the Nord Stream pipeline gas leaks mean for Europe?

The suspected sabotage of the two Nord Stream pipelines is likely to be releasing five times the amount of methane into the atmosphere as the largest greenhouse gas release in US history. 

The leaks are pumping huge volumes of methane into the Baltic Sea and atmosphere, likely the largest such release on record, and far greater than the Aliso Canyon disaster.

It is also the equivalent of one third of Denmark’s total annual greenhouse gas emissions, according to a Danish official.

The dual pipes run from Russia to Germany, supplying much needed gas for heating and industry. However, they have been decommissioned by Russia for several weeks.

Explosions registered in Denmark, Norway and Finland shortly before the leaks were discovered. 

The Kremlin has been accused of causing the leaks, which will push up energy prices. 

“Whoever ordered this should be prosecuted for war crimes and go to jail,” Stanford University climate scientist Rob Jackson said.

Two scientists looked at the official, worst-case scenario estimates provided by the Danish government — 778 million cubic meters of gas — for The Associated Press.

Professor Jackson and retired chemical oceanographer David Hastings from Gainesville, Florida, each calculated that would be an equivalent of roughly half a million metric tons of methane.

The Aliso Canyon disaster in October 2015 released up to 100,000 metric tons of natural gas into the atmosphere. (The largest component of natural gas is methane.)

Nord Stream pipe leak ‘catastrophic for the climate’

Andrew Baxter — a chemical engineer who formerly worked in the offshore oil and gas industry and is now at the environmental group EDF — thought the Danish estimate was likely too high.

He had a more conservative estimate, but it was still more than double the Aliso Canyon disaster.

“That’s one thing that is consistent with these estimates. It’s catastrophic for the climate,” he said.The suspected sabotage highlights the vulernability of Europe’s energy infrastructure.(Reuters: Hannibal Hanschke)none

Danish Energy Agency head Kristoffer Böttzauw said emissions from the three leaks on the underwater Nord Stream 1 and 2 pipelines were equivalent to about 32 per cent of annual Danish carbon dioxide emissions.

Danish emissions in 2020 were about 45 million tonnes of CO2.

Methane seen bubbling at the ocean surface was an indication of “a strong upward flow”, according to Imperial College London’s Paul Balcombe, a member of the engineering faculty in the department of chemical engineering.

The loss of pressure in the pipes likely meant a large amount of gas had already been lost, he said.

Dr Balcombe said the effects were likely to be significant. 

“It would have a very large environmental and climate impact indeed, even if it released a fraction of this,” he said.

Methane is a major contributor to climate change and responsible for much of the current climate disruption.

It is 82.5 times more potent than carbon dioxide at absorbing the sun’s heat and warming the Earth.

On Sunday, Mr Böttzauw said that the agency believed half the gas had now leaked from one of the two pipes. 

“We are talking about a huge spill of several million cubic meters of gas,” he said.

“As long as there is gas, it dangerous to be there,” Mr Böttzauw said.

He did not say when experts would be able to go down below the surface and see the pipes, which lie on the sea bed between 70 and 90 metres deep.

#AceNewsDesk – Victorian Peregrine Project founder Victor Hurley said cracks were spotted in one of the four eggs on Thursday morning and the chicks were expected to emerge in 28 to 48 hours’ time.

Peregrine falcon eggs laid at the top of a Melbourne high-rise have started to hatch as an audience of nearly 40,000 watches on social media.

Known as the 367 Collins Falcon, the birds have been nesting on the top of the 34-storey building on Collins Street since 1991.

Webcams were installed about five years ago and streamed online 24/7,  but it was Melbourne’s lockdowns that saw the birds gain a cult following.

Things had heated up last month when online discussions began buzzing about another male trying to make his presence felt around the nest.

Dr Hurley told ABC Radio Melbourne a second male was on the scene and he appeared to be quite meddlesome.

“I got a message from someone saying that her husband had seen a pair on the ground fighting down there by the Yarra River at Federation Square there,” he said.

“So they’ve had a crack and they haven’t decided who’s going to occupy the site.”

Interloper has ‘let the side down

Dr Hurley said it had been a while since original male was spotted.

“We have a first-time breeding female who laid the eggs that were fathered by the old male,” he said.

“He’s now gone from the scene, being chased off or killed by the new male, who hasn’t produced any of these eggs with her.”The bird’s original mate was pushed out by his aggressive rival, who doesn’t seem to suit fatherhood.(Facebook: Rowena Fullham/Mervac)none

He said the new male had really “let the side down” — the previous mate spent about 50 per cent of his daylight hours incubating the eggs, but the newcomer had not spent “as much as second” nest-sitting during the three-week incubation period.

