U.S. Marshals Add DC Murder Suspect to 15 Most Wanted List
Rewards of up to $50K for information leading to arrest

The USMS-led Capital Area Regional Fugitive Task Force and MPD are asking the public’s assistance in locating Outler. 

At the time of the shooting, Outler wore an ankle monitor and was on pre-trial release for a gun charge involving an AK-47 style rifle. 

Outler has ties to parts of Virginia, as well as friends and family in southern California. Investigators believe he may have traveled out of the city to escape the charges he’s facing.

“Nyjell Outler faces charges that demonstrate a clear disregard for life and public safety. He allegedly opened fire indiscriminately at a party and turned a wonderful celebration into a dark tragedy,” said Ronald Davis, USMS Director. “The U.S. Marshals and our partners at MPD are determined to see him face justice.”

Outler is 5 feet 7 inches tall, weighs approximately 140 pounds, and has black hair and brown eyes. He has a tattoo of three letters “AHK” in front of his right ear, the letters “RR” on his upper left arm and other tattoos on his left forearm. He is a known DC gang member and should be considered armed and extremely dangerous.

“Our Homicide Branch is working diligently with the U.S. Marshals Service to apprehend Nyjell Outler and hold him accountable for his reckless actions,” said Robert J. Contee III, MPD Chief of Police. “I am asking the community to please come forward if you have information about his whereabouts and help us bring justice to the victim’s family.”

The USMS established the 15 Most Wanted Fugitive Program in 1983 to prioritize the investigation and apprehension of high-profile offenders considered to be some of the country’s most dangerous fugitives – typically career criminals with histories of violence who pose a significant threat to public safety.

The mission of the Capital Area Regional Fugitive Force is to locate and apprehend the most violent and dangerous fugitives throughout the DC, Maryland and Virginia region. CARFTF continues to develop relationships with numerous federal, state, and local law enforcement agencies to help ensure the safety of the citizens of our nation’s capital and surrounding areas.

(WASHINGTON) UNIVERSITY STUDY: People of color breathe more polluted air, regardless of income and living near to areas of pollution and roads leading to higher levels #AceNewsDesk report

#AceNewsReport – Dec.17: Researchers from the University of Washington explored racial and ethnic disparities by comparing air-pollution levels to census data from 1990, 2000 and 2010. That data included information about income status. Focusing on six major air pollutants, the team’s findings revealed that people of color are, on average, more likely to breathe in polluted air, regardless of income.

#AceDailyNews Grist News Report: U.S. air quality has gotten better, but disparities remain: Throughout the continental United States, people of color are more likely to be exposed to air pollution than white people, according to a studypublished Wednesday in the journal Environmental Health Perspectives.

While lower-income groups generally faced greater exposure than their wealthier counterpaklrts, those differences were not as pronounced as the racial and ethnic LNPt.

“Even if you account for differences in income, you still see disparities,” he said.

The study dovetails with a large body of research showing that decades of segregation and racist housing policies have resulted in people of color being more likely to live near highways, power plants and other sources of pollution. 

“This paper is a chance to recognize that, while every community is unique, there are some factors that play out over and over again consistently across our country,” said Marshall, a professor of civil and environmental engineering at UW, in a press release. “If we go state by state, there’s no place where there are no environmental justice concerns.”

While previous research has analyzed air pollution disparities in specific locations during particular time periods, this study is relatively novel in that it provides a national analysis of exposure disparities among racial and ethnic groups, including trends over time in each of the lower 48 states and Washington D.C. 

Building on the team’s previous research that showed people of color in the U.S. are disproportionately exposed to nitrogen dioxide, which is emitted in vehicle exhaust, the team expanded their research to include five additional pollutants that have been shown to harm human health. The new study incorporates carbon monoxide, ozone, sulfur dioxide and particulate matter, including both a larger class of particles categorized as PM10, such as dust or pollen, and smaller particles known as PM2.5, which includes harmful molecules in vehicle exhaust.

To determine the concentration of air pollutants for each census year, the researchers compiled pollution estimates from satellite data and EPA monitoring stations. These levels were then overlaid onto census demographic blocks for the contiguous U.S., including the race/ethnicity categories Black, Asian, Hispanic and white. 

