Several front pages look forward to Chancellor Rishi Sunak’s Budget on Wednesday. The i leads on government plans to give the NHS £6bn to help cut waiting lists for diagnostic tests and non-emergency treatments within England. The paper says hundreds of millions will also be allocated to Scotland, Wales and Northern Ireland.

There is much speculation about Wednesday’s Budget, with the Sun reporting that Chancellor Rishi Sunak is set to unfreeze public sector pay and increase the minimum wage and The Guardian says Labour has accused Mr Sunak of presiding over a “smoke and mirrors” Budget after he “conceded that just 20% of his biggest single spending commitment revealed before the speech was made up of new money”.

The Mirror leads on an NHS boss urging people to get their Covid booster jabs to prevent “tough Christmas curbs”. It reports Prof Stephen Powis as saying “vaccination remains our strongest weapon”.The Daily Telegraph says Covid cases will “plummet” in November even without tougher Plan B measures, according to modelling seen by the government. It says ministers are thought to be holding back reintroducing compulsory mask wearing and working from home after seeing projections “from several groups” that show infections “declining rapidly within weeks”.

The Sun says the Queen missed church yesterday as she rested after her “health scare” last week. According to palace insiders, the 95-year-old monarch wants to be at her best to greet world leaders at the #COP26 climate summit in Glasgow next Monday, the paper reports.

The Daily Mail has an investigation into drug dealers using Instagram to “peddle potent cannabis to children” as part of a “billion-pound industry”. It says the problem has “mushroomed” in lockdown.”

“Forgiven” is the headline in the Daily Star, as it pictures actor Alec Baldwin hugging the husband of Halyna Hutchins, who was killed by a prop gun fired by Baldwin on a film set.

Sources have told the paper the rate for people over 23 could go from £8.91 per hour to as much as £9.45.

The Times understands Mr Sunak will also allocate £1bn to help speed up court cases disrupted by the pandemic. 

The Financial Times reports that the spending will be paid for by a short-term windfall, after the Office for Budget Responsibility upgraded its forecasts to show stronger growth for 2021 and 2022. 

“Covid cases to slump in winter,” is the message from scientists in the Daily Telegraph.

The paper understands ministers are holding back from imposing mandatory mask wearing and work from home guidance in England – known as Plan B – having seen modelling which suggests infections could decline rapidly within weeks.

He warns that they cannot be safely replaced “due to their specialist skill set”. 

An investigation by the Daily Mail has uncovered hundreds of drug dealers who are using Instagram to sell and promote drugs – with children among those targeted.

One dealer – who the Mail contacted via the social media site – “boasted” about how he chopped off two fingers of one client who failed to pay, before getting his money and cutting off a foot as well.

Posing as a 16-year-old online, an undercover reporter was told “no stress” when they revealed their age to an online dealer. Instagram said it had removed several of the accounts flagged up by the Daily Mail and was continuing to investigate.

The Sun reports that the Queen was forced to miss church on Sunday as she rested after her health scare. She had been expected to attend All Saints Chapel in Windsor. Palace insiders say the Queen, who spent a night in hospital last week, wants to be at her best to greet world leaders at the COP26 climate summit in Glasgow next Monday. 

The i reveals delegates attending the upcoming COP26 climate summit will be fed mostly plant-based dishes. Each item on the menu will also be listed alongside an estimated carbon footprint. A winter squash lasagna has the equivalent of 0.7kg of CO2 emissions, while a kale pasta comes in at 0.3kg. 

The future of the Manchester United manager, Ole Gunnar Solskjaer, takes up many column inches on the front and back pages after a 5-0 home defeat to Liverpool. 

The Guardian calls it “history and humiliation”, with the Merseyside club only once beating United by a greater margin – in 1895.

“When is Ole Gunnar – that’s G-U-N-N-E-R get sack?”, asks the Sun, while the Daily Mirror suggests his fate may have already been sealed, with its headline “Ole Goner Solskjaer”.
