#AceBreakingNews says a money launderer involved in a £1 billion mobile phone tax scam who was one of the National Crime Agency’s most wanted fugitives has been arrested in Spain.

Sarah Panitzke, aged 47 and originally from Fulford near York, was detained as she walked her dogs in Santa Barbara, Tarragona, on Sunday morning [27 February] by the Spanish Guardia Civil as part of an operation supported by HM Revenue & Customs.

She has now appeared in court and was remanded in custody as extradition proceedings begin.

Panitzke disappeared in May 2013 as she stood trial for money laundering offences.

She was convicted and sentenced in her absence to eight years following an investigation by HMRC, who identified she was part of an organised crime group responsible for laundering approximately £1 billion from a mobile phone VAT fraud.

NCA International Deputy Director Tom Dowdall said:

Panitzke and her co-conspirators were given jail terms totalling 135 years.

“Sarah Panitzke has been on the run for almost nine years. Given the length of time she might have thought we had stopped searching, but she remained on our radar.

“Joint working between UK law enforcement and our partners in Spain led to her being apprehended, and we will now seek her extradition back to the UK to serve her prison sentence.

“This should serve as a warning to others on our most wanted list – we will not rest until you are captured, no matter how long it takes.”

Simon York, Director, Fraud Investigation Service, HMRC, said:

“Sarah Panitzke was one of Britain’s most wanted tax fugitives.

“She played a pivotal role in a multi-million pound VAT fraud and moved millions through offshore bank accounts.

“Panitzke thought she had put herself outside of the reach of HMRC, but through our work with UK law enforcement and international partners we have tracked down another tax fugitive. No tax criminal is beyond our reach.

“We have helped secure the return more than 60 fugitives since 2016, including some of the UK’s most harmful tax cheats.”

Lord Ashcroft, Founder and Chair of the independent charity Crimestoppers, said:

“It’s hugely encouraging news to hear of Sarah Panitske’s arrest in Spain after being on our Most Wanted list for some years. It shows how our charity, working with the NCA to find the most wanted fugitives, benefits us all. Our communities, here in the UK and abroad, are safer as a result.

#AceBreakingNews says Foreign Secretary sanctions 386 Russian lawmakers who supported Putin’s invasion of Ukraine: Foreign Secretary Liz Truss has sanctioned 386 members of the Duma for their support for the Ukrainian breakaway regions of Luhansk and Donetsk according to

  • 386 members of the Russian Duma designated during latest round of UK sanctions
  • Government places ban on travel and assets in the UK for those who voted for independence of Luhansk and Donetsk regions

Foreign Secretary Liz Truss has today (Friday 11 March) sanctioned 386 members of the Duma, the lower house of the Russian parliament, for their support for the Ukrainian breakaway regions of Luhansk and Donetsk. The new sanctions will ban those listed from travelling to the UK, accessing assets held within the UK and doing business here.

The Russian State Duma ratified treaties in February which recognised the independence of the Luhansk and Donetsk regions – part of Ukrainian sovereign territory – and authorised the permanent presence of Russian military there, acting as a pretext for Russia’s invasion.

Foreign Secretary Liz Truss said:

We’re targeting those complicit in Putin’s illegal invasion of Ukraine and those who support this barbaric war. We will not let up the pressure and will continue to tighten the screw on the Russian economy through sanctions.

Together with our allies, we stand firmly beside our Ukrainian friends. We will continue to support Ukraine with humanitarian aid, defensive weapons and diplomatic work to isolate Russia internationally.

The designations announced today build on yesterday’s crack down on key oligarchs from Putin’s inner circle, and the introduction of new UK powers to detain Russian aircraft and ban the export of aviation items.

Since Russia’s invasion, the UK has sanctioned more than 500 of Russia’s most significant and high-value individuals, entities and subsidiaries, bringing the total now covered by the UK’s sanctions list to over 800. This includes travel bans and asset freezes applied to 18 of Russia’s leading oligarchs, with a combined worth in excess of £30 billion.

This brings the total number of Duma members sanctioned by the UK to 400.

On 9 March, the Foreign Secretary announced new powers to detain Russian aircraft in the UK and remove aircraft belonging to designated individuals and entities from the UK register. Additional measures banned the export of aviation and space-related goods and technology, including technical assistance and prevented UK companies providing insurance and re-insurance services in relation to these goods and technology.

