The main story in several papers features Boris Johnson’s speech to the Conservative Party conference, with the Daily Telegraph reporting that the prime minister will say he has got the “guts” to make the UK a high-wage country. He is expected to promise to tackle problems his successors ignored and to reject “uncontrolled immigration”.

But Metro is picking up a very different message from the prime minister: “don’t blame me”. The paper says he dismissed problems such as rising prices, shortages, culls of pigs by farmers and a lack of lorry drivers and said it was the job of industry, not government, to resolve them. “Can he fix it? No, he can’t!” is the headline.Mr Johnson is stepping up a “battle with business over immigration”, according to the FT’s lead story.

The paper says that he has been infuriated by suggestions that the government is to blame for shortages and supply chain disruption and is trying to mould the crisis into a new economic message – that controlling immigration post-Brexit is a chance to reset the economy.

The Times reports that the prime minister will announce a rise in the minimum wage in a few weeks, from £8.91 an hour to about £9.42 for people aged over 23.

The move is part of his pledge to end the “broken” model of a low-wage, low-growth economy, the paper says.The Guardian’s latest reporting on the Pandora Papers leak centres on Ben Elliot, the co-chair of the Conservative Party, who it says “jointly owned a secret offshore film financing company that indirectly benefited from more than £121,000 of UK tax credits” with Ben Goldsmith, the brother of the Tory peer and minister Zac.

A spokesperson for Elliot and Ben Goldsmith said: “The film was made by a UK company and subject to UK taxation. All taxes have been correctly and transparently declared to the relevant authorities.””No alternative, no heart” is the Daily Mirror’s headline, along with images of Margaret Thatcher and Boris Johnson. The paper says Mr Johnson “repeats idol Thatcher’s lies” in his justification for not continuing the £20-a-week uplift to universal credit, by adapting the former PM’s slogan “there is no alternative”.

A mock-up of Tory Party chairman Oliver Dowden in gym gear on an exercise bike appears on the front page of the Daily Star, which reports his remarks that office workers should get off their £1,350 Peloton cycles and get back into the office. The paper calls him a “government clown” and asks: “What planet are these people on?””French threat to sink Xmas” is the Daily Mail’s headline as it reports on continuing tensions between the UK and France over fishing rights.

The paper says French fishermen have warned they may blockade Calais and the Channel Tunnel, cutting off crucial supplies, as they object to the UK’s “onerous” application process for permits.The Sun’s front page also focuses on tensions with France, presenting French President Emmanuel Macron as a modern-day Napoleon who “swiped” five million AstraZeneca Covid vaccine doses bound for the UK earlier this year. The paper says the move may have cost lives, but the UK successfully obtained supplies of Pfizer doses instead.

Finally, the i newspaper reports that Health Secretary Sajid Javid is determined to make vaccination compulsory for front-line NHS workers within weeks. The paper says 8% of staff in England – or about 110,000 workers – are yet to have the jab.

“PM to reveal minimum wage rise in a few weeks,” is the Times’ lead.

The paper has been told that Boris Johnson will accept the recommendations of independent advisers, in a move which will boost the pay of the lowest earners to about £9.42 per hour. The change would come into force from April. 

According to the Financial Times, Mr Johnson will use the speech to “escalate a row” with business and accuse bosses of using high immigration as an excuse not to invest in their company or staff.

The Daily Mirror calls today the “Tories’ day of shame”, as the £20 uplift in universal credit is withdrawn.

The paper says the prime minister’s insistence that there was “no alternative” makes him as “cruel as Thatcher”, who used the same phrase in the 1980s to justify closing down mines, shipyards and steel works. 

The Guardian has spoken to people in Blackpool who are set to be affected by the cut. “I’ll struggle to keep up with my debt repayments”, one man says. “The extra £20 gave me a chance”. 

“French threat to sink Xmas” is the ominous warning on the front of the Daily Mail. Fishermen are considering blockading the port of Calais and the Channel Tunnel in a row over fishing licences. 

They have accused the UK of creating a “complex and onerous application process” – and failing to grant enough permits.

“Unless Boris backs down,” the head of the northern France fisheries committee says, “the Brits will not have so many nice things to eat this Christmas.”

“Not tonight BoJosephine”, is the Sun’s main headline, as its front page features Emmanuel Macron mocked up as Napoleon Bonaparte for a story about how the French “swiped” almost five million Covid jabs from the UK

In what the paper calls a “post-Brexit tantrum”, a batch of AstraZeneca vaccines bound for Britain in March was diverted from a Dutch factory. 

Senior government figures have compared France’s behaviour as “akin to an act of war” and accused President Macron of acting like a mini-Napoleon.

The health secretary is said to be “privately furious” with the risk that unjabbed staff pose to vulnerable patients. 