“The male that disappeared, he’s about eight years old, possibly nine, so very experienced into the sixth season of breeding,” Dr Hurley said.

“He really understood the routine and what his job was, where he fitted in with the scheme of things.

“We’re at the stage now where she’s going to now stay very tight on the nest and she’s not going to let him near it until they’ve hatched.”

He said it was very likely all four eggs would hatch.

“I haven’t seen anything about their incubation that would suggest to me that one has had any less treatment than the other,” Dr Hurley said.Falcons have been nesting on the roof for about 30 years.(Facebook: Venetia Pereira)none

Flying the coop

Observers will not have to wait long to see whether the newcomer’s parenting skills are up to scratch, but it will only be about six weeks before the hatchlings leave the nest.

“The females will fledge about a week later — maybe 10 days because they’re 30 per cent bigger and it takes them a week to just grow those slightly larger wings to cope with their weight,” Dr Hurley said.

They will hang around until early summer while the adults teach the chicks to hunt.

“Once each of the individuals is successful in their first kill, the animals sort of register, ‘Right, OK — you’re good to go now, I won’t be providing you any more food’, so that’s a real milestone,” Dr Hurley said.

“Then sometime after that, it could be a few weeks or whatever, they will then chase them entirely out of the territory for life.”

The birds will move as far as 250 kilometres away from their nest to find their own breeding site and start the reproductive process for themselves at about two to three years of age.

The economic turmoil following the government’s mini-budget continues to dominate the papers. The Mirror leads with the £65bn programme of bond-buying launched by the Bank of England on Wednesday, saying the intervention stopped the country’s pension funds “going bust” and that the whole episode has left Britain “on the brink”.

The Financial Times says the programme – which involves the injection of billions of pounds of newly-minted money into the economy – was intended to prevent a vicious cycle in which pensions funds have to sell bonds held as assets to pay their creditors, pushing the price further down and triggering more sell-offs. It quotes one senior banker saying: “I was worried [Wednesday] was the beginning of the end. It was not quite a Lehman moment. But it got close.”

The Telegraph says the crisis has sparked public and private alarm among Tory back benchers, but that Downing Street has dismissed any suggestion the chancellor will have to resign. It also quotes Gerard Lyons, an economist and informal advisor to the prime minister, saying he warned both her and the chancellor about the need to “make sure the markets fully understood what they were doing and that they mustn’t spook the markets”.

The prime minister is facing pressure from her MPs to sack the chancellor and reverse the abolition of the 45p tax rate because it has gone down badly with voters, the Guardian reports. The paper also quotes Labour leader Sir Keir Starmer accusing the government of “losing control of the economy” and calling for Parliament to be recalled ahead of the Conservative Party conference this weekend.

Former chancellor and runner-up for the Tory leadership Rishi Sunak will not attend the Conservative Party conference, the Metro reports. Mr Sunak said repeatedly during televised debates with Ms Truss that her economic plans were “irresponsible” and risked defeat at the next election. The paper quotes a source saying Mr Sunak wants to “give Truss all the space she needs to own the moment”. It is, the paper says, “a Rish best served cold”.

And the Mail reports that a smartphone allegedly used by David Norris, one of the killers of Stephen Lawrence, to send texts and selfies from his prison cell was found inside his body after an X-ray. The paper says specialist equipment was used to scan Mr Norris after it tipped off the Ministry of Justice and that a “large rectangle object” was located in an “intimate place”.

Most of the front pages feature the figure £65bn – the size of the package announced by the Bank of England on Wednesday to protect Britain’s pension funds. 

The Guardian says the emergency move was needed to halt what it calls a “doom loop” in the bond markets, and a 2008-style financial crisis, in the wake of last week’s mini-budget. 

A senior City banker tells the Financial Times that he thought Wednesday morning was “the beginning of the end” because there were no buyers for long-dated government bonds. “It was not quite a Lehman moment, ” he says, “but it got close”.

In its editorial, the paper says the central bank is having to pick up the pieces from what it calls a reckless mini-budget. It warns that while the Bank can prop up markets for now, the government must urgently restore Britain’s economic credibility.

The Sun says markets were spooked by the decision to cut taxes for the richest, but that Prime Minister Liz Truss and Chancellor Kwasi Kwarteng have “inexplicably left a void for critics to fill” by not providing independent forecasts on the impact of the tax cuts. 