The Government’s amendments to the Economic Crime (Transparency and Enforcement) Bill will aim to crack down on corrupt elites and ramp up pressure on Putin’s regime.

Some 386 MPs who voted to recognise two rebel-held areas of eastern Ukraine as independent last month have been hit by asset freezes and UK travel bans.

The UK said their recognition of Luhansk and Donetsk gave Russia a “pretext” for its subsequent invasion.

Labour welcomed the move but said it should have happened “weeks ago”.

The US and the European Union had already announced similar sanctions.

‘Tighten the screw’

The UK signalled it would impose sanctions of its own last month, but said more time was needed to pass new legislation before it could happen.

The latest announcement means 400 of the 450 members of the Duma – the lower house of the Russian parliament – are now subject to British sanctions. They also prevent them from conducting business in the UK.

Ministers are yet to target all the members of the Federation Council, the Russian parliament’s upper house. And Downing Street declined to say whether any of the sanctioned politicians had any assets in the UK.

Foreign Secretary Liz Truss said the UK was targeting “those complicit in Putin’s illegal invasion of Ukraine and those who support this barbaric war”.

“We will not let up the pressure and will continue to tighten the screw on the Russian economy through sanctions,” she added.

The move follows sanctions on Russian banks, companies and oligarchs in response to Russia’s invasion of Ukraine last month. 

On Thursday the UK announced sanctions on a further seven Russian oligarchs, including Chelsea FC owner Roman Abramovich.

The UK government says it means 18 Russian oligarchs, worth a combined £30bn, have been sanctioned since the Russian invasion began.

Ministers have been coming under mounting pressure from opposition parties to increase both the speed and scale of sanctions in recent weeks. 

Labour’s shadow foreign secretary David Lammy said the latest sanctions against Duma members were welcome, but “should have happened weeks ago”.

Liberal Democrat foreign affairs spokesperson Layla Moran also backed the move, but said the UK had been “moving at a snail’s pace”.

Meanwhile, the government has also faced criticism over its response to the refugee crisis, amid accusations the process to apply for visas is slow and bureaucratic. 

The United Nations said more than 2.5 million people have now fled Ukraine, but as of Thursday morning the UK had issued 1,305 visas, Home Office Minister Baroness Williams of Trafford said on Friday. 

The government has announced plans to allow Ukrainians with family in the UK to apply for visas online, without having to visit a visa centre in-person.

Details of a second scheme allowing individuals and businesses to sponsor refugee visas are set to be confirmed on Monday, having originally been announced on 1 March.

#AceBreakingNews says according to Tech Crunch News the development, which was reported earlier by Reuters, comes in the wake of Russia’s invasion of Ukraine and the sanctions on Russian banks that swiftly followed as the West opted for an economic response to Putin’s war in Europe.

Google is suspending billing on its mobile app store, Play, and pausing payment-based services for YouTube users in Russia — blaming “payment system disruption” related to Western sanctions on Russian banks.

In a support note on its Android developer website, Google confirms the Play billing suspension — writing:

“Due to payment system disruption, we will be pausing Google Play’s billing system for users in Russia in the coming days. This means users will not be able to purchase apps and games, make subscription payments or conduct any in-app purchases of digital goods using Google Play in Russia. Free apps will remain available on the Play Store.”

In a further note, regarding “recently enacted international sanctions for Play developers”, Google says:

“We are committed to complying with all applicable sanctions and trade compliance laws and we continue to monitor the latest guidance. Users in affected regions will still be able to use Google Play, including downloading free apps, but unable to make purchases.”

The FAQ also warns Play developers that existing subscriptions in sanctioned regions will be cancelled at the end of the billing cycle.

“The situation is rapidly evolving and we encourage you to return to this page for the latest information,” it adds.

A YouTube spokesperson confirmed the “pause” on payment-based services inside Russia — sending us this statement:

“We’ve recently paused all Google and YouTube ads in Russia. As a follow-up, we’re now extending this pause to all our monetization features, including YouTube Premium, Channel Memberships, Super Chat and Merchandise, for viewers in Russia.”

We understand that the suspension of payment-based YouTube services went into effect in Russia as of 1pm PST on March 9 — affecting YouTube Premium memberships, channel memberships, Super Chat, Super Stickers, and Merch.