The policy is set to come into force for care staff from 11 November and Mr Javid is understood to want to be “even more hardline” with NHS staff as they are employed by the state. 

And finally, the Sun reports a bizarre revelation from the former Manchester United manager, Sir Alex Ferguson, that the club’s training ground would be turned into a potato farm if war were to break out

The clause was part of a set of legal conditions attached to the land at Carrington. 

The Sun notes that if the training complex were transformed, it would bring new meaning to United’s home-grown quality – with players such as Marcus MASH-ford and CRISP-iano Ronaldo.

The paper says the government is increasingly confident there will be no more Covid lockdowns and is urging office workers to return to their desks.

Meanwhile, the Times says that a speech by Health Secretary Sajid Javid on Tuesday will unveil new powers to seize control of poorly performing hospitals, with managers who fail to clear NHS backlogs after the pandemic being sacked. The paper says Mr Javid will also urge businesspeople and other outsiders to take jobs running hospitals.

An image of Chancellor Rishi Sunak addressing the conference leads the Daily Telegraph, as the paper’s main story reports on comments by cabinet ministers that businesses have become “drunk on cheap labour”.

The paper says the government is furious that industry has sought to blame it for supply chain problems and shortages.”Rishi lays down the law: no more debt” is the Daily Express headline as the paper reports on the chancellor’s conference speech. He said “stacking up the bills for future generations is immoral”, the paper reports.

But the Daily Mirror brands him the “heartless chancellor” as it criticises him for refusing to support an extension to the £20-a-week Universal Credit uplift introduced at the beginning of the pandemic. The paper highlights his background as a privately educated former banker married to a billionaire’s daughter – saying of his “gall” to refuse the payment to struggling families: “That’s rich”.”Tories under pressure to return donations” is the headline for the Guardian’s continued coverage of the Pandora Papers, the largest leak yet of the financial secrets of the rich. The paper says one Tory backer advised on a $220m deal that was later found to be corrupt, another donor has huge offshore holdings and another’s link to alleged corruption “raises questions for minister”.

Metro’s front page focuses on comments from the founder of Extinction Rebellion, Roger Hallam, about protests by other environmental activists who blocked the roads. “I’d let your patient die” is the paper’s summary of his response to questions about whether he would support blockades even if an ambulance was carrying a critically ill patient.”Lowest of the low” is how the Daily Star described the protesters, which says they ignored a 999 crew and a woman driving her mother to hospital.

The i newspaper returns to the fallout of the murder of Sarah Everard by police officer Wayne Couzens, with Police and Crime Minister Kit Malthouse telling the paper that police vetting is not fit for the 21st Century and must be reviewed. Forces only began examining officers’ social media earlier this year, he says.

US oil prices hitting a seven-year-high gives the Financial Times its main story, while the paper’s lead photo addresses the UK’s fuel crisis – showing an instructor teaching military drivers how to operate tankers.

Finally, the Sun’s front page reports that Dame Arlene Phillips is set to join the judging panel of Dancing on Ice following John Barrowman’s exit. The paper says it will be the choreographer’s first time back on prime-time TV since she was “axed” from Strictly Come Dancing in 2009.

The paper says one source close to a member of the cabinet has accused business of being “drunk on cheap labour”, while other ministers are said to be “furious” at attempts by companies to blame the government for the problems.

Whitehall’s plan to issue visas to foreign HGV drivers to alleviate the supply chain problems has taken “a hit”, according to the Financial Times.

Data from job site Indeed has revealed that most interest in the temporary scheme has come from drivers outside the European Union, whose qualifications are not recognised in the UK. 

The Times reports that just 27 fuel tanker drivers from the EU have applied to work in Britain, far short of the 300 visas that have been made available. 

There is now said to be concern in Whitehall that having taken the political hit for relaxing post-Brexit immigration rules, the measures could prove ineffective.

“PM to tell Britain: Get back to work” is the main headline in the Daily Mail, as it looks ahead to Boris Johnson’s speech at the Conservative conference on Wednesday. 

The paper says amid “growing confidence” that Covid will not spark further lockdowns, the prime minister will encourage a return to offices. 

A senior source has told the Daily Mail that Mr Johnson believes “very strongly in the value of face-to-face working”.

Business people and other outsiders will be encouraged to take jobs running hospitals, with Health Secretary Sajid Javid said to believe that good leadership is key to improving care.

The paper says Mr Javid himself is coming under increasing pressure from No 10 and the Treasury to produce results by cutting waiting times, following last month’s £36bn spending plan for health and social care. 

Kit Malthouse said it was a “surprise” when he found out, but that he was confident as he could be that standards of scrutiny were as high as possible. 

“I’d let your patient die” is Metro’s take on comments by the founder of Extinction Rebellion on the Insulate Britain road blockades. 