The Times describes the Bank’s action as highly unusual and says economists are warning the decision to buy billions of pounds of government debt could fuel inflation. The paper also says borrowers could have to prove that they can afford interest rates of up to 7% to qualify for a mortgage because markets now expect the Bank of England to increase the cost of borrowing further and faster, with the base rate forecast to peak at 5.5% next spring.

According to the i, Ms Truss and Mr Kwarteng now face “Tory fury”. The Telegraph says it has been told by a former Tory cabinet minister that the pair are pursuing a “cowboy-style economic policy”. The paper says Downing Street has dismissed any suggestion that Mr Kwarteng could resign.

The coal-fired Loy Yang A power station in Victoria will close in 2035, its owner AGL Energy said.

Australia – one of the world’s biggest emitters per capita – has long been considered a climate policy laggard.

AGL is the nation’s biggest electricity generator and polluter and has come under pressure to limit fossil fuels. 

Loy Yang A emitted 16.6 million tonnes of greenhouse gas in 2019-20, according to most recent data. Australia in total emitted 513.4 tonnes during the same period.

The closure is “a major step forward in Australia’s decarbonisation journey”, AGL chief executive Damien Nicks said in a statement to Australia’s stock exchange.

The plant currently supplies a huge chunk of Victoria’s energy.

It was initially scheduled to close by 2048, but that was brought forward by three years in February. The new 2035 deadline comes amid leadership changes at AGL. 

Earlier this year, Australian billionaire Mike Cannon-Brookes became the company’s largest shareholder in a bid to force it to become greener.

The energy giant owns several of Australia’s biggest power stations, and contributes about 8% of the country’s reported carbon emissions.

Since his election in May, Prime Minister Anthony Albanese has committed to a 43% reduction in 2005 emissions by 2030, up from his predecessor’s pledge of 26-28%.

But scientists have criticised the government for continuing to support fossil fuel industries.

The Climate Council says AGL’s decision is proof coal is no longer commercially viable in Australia.

“Coal is unable to compete on cost with renewable energy, it is also inflexible, ageing, unreliable and inefficient,” spokesman Greg Bourne said.

Australia’s biggest coal-fired power station will also shut earlier than planned, it was announced earlier this year.

And on Wednesday, the Queensland state government unveiled a plan to shift the state away from coal power by 2035.

The announcement came after Friday’s mini-budget sparked financial market turmoil and the pound plunged: Investors also demanded higher returns on government bonds, or “gilts,” causing some to slide in value.

Speaking in New York on Wednesday, new UK trade secretary Kemi Badenoch defended the government’s economic policies.

However, gains early in the trading day tapered off towards the close with Japan’s benchmark Nikkei index ending 0.9% higher, Australia’s ASX 200 up by 1.4% and the Kospi in South Korea less than 0.1% higher.

Hong Kong’s Hang Seng reversed earlier gains to trade 0.8% lower.

That came after New York’s main stock indexes rebounded from a six-day losing streak to end Wednesday’s trading day around 2% higher.

The pound was down by around 1% at below $1.08, after earlier making strong gains on Wednesday after the Bank of England’s bond-buying announcement.

The currency hit a record low on Monday after chancellor Kwasi Kwarteng unveiled plans to tax cuts, funded by borrowing, in a push to boost economic growth.

Analysts said the Bank’s pledge to buy government bonds at an “urgent pace” to help restore “orderly market conditions” had helped to calm market volatility.

“The Bank of England’s intervention has supported market optimism,” Jun Bei Liu, portfolio manager at Tribeca Investment Partners in Sydney, told the BBC.

“It reversed a previous view of the UK going into a hard landing and debt spiralling out of control,” she said.

Yeap Jun Rong, market strategist at online trading platform IG, said the move had “provided some much-needed relief to recent market jitters.”

In New York, the UK’s international trade secretary used her first visit to the US since taking the role to try to shore upk investor confidence.

“You would by now have heard the Bank of England is taking short-term measures to provide stability, as is their job,” Ms Badenoch said.

“And we must look at all of this in the context of the fundamentals, which are that the UK economy is strong and we have a plan, a growth plan to cut taxes, promote enterprise, and cut red tape for business,” she added.

#AceNewsDesk – Queensland will be home to the world’s “largest” pumped hydro scheme and stop “regular reliance” on coal by 2035, under a $62 billion energy plan announced by the Palaszczuk government.

Premier Annastacia Palaszczuk unveiled the state government’s new 10-year energy plan, which she said was estimated to support nearly 100,000 jobs by 2040, in her CEDA State of the State address.

She also said the state government’s new renewable energy targets — of 70 per cent by 2032 and 80 per cent by 2035 — will be legislated, and Queensland’s coal-fired powers stations will progressively become “clean energy hubs”.