Disparities varied depending on location, but for all years and all pollutants, people of color had the highest level of exposure. Although pollutant concentrations have declined overall since 1990, when the Clean Air Act was strengthened through a series of amendments, that trend continued in each of the census years.

In 2010, Asian Americans faced the highest levels of transportation-related pollutants such as carbon monoxide and nitrogen dioxide, as well as ozone; Black Americans experienced the greatest exposure to PM2.5 and sulfur dioxide; and Hispanic communities were exposed to the most PM10. With the exclusion of ozone and sulfur dioxide, the average national exposure to pollutants was lowest for white Americans.

Overall, the study shows air quality has improved over the past three decades, yet despite some declines, disparities persist. Environmental justice advocates say clean air protections must be enforced equitably so that communities of color can breathe air as clean as their white counterparts do.

“There have been so many improvements. But we still see these disparities persist, even after two decades,” said lead author Jiawen Liu, a UW doctoral student in civil and environmental engineering. “We hope this information will motivate change.”

(WASHINGTON) Capitol Hill ATTACK Report: An investigation into January’s deadly attack will be able to access the White House records of former president Donald Trump, a federal judge has ruled #AceNewsDesk report

#AceNewsReport – Nov.11: In a clear win for congressional oversight powers, Judge Tanya Chutkan gave permission to the House of Representatives committee to obtain the potentially sensitive information: She rejected an argument by Mr Trump’s lawyers that telephone records, visitor logs and other White House documents should be hidden from the committee.

#AceDailyNews says according to USA Media Reports: Donald Trump fails in bid to block probe into attack on US Capitol, 10 White House aides subpoenaed earlier on Tuesday, House investigators issued subpoenas to 10 former officials who worked for Mr Trump at the end of his presidency in an effort to find out more about what he was doing and saying before the riot.

“While broad, these requests, and each of the other requests made by the Committee, do not exceed the Committee’s legislative powers,” Judge Chutkan said in her decision.

Mr Trump had argued that the materials requested by the House committee were covered by a legal doctrine known as executive privilege that protects the confidentiality of some White House communications.

He requested an injunction blocking the National Archives —  the federal agency that holds his White House records — from complying with the committee’s requests for hundreds of pages of documents.

Mr Trump quickly filed a court notice, indicating he would appeal the decision.

The committee says it needs the requested materials to understand the role Mr Trump may have played in provoking the riot on January 6, which killed five people and saw more than 700 face criminal charges.How US Capitol security failedSeven weeks of investigations and comments are bringing clear points of security failures into focus, including intelligence sharing, confusion over the chain of command and poor leadership.

“That’s a big deal,” US Representative Bennie Thompson, chairman of the House of Representatives select committee, told CNN after Judge Chutkan’s ruling.

“I look forward to getting this information. I look forward to our investigators going through it with a fine-tooth comb to make sure that our government was not weaponised against its citizens.”

Judge Chutkan said Mr Trump had not acknowledged “the deference owed to” President Joe Biden’s determination that the committee could access the materials.

“[Mr Trump’s] position that he may override the express will of the executive branch appears to be premised on the notion that his executive power exists in perpetuity,'” she said.

“But presidents are not kings, and plaintiff is not president.”

The subpoenas include demands for documents and testimony from ex-senior adviser Stephen Miller and former press secretary Kayleigh McEnany.

It will bring the House panel closer to Mr Trump’s inner circle.

It comes a day after the committee subpoenaed six other associates of the former president who spread mistruths about widespread fraud in the election and strategised about how to thwart Mr Biden’s legitimate victory.

“The Select Committee wants to learn every detail of what went on in the White House on January 6th and in the days beforehand,” said Mississippi Representative Bennie Thompson, the Democratic chairman of the panel.

“We need to know precisely what role the former president and his aides played in efforts to stop the counting of the electoral votes and if they were in touch with anyone outside the White House attempting to overturn the outcome of the election.”

Mr Trump gave an incendiary speech before the assault on the Capitol, repeating his false claims that the November 2020 election was stolen through widespread voting fraud.

He urged his supporters to go to the Capitol and “fight like hell” to “stop the steal”.

His supporters stormed the Capitol in a failed bid to prevent Congress from formally certifying Mr Biden’s election victory.

Mr Biden, a Democrat and former vice-president under Barack Obama, took office on January 20.
