(NEW SOUTH WALES) JUST IN: A renewable solar-hydro energy plant to be built on the Liddell coal-fired power station site in the NSW Upper Hunter is being hailed as an investment in economic opportunity and livability in the region #AceNewsDesk report

#AceNewsReport – June.09: AGL, which operates the soon-to-close Liddell site, has engaged Australian energy firm RayGen to develop the new plant, which will harness mirror-style, solar-charging technologies to store energy in water reservoirs.

NSW Report: Solar-hydro energy plant to be built on Liddell coal-fired power station site and the plant will run in conjunction with a battery storage facility, which AGL also intends to build on the Liddell site.

β€œIt’s a great utilisation of existing strengths in terms of the proposal to use the transmission networks that the Hunter has,” Joe James from the Hunter Joint Organisation said.

“It’s [also] a great market signal in terms of investment and reallocation of old industrial sites for new uses.”

Unique technologies

AGL and RayGen are building a $27 million plant in Carwarp, in north-western Victoria, using the same technologies that will be used for the Hunter plant.

“So our new approach to solar is we have a field of mirrors that focusses sunlight onto a tower,” RayGen’s head of business development, Will Mosley, said.

The towers, which are about the height of football-stadium lights, are covered in solar panels that are about 2,000 times more powerful than regular household panels.

“[The storage] relies on the heat that we capture from the rear of the panels as a by-product … and we actually store that energy as a temperature difference between two water reservoirs,” Mr Mosley said.

The water in one reservoir is heated up to about 90 degrees, while the other sits at close to zero degrees, creating what is known as a “thermal gradient”.

The water is then used to produce energy through a turbine.

“The difference is instead of boiling water, we boil a very small amount of ammonia, which spins the turbine, but we keep the ammonia and recapture it and condense it back to a liquid using the cold water storage,” Mr Mosley said.

Gas still pumping

The planned 2023 closure of the Liddell power station has led the federal government to commit to building a taxpayer-funded, gas-fired power station in nearby Kurri Kurri, due to concerns about power shortfalls across New South Wales.

Federal MP for the Hunter Joel Fitzgibbon says that the AGL-RayGen project is an example of how the Hunter region, which is known for its coal-mining roots, is working towards embracing renewables.

“This is what we’ve been working towards for when Liddell comes out of the system,” he said.

“We want to ensure that we replace its capacity with locally produced renewable energy.”

Mr Fitzgibbon notes that it will not be able to replace the need for the Kurri Kurri Gas plant.

“The important thing to understand is that the grid simply can’t take more renewable energy unless we have sufficient firming power in the grid,” he said.

“So as Liddell comes out, we need to replace that synchronous power with something new, and we’ll do so both with the Kurri plant and the other gas plant being built in the Illawarra.

“Both of which will be built to run on hydrogen when that fuel source is available.”

(NEW SOUTH WALES) Parole Court Report: Attorney-General has warned quadruple murderer Ljube Velevski that he could face more time in prison after showing no remorse and continuing to deny the “horrific” crimes #AceNewsDesk report

#AceNewsReport – May.28: It was Velevski’s last chance for parole before his sentence expires in 14 months: In 1997 he was found guilty of the murder of his family:

NSW Report: Quadruple murderer Ljube Velevski warned he could face more time in prison after ‘showing no remorse’ Velevski, who killed his wife and three children in their Berkeley home near Wollongong in 1994, has chosen not to apply for parole for the sixth time since becoming eligible …….He was sentenced to 25 years’ jail with a non-parole period of 19 years on four counts of murder.

Their bodies were found locked inside a bedroom, stacked on top of each other, with their throats cut: Police found a knife under a bed in the room.

No parole applications

His parole matter was listed for consideration on May 21, but for the sixth time since he became eligible he declined to make an application.

The NSW State Parole Authority (SPA) said as a result it had officially declined his parole.

In May 2020, an SPA report confirmed that Velevski had “not engaged in any programs to address his violent offending”.

“[He] refuses to participate in any assessments requested by Community Corrections and declines to be interviewed by the Serious Offenders Review Council,” the report said.

His maximum term is due to expire in July 2022.

NSW Attorney-General intervenes

NSW Attorney-General Mark Speakman responded quickly to yesterday’s parole outcome.

“This offender has continuously refused to apply for parole and now has a little more than a year remaining of his total sentence,” Mr Speakman said.

“I am concerned that he has refused to engage in any rehabilitative programs while in custody, shows no remorse and continues to deny the horrific crimes for which he was sentenced.

“I have asked that, as a serious violence offender, he be subject to close scrutiny in coming months by the High Risk Offender Assessment Committee.”

The Attorney-General said he would monitor the situation over the next nine months and take legal action to extend Velevski’s prison sentence if nothing changed.