“We must invest now. Not just for our climate,” she said.

“We must address this issue at the same time we focus on new job opportunities to bring everyone along with the clean energy industrial revolution at our doorstep.”

The $62 billion of investment up to 2035 would be between the public and private sectors, Ms Palaszczuk said, including a “new down payment [today] of $4 billion committed by our government over the next four years”.

The government said “just over half” of the $34 billion funding for the new power generation was expected to come from the state government.

“This will be factored into our borrowings and the modelling supports us,” she added.

Ms Palaszczuk said the Queensland government would like to see contributions from the federal government, especially on the hydro projects.

“We’ll be having detailed conversations with our colleagues, but my conversations with the prime minister are encouraging,” she said.

“Then, of course, looking at partnerships with the private sector.”

Project ‘bigger than Snowy Hydro’

The energy plan includes two pumped hydros by 2035: the first at Borumba Dam, and a second site, announced today, situated 70 kilometres west of Mackay.

Known as the Pioneer-Burdekin pumped hydro project, Ms. Palaszczuk said “I prefer to call it the battery of the north”.

“It will be the largest pumped hydro energy storage in the world, with 5 gigawatts of 24-hour storage and the potential for stage 1 to be completed by 2032,” she said.

“I would like you to picture that these combined projects would position Queensland’s hydro storage as a percentage energy use above Europe, China or the US.

“These are projects of national significance on a scale not seen since the construction of Snowy Hydro — bigger than Snowy Hydro.”

She also said there would be a new transmission “super grid” to connect renewable storage with established regional centres.

Currently about 21.4 per cent of electricity used in the state comes from renewables.

Ms Palaszczuk said the state could not reach net zero without storing renewable energy to make it reliable.

“And with climate change there will be more unseasonal rain and other weather events that impact on the reliability of renewables,” she said.

“These events can last for days — current battery technologies can’t at scale.

“That’s why more pumped hydro energy storage is needed.”

Both sites will be subject to environmental assessments.

Coal-fired power stations to become clean energy hubs

The state government will build transmission and training hubs in Gladstone and Townsville to support 570 workers each year.(ABC News: Christoper Gillette )none

Ms Palaszczuk said existing coal-fired power stations would gradually become clean energy hubs from 2027.

“Infrastructure at the clean energy hubs will include: continuing to use the large spinning turbines at the power stations to provide strength for the energy system to take more renewables; grid scale batteries; gas and then later hydrogen power stations; and maintenance hubs for nearby government-owned renewable wind and solar farms,” she said.

“That means that these energy hubs will continue to contribute to regional economies.”

She said the government would not convert coal power stations “until there is a replacement firmed generation”.Ms Palaszczuk says existing coal-fired power stations will gradually become clean energy hubs from 2027.(ABC News)none

Ms Palaszczuk also announced there would be an “energy workers charter and jobs security guarantee”, to ensure workers have the opportunity to continue their careers with publicly-owned energy businesses or elsewhere.

The government signed the charter this afternoon.

“The jobs security guarantee will be backed by a $150 million funding commitment,” she said.

“The guarantee will support workers with access to reskilling, transfer to new opportunities and advice on future career pathways.

She said these pathways could include work on the new super grid, jobs in maintenance hubs for renewables, and building and deploying flow battery technologies.

The state government would build transmission and training hubs in Gladstone and Townsville “that will support 570 workers each year”.

Ms Palaszczuk said modelling by Ernst and Young estimated that overall, the government’s energy and jobs plan “will support nearly 100,000 more jobs”.  

The government also said its plan would deliver a 50 per cent reduction in electricity sector emissions on 2005 levels by 2030 and a 90 per cent reduction by 2035-36.

‘Enormous opportunities in the resources sector

Queensland Resources Council chief executive Ian Macfarlane has welcomed the initiative but noted there were serious challenges associated with its implementation.

“The plan provides enormous opportunities in the resources sector in Queensland, both in producing metallurgical or steelmaking coal to build the structures for the wind farms, the aluminium for the solar panels, and the copper for the power lines,” Mr Macfarlane said.

“But it does come with some risk — we need to ensure that the transition is one that is managed very tightly, that power remains reliable and affordable, and that we have the investors internationally who want to come in behind this plan.

“Obviously, investor confidence has been shaken very badly by the sudden increase in royalties in Queensland and to get investors in here will be one of the challenges in terms of ensuring that renewable energy structures are opened.”Ian Macfarlane welcomes the initiative but noted there are serious challenges associated with its implementation.(Supplied: QRC)none

Mr Macfarlane said he had reservations over how the plan would be funded.