The latest measures expand previously announced restrictions on Google’s services inside Russia.

On Friday, the company announced a suspension of its own ad sales in the country — although it did not entirely cut off ad sales to Russians, saying at that point that it would continue allowing entities there to purchase ads served outside Russia.

It’s not been confirmed whether or not the banking sanctions which are now disrupting payments on Play and YouTube will also mean Google is forced to suspend any remaining ad sales in Russia — per Reuters YouTube channels in Russia will still be able to generate revenue from viewers outside the country through ads and paid features, which suggests there is not a full cut-off — but it does look increasingly challenging for Russians to be able to make and receive payments to/from foreign entities as Western sanctions bite.

In recent days, other tech giants, including AppleAirbnb and Microsoft, have taken similar steps to suspend sales and operations in Russia — joining a growing number of multinationals effectively boycotting or withdrawing from the country as a protest against Putin’s war in Ukraine.

Tech platforms have also taken steps to adjust their response to Russian disinformation, including in response to EU sanctions on Kremlin-backed Russian state media outlets Russia Today and Sputnik — with Google and others announcing geoblocks on the pair’s YouTube channels and apps.

It’s been 14 days since Russia’s war against Ukraine began. According to the United Nations, 2 million people have already left Ukraine — “the fastest growing refugee crisis in Europe since World War II.” Many of them have traveled to Lviv, which has become the main transit point for Ukrainian refugees seeking asylum abroad. These photos, taken at Ukrainian and Polish train stations, show Ukrainian civilians as they leave their homes — and their families — behind.

🪖Russian troops have controlled Kherson for a week. Here’s what life is like there now.

Russian troops entered Kherson on March 1. Since then, the southern city has been under their de facto control. Ukrainian politician Ihor Kolykhaiev remains the city’s mayor. He has already been forced to notify residents of the Russian troops’ demands: “walk alone or, at most, in pairs,” “do not provoke the soldiers,” and “stop what you’re doing immediately upon request.” This has not, however, prevented Kherson residents from holding large-scale, pro-Ukrainian rallies. Meduza spoke with Kherson-based journalist Konstantin Ryzhenko about the current state of the city.

Russia’s domestic situation

💼 Top officials were caught off guard by Putin’s war in Ukraine. Many of them want to resign — but can’t.

Two weeks have passed since Russia invaded Ukraine. Russian troops continue to shell Ukrainian cities as they try to make their way deeper into the country, but Ukrainian defense forces have successfully held them off. Meanwhile, the West (and some non-Western countries) continues to impose new restrictions on the Russian economy — there are now more sanctions against Russia than against any other country in the world. At the same time, international companies are leaving Russia en masse. To find out whether Russia’s top officials were prepared for this war and its consequences, Meduza spoke to some sources from the inside.

💸 Russia becomes the world’s top sanctions target

According to a new report from American technology company Castellum.AI, there are now more sanctions against Russia than against any other country in the world. The company’s data shows that sanctions against Russia have now directly affected more than 5,500 entities. About half of them were on sanctions lists before Russia recognized the independence of the self-proclaimed Donetsk and Luhansk “People’s Republics” and invaded Ukraine in February 2022. For comparison, Iran, which comes in second place, is the target of a little over 3,600 sanctions. Syria is subject to over 2,600. There are over 2,000 against North Korea, 651 against Venezuela, 510 against Myanmar, and 208 against Cuba.

Putin is still trying to send the future dead to capture Kyiv, Kharkiv and Mykolayiv.

He is looking for mercenaries in Syria, calling in reservists, trying to attract Belarusians and Caucasians. Begins to use outdated techniques from the films about the zombie apocalypse and “Crazy Max”. But still gestures of despair to have at least something to attack. They are overwhelmed and suffer losses 5 times more than us. They have the impossibility of mobilization and insane losses of manpower. We have nationwide support and queues for territorial defense.

They run out of missiles, planes and support for Eritrea. We have a supply of weapons from around the world and 40,000 foreign volunteers. Our bayraktars, guerrillas, tanks, art, defense, javelins tear them to pieces and burn equipment.

The whole of Ukraine is burning under their feet. They run like zombies without realizing that they are already dead. The dead are against the living. This is the Ukrainian War Z. Where Z is the Evil Empire. Which we will destroy.