“Should there be prospects to proceed with an application to the Supreme Court to detain or supervise him past the expiry of his total sentence, I’ll consider making that application within the last nine months of that sentence,” he said.

The Supreme Court may impose an order under the Crimes (High Risk Offenders) Act if it is satisfied to a high degree of probability that the offender poses a serious risk of committing a further serious violence offence if not subject to supervision under the order.

Applications under this Act for Continuing Detention Orders or Extended Supervision Orders may only be made within the last nine months of the offender’s total sentence.

No signs of struggle

During the trial, prosecutors argued Velevski killed his wife, Snezana Velevski, their six-year-old daughter, Zaklina, and twin baby girls Daniela and Dijana, after an argument in which his wife threatened to leave him.

The defence claimed Velevski had slept soundly for 17 hours after his wife locked herself and the girls in the bedroom and, while suffering depression, murdered her daughters before killing herself.

The coroner found Mrs Velevski could not have cut her own throat so thoroughly and cleanly and investigators found that she knew and trusted her killer because there was no sign of a struggle.

Velevski maintained his innocence in subsequent appeals in the High Court.

(SYDNEY) District Court Report: May.15: A 38-year-old man who was caught with close to 27,000 child abuse images and videos after an investigation involving AFP & HSI #AceNewsDesk report

#AceNewsReport: May.15: The man, from New South Wales, was sentenced yesterday (13 May 2021) for four offences of possessing child abuse material and three counts of using a carriage service to access child pornography:

SYDNEY: Australian Federal Police (AFP) & U.S. Homeland Security Investigations (HSI) a NSW man has been jailed for 18 months by the Sydney District Court for online child abuse’

AFP/HSI Report:

AFP officers arrested and charged the man on 20 August 2019 after he was allegedly identified by Homeland Security Investigations as a customer of an international child exploitation website.

Records indicated the man, from country NSW, spent more than $3000 to purchase thousands of images and videos through the website between 2017 and 2019.

AFP officers found child abuse material stored on computers, mobile phones and other electronic devices they seized from the man’s home. Three USBs containing illegal files were found wrapped in electrical tape and hidden under cups in a kitchen cupboard.

Some of the images and videos showed infants and children being tortured and sexually assaulted by adults.

The man’s sentence was backdated to 19 February 2021 to account for time spent in custody on remand.

AFP Senior Constable Dannii Campbell, from the Child Protection Operations team, said this investigation highlights the strong working relationship between the AFP and Homeland Security Investigations to combat transnational child exploitation.

“Our common goal is to protect children, wherever they live, and ensure anyone who tries to hurt and exploit them is identified and brought before the courts,” Senior Constable Campbell said.

“Anyone who views this material is harming a child, and helping to prop up a vile industry that will abuse more children to satisfy the demand.”

U.S. Homeland Security Investigations AttachΓ© to Australia Adam Parks said due to the global nature of online child exploitation, Home Security Investigations relies on our international partner agencies to help pursue justice wherever an investigation may lead, which oftentimes is outside of the U.S.

β€œWhenever these investigations connect to Australia, the AFP and other supporting agencies have an exceptional track record of working with Home Security Investigations to deliver results that are both rapid and comprehensive. This is yet another example of that outstanding work.”

Members of the public who have any information about people involved in child abuse and exploitation are urged to call Crime stoppers on 1800 333 000.

You can also make a report online by alerting the Australian Centre to Counter Child Exploitation via the Report Abuse button.

If you or someone you know are impacted by child sexual abuse and online exploitation there are support services available, visit the ACCCE to learn more.

Advice and support for parents and carers about how they can help protection children online can be found at ThinkUKnow, an AFP-led education program designed to prevent online child sexual exploitation.

(NEW SOUTH WALES) Supreme Court Report: The man who murdered Sydney woman Michaela Dunn before terrorising the city’s streets with a knife has been sentenced to 44 years behind bars, for what a judge described as a “violent, terrifying and chaotic rampage” #AceNewsDesk report

#AceNewsReport – May.15: He then ran through the CBD with a knife, seriously injuring bystander Lin Bo and slashing at members of the public until bystanders pinned him down with a milk crate and chair:

SYDNEY: β€˜Mert Ney jailed for 44 years over CBD murder of Sydney woman Michaela Dunn he repeatedly stabbed the 24-year-old in a CBD apartment in August 2019, before filming the crime scene on his phone and sending graphic videos to friends on social media’

Justice Peter Johnson today sentenced Ney to 44 years in prison with a non-parole period of 33 years.

“This was a cruel, brutal and terrifying attack made for no reason,” he told the NSW Supreme Court.

Michaela Dunn
Michaela Dunn was killed in a CBD apartment in August 2019.

When Ney arrived in the Clarence Street apartment for a sex work appointment, Ms Dunn asked him several times if he was OK, the court had previously heard.