“Anything is achievable at a cost and cost will be the big issue — you can build anything, but it’s the price that household consumers and industry consumers will have to pay that will be the question.

“If the transition causes the lights to go out, or for power to escalate in price like it is in Europe, then Queenslanders will lose their jobs and not be able to pay their power bills at home.”

Clean Energy Council chief executive Kane Thornton said he doubted the state government would have any issues in attracting funding for the plan.

“The Queensland government is in a very strong and attractive position in terms of their ownership of a lot of parts of the energy infrastructure here in Queensland,” Mr Thornton said.

“That allows them to be able to attract investment and put in some funding commitment as the government has put on the table today.

“Private sector investors are enthusiastic to invest in clean energy — it’s the lowest cost form of investment.”

‘A great step towards decarbonising our electricity grid’

Ariane Wilkinson, Great Barrier Reef program manager for the Worldwide Fund for Nature (WWF) Australia, said the announcement demonstrated it was never too late to take climate action.

“In terms of climate damage, there’s a lot of damage that’s been done that can’t be reversed,” Ms Wilkinson said.

“But the reality is that there’s so much that can be saved, and so much about our way of life that can be protected, and this is a really good step to keep emissions down, protect our way of life, and stop further climate damage that will occur with a continued reliance on polluting fossil fuels.

“This is certainly going to protect Queensland, particularly the Great Barrier Reef, and it’s a great step towards decarbonising our electricity grid.”

Maggie McKeown, climate and energy campaigner with Queensland Conservation Council, welcomed the plan, but urged the state government to continue networking with stakeholders.

“The key to a plan like this is ongoing community and expert consultation,” Ms McKeown said.

“Every year more Queenslanders want greater climate action — we hope that the government will be able to consult closely with community and experts over the next 10 years.

“This marks a major turning point for the Queensland government and is going to leave behind uncertainty and unlock a major pathway to renewable energy and replacing the majority of our coal-fired power stations by 2035.

“It’s a great, great plan.”

Flaring of natural gas is the “wasteful” burning off excess gas released during oil production.

The companies said their reporting method was standard industry practice.

Flared gases emit a potent mix of carbon dioxide, methane and black soot which pollute the air and accelerate global warming.

The BBC has also found high levels of potentially cancer-causing chemicals in Iraqi communities near oil fields where there is gas flaring. These fields have some of the highest levels of undeclared flaring in the world, according to our findings.

In response, David Boyd, UN special rapporteur on human rights and the environment, compared these communities to “modern sacrifice zones, areas where profit and private interests are prioritised over human health, human rights and the environment”.

#AceBreakingNews – Energy Bills: Householders urged to read meters before October price rise: This will stop suppliers from from estimating usage and charging a higher rate for energy used before 1 October: From next month, the price cap for the average annual household energy bill will rise from £1,971 to £2,500 – an increase of 27%.

The cap, frozen by the government, determines the cost per unit, but bills are calculated by how much energy is used: The government announced the energy price cap would be frozen until 2024, to limit soaring energy costs.

It means that bills for an average household – one that uses 12,000 kWh (kilowatt hours) of gas a year, and 2,900 kWh of electricity a year – will not rise above £2,500…………………However, if you use more gas or electricity than that, you will pay more.

Energy UK, the industry body, said customers should check the best way to submit their meter readings before 1 October.

Most suppliers will allow for a few days on either side of that date to send their readings without penalizing people in light of the “unprecedented” situation.

It added that high call volumes and website traffic were expected, and service providers had offered numerous channels for people to submit their readings.

“This week, every household across the UK must make sure it submits a meter reading to their energy firm to avoid paying a penny more than they absolutely have to when prices go up on 1 October,” said Energy Action Scotland boss Frazer Scott.

“Fuel poverty is at record levels, levels of energy efficiency improvements are simply too low to provide respite and financial support is just a sticking plaster on the deepest of wounds.”

Every household in the UK will receive a one-off £400 fuel bill discountfrom next month. This will be paid directly to customers’ energy accounts over six months in instalments of £66 and £67.

A first instalment of £326 has already been paid to low-income households on certain benefits and tax credits.

On Tuesday, energy regular Ofgem published a review which found that most energy suppliers need to improve how they help struggling customers pay their bills.

Campaigners have warned millions of people will still face fuel poverty this winter – meaning a household spends 10% or more of its income on energy.

Citizens Advice recommends that customers who are not able to pay their bills should contact their supplier directly and offer to come up with a payment plan.