Roger Hallam said demonstrators should continue with their protests, even if it meant ambulances could not get a dying patient to hospital.

The huge leak of financial documents features 35 current and former leaders and more than 300 public officials. Among the revelations is how the King of Jordan secretly amassed £70m of UK and US property, Russian President Vladimir Putin’s link to secret assets in Monaco and how former British Prime Minister Tony Blair and his wife saved more than £300,000 in stamp duty when buying a £6.45m London townhouse.

The Times notes that revelations from the Pandora Papers could be embarrassing for the British government, which has “repeatedly failed to act on promises to introduce a register of offshore property owners despite concerns that buyers could be hiding money-laundering activities”.

Several papers feature announcements which are due in the coming days from the conference in Manchester.”Police’s social media sickness” is the headline dominating the front of the Daily Mail. The paper reports that nearly 1,000 police officers and staff have been investigated for misogynistic, sexist, racist and homophobic communications. Hundreds have been accused of posting the troubling material to social media sites, such as Facebook and Twitter, but only a “tiny fraction” have left their jobs, according to the Mail.Leading the Daily Mirror is a report into the impact the pandemic has had on people’s mental health. A survey from the paper found that one in four is in a worse state of mind since the pandemic, with one in 12 saying they experience panic attacks. Anxiety pill prescriptions for children are also at a record high, the paper adds.Meanwhile, the Daily Express says that the prime minister intends to cut taxes, citing a Cabinet source. It comes as Chancellor Rishi Sunak will unveil a £500m jobs proposal to keep the over-50s in employment, the paper adds.The Financial Times’ lead story is on Mr Sunak’s £500m package of support, which will be targeted at those leaving the furlough scheme and older workers. The paper notes that the announcement comes as the government tries to tackle the acute labour shortages which have hit some sectors following Brexit. Mr Johnson has refused to plug the holes in the labour market by boosting immigration, the paper adds, with the PM instead saying the economy is undergoing a “period of adjustment”.The Sun reports that John Barrowman has been “axed” by ITV as a judge on Dancing on Ice following accusations that he repeatedly exposed himself on the sets of other shows. He had been on the panel of the show for two years.Finally, the Daily Star says that Britain is set to bask in a five-day heatwave hotter than Istanbul from Thursday, with temperatures reaching 21C.

Meanwhile, Boris Johnson will announce later this week that all of Britain’s electricity will come from renewable sources by 2035, according to the Times: The PM will reveal further details when he addresses the Conservative Party conference, the paper adds.

It says the prime minister will use his conference speech to commit his party to plans to “hugely increase” investment in renewable and nuclear energy. 

A climate expert tells the paper it would “go a very long way to putting Britain on track to net zero”.

The Daily Telegraph focuses on a different conference speech – that of the Brexit minister Lord Frost, who, the paper says, will today threaten the EU that the UK is prepared to trigger Article 16 unless it agrees to replace the Northern Ireland Protocol. 

The Telegraph says he will tell delegates Britain “cannot wait forever” for Brussels to agree a new settlement, so is prepared to suspend parts of the Protocol unilaterally. 

The Financial Times reports on another minister considering ripping up a previous government commitment – Transport Secretary Grant Shapps, who it suggests has “signalled a big rethink on HS2”. 

Mr Shapps tells the FT ministers can no longer “blindly follow” the original blueprint for the rail line – which the paper says means the eastern leg from Birmingham to Leeds is “in jeopardy”.

The coverage features world leaders as well as ministers, judges and generals, and tax havens such as Monaco, Panama and Switzerland. 

The paper says the documents provide a “rare window” into the “global offshore economy” which enables some of the world’s wealthiest people to pay little or no tax. 

It points out only an “infinitesimal fraction” of the leaked data has been analysed; so the revelations published by the Guardian and others so far only represent the needles in the haystack.

“Police’s social media sickness” is the Daily Mail’s headline, as it says 1,000 police officers have been investigated for posting offensive content online – although “only a tiny fraction” ended up losing their jobs. 

It gives the example of a sergeant who dressed as Jimmy Savile on his stag do – pictures of which went on social media – who faced no disciplinary action. 

In the wake of Sarah Everard’s murder, the paper says in its editorial, it is “time to blow the whistle on police depravity”.

The paper describes it as a “mental health crisis” which could “take a generation to recover from”. 

It uses its leader column to argue for more funding for mental health services and says the role of social media, the workplace and our education system also need to be examined.

Finally, the Times reports on a potential breakthrough in another area of medical care – a jet suit which could help paramedics reach stricken hikers

The device has been tested on Dartmoor and in the Lakes where, the paper says, it allowed medical staff to blast quickly across the kind of unforgiving terrain it can normally take hours to negotiate. 

It shows, the Times suggests, that a staple of “comic book fantasy” could have a “real-world role”.