Justice Johnson today said Ms Dunn was alone and vulnerable with a stranger who met her for the purpose of killing her.

He described Ney’s social media videos as “gruesome and bizarre” and rejected the murderer’s claims that he intended to leave the apartment without paying.

Justice Johnson said the 22-year-old created “bedlam” in the streets, wearing a balaclava to “maximise the fear” in members of the public.

The judge praised the intervening bystanders for placing themselves at risk.

“Despite the offender’s repeated pleas to be killed, he had in fact been captured by a courageous group of citizens who had come together for the single purpose of restraining the offender so as to bring his violent, terrifying and chaotic rampage to an end.”

Despite proclaiming β€œAllahu Akbar” in both his social media videos and on the streets, Ney denied being motivated by religious extremism and said he was only pretending to be a terrorist in the hope of dying at the hands of police.

While the court also heard Ney was “obsessed” with footage of the Christchurch massacre, Justice Johnson concluded he wasn’t adherent to radical beliefs himself.

The judge said Ney “took on the trappings, gestures and language of a terrorist”.

“It appears he was influenced by the Christchurch terrorist murders and mass killings and had a morbid interest in shootings associated with his descent into the fantasy world of violent interactive games in which he indulged himself for some time,” Justice Johnson said.

The Crown had called for a life sentence to be imposed.

Justice Johnson took into account Ney’s mental health issues and also applied a 10 per cent discount for him pleading guilty.

He said Ney presented as ” a self-centred individual” with concern only for himself.

“The offender is a dangerous man and continues to be a dangerous man,” the judge said.

“The position appears bleak in the extreme with respect to the offender’s prospects of returning to the community and living a lawful life in the future.”

Ney’s earliest release date is August 2052, when he will be 53 years old.

‘I’m really frustrated’

Sister of Michaela Dunn welcomes killer’s sentence

Outside court, Michaela Dunn’s sister Emily said there would always be a permanently empty spot at their dinner table.

She lamented that her child would grow up not knowing how funny and kind her aunty was.

“I’m not angry, because there’s no point being angry, but I’m really, really frustrated,” she said.

“I’m frustrated with the system. There were so many times that could have and should have stopped what happened on the day that Mikki died.”

But Ms Dunn said the family was trying hard to leave the frustration behind and craft their future in a way that would honour her sister.

“We’ll always make space in our lives for an Aperol spritz and some cat photos,” she said.

“We’ll always make time for rich experiences shared with the ones that we love and we’ll always prioritize love and laughter in our families.

“It’s time now for us to try and move forward.”

(NEW SOUTH WALES) The Land & Environment Court Report: More than a hundred residents gathered to hear oral submissions about the Halloran Trust’s revised plans for the West Culburra development, at a conciliation hearing of the court held in the town hall on Monday #AceNewsDesk report

#AceNewsReport – May.14: A search [online] for any vacant residential land will show there is not one single block of land available in Culburra, that somebody could buy to build a house on,” Mr Muller said:

The Land and Environment Court has been told a village on the New South Wales south coast will struggle to survive if a controversial housing development is not approved, while environmental groups say it would have dire impacts on water quality, wildlife habitat and Aboriginal cultural heritage’

A map of a housing developement

Culburra community at loggerheads over revised plans for housing development: Culburra Beach and Districts Chamber of Commerce president Brian Muller, who is a local real estate agent, said the seaside village had seen a sharp rise in houses being used for holiday rentals, leaving supply for permanent residents at “crisis point”.

“One recent sale of land and it wasn’t on the beach front, no views, it sold for $645,000. That price is extraordinary for a village like Culburra beach.

“It’s so unaffordable and unfortunately we will run out of businesses eventually if we don’t have a permanent population to sustain the businesses that are here,” he said.

Environmental concerns remain

The Independent Planning Commission rejected the original proposal for more than 650 low and medium-density residential lots, tourist accommodation, cafΓ©s and restaurants, in 2018.

The commission found the proposal was “inappropriate in scale” and had the potential to impact water quality in nearby catchments, and could “irreversibly impact on Aboriginal cultural heritage.”

The applicant later won an appeal in the Land and Environment Court to submit amended plans for almost 300 dwellings and 13 industrial lots but residents opposed to the project argued the changes do not go far enough.

“There’d be groundwater impacts on Lake Wollumboola but the water-quality impacts would be in the Crookhaven River catchment if this development was to go ahead,” Lake Wollumboola Protection Association president Frances Bray said.

“That would impact on oyster growing but also on fish and birdlife.”

“We’re so lucky here to have relatively undisturbed major wetlands and to think they would be degraded by this development is really very distressing,” she said.

‘It’s making me sick’

Residents opposed to the project also raised concerns about the one-road access into the village, particularly during emergencies, and claimed the development was at odds with its character.

Jerrinja Aboriginal Land Council CEO Alfred Wellington said he was also worried dozens of sacred Aboriginal sites including middens β€” believed to be thousands of years old β€” would be destroyed if the project was approved.

“There’s a lot of areas in these development footprints that our community hasn’t been able to access, so, there’s potentially a lot more sites out there that could be impacted by this development,” Mr Wellington said.

Jerrinja resident Graham Connolly Junior said he was disappointed the local Aboriginal community was not consulted more rigorously about the proposal.

“The land they’re going to be developing on has cultural significance to the Jerrinja Tribal People and we believe our sites should not be touched,” Mr Connolly said.

“It’s actually making me sick that my land is being impacted on without us being part of the process, to give knowledge about what needs to be recognised and what needs to be protected,” Mr Connolly said.

A decision on the project is due to be made in the coming weeks.

(NEW SOUTH WALES) NSW Council Report: The interim administrator says it “inappropriately” allocated state bushfire recovery funds to a project unaffected by fire after dozens of homes in the shire were destroyed during the Black Summer disaster #AceNewsDesk report

#AceNewsReport – May.13: During a meeting of the Wingecarribee Shire Council in the state’s Southern Highlands on Wednesday, Viv May said the now suspended council received a $250,000 New South Wales Government grant to support local businesses and the community to overcome the social and financial impact of the fires:

NSW Report: Bushfire recovery funds ‘inappropriately’ given to agriculture, equine projects in Wingecarribee shire, review finds: The Bushfire Resilience and Economic Recovery Fund had been offered to affected councils to provide “immediate” and “locally-lead” community and economic recovery activities during the 2019/20 bushfires.

updated 5h ago

Wingecarribee administrator Viv May says he’s concerned some of the bushfire recovery money allocated to the council was “inappropriately” spent. (ABC News: Jake Lapham)

Mr May said instead the Wingecarribee Council spent $100,000 of the funding on developing a plan to grow the agribusiness and equine industry in the shire, in partnership with Destination Sydney and surrounds.

“While I understand agribusiness and equine industries are emerging in the shire, in my opinion, there is no evidence that this industry was significantly impacted by the fires,” he said.

“In addition, the project that was funded had a 12-month duration which raises concerns around the immediate response and focussed on very niche local businesses.

“I’ve also reviewed the project brief and there appears to be no focus on bushfire recovery and, in my view, this project was inappropriately funded using bushfire recovery funding and as such should have been funded out of the council’s general fund.

He said while the project itself was “credible” and “very important to the future of the shire”, he did not support the use of bushfire recovery money to fund it.

‘There were mistakes made’

Around 60 homes were destroyed in the Wingecarribee Shire when the Green Wattle Creek and Morton Fires ripped the region in December 2019 and early January 2020.

More than 20 homes were reduced to rubble at Balmoral while dozens more were flattened at Wingello, Exeter, Penrose and Bundanoon.

Mr May said he had initiated a review of the council’s use of state and federal grants in the wake of the fires and its handling of the bushfire recovery effort.

“Clearly there were mistakes made on the part of council and it is important that the lessons learnt be publicly aired,” he said.

“I have asked the staff for a warts and all report on the council’s response to the fires and recovery action.”

“The report will be prepared by council and is to be prepared in consultation with the Rural Fire Service and Resilience New South Wales, and I believe will have substantial recommendations,” he said.

Mr May said he would also request the funds be reallocated to “genuine” fire-affected projects.

“I will personally talk with villages and RFS local captains in this regard,” Mr May said.

The former Mayor of the Wingecarribee, Duncan Gair, has defended the organisation’s allocation of the bushfire recovery funding.

“To my recollection, this was ratified by the Premier’s Office and as such, I think [NSW] the National Party leader may have been very involved in the approval of these grants,” Mr Gair said.

“The grant was used to explore how to make the equine industry more resilient if we had bushfires again.

“The grant was given under the state government. Council did not approve it. That is up to the state government to set the rules, set the guidelines, set the conditions and then oversee the grant itself.

“So this is just another unfortunate comment that has been made which in my opinion has smeared the council and the councilors who have served the community for decades,” Mr Gair said.

The offices of the Premier and Deputy Premier have been contacted for comment.

The NSW Government has also previously faced scrutiny for its allocation of bushfire recovery funds.

The NSW Greens raised questions about $107 million that went to just 22 “fast-tracked” projects that the NSW government had already identified and invited to apply without an open application process and included $11 million for a skydiving facility

Station Street upgrade dumped

During his update to the community, Mr May also moved to scrap the controversial Station Street Upgrade after the forecast cost of the work had blown out to $36 million dollars.

The controversial local infrastructure project was first mooted more than a decade ago and had received $7.5 million in state funding.

Mr May said he would now seek to meet with Wollondilly MP Nathaniel Smith to have the grant reallocated to “other significant road works in the shire.”
